MINUTES OF THE ORDINARY MEETING OF CHOBHAM PARISH COUNCIL HELD IN THE PARISH PAVILION, RECREATION GROUND, STATION ROAD, CHOBHAM, SURREY GU14 8AJ ON THURSDAY 24th SEPTEMBER 2015 at 20.00

Robin Hoyle, Chair of Horsell Common Wished to note concern about the potential closure of Bridleway No. 3 and it was agreed that he would be permitted to speak during SCCllr Goodman’s report.
15/156 It was resolved that the Minutes from the meeting of 27th August be approved as a correct record.
15/157 Update on Actions and Clerks Report Actions List – all Actions of August Meeting completed successfully. Clerk to distribute Actions List to Members ACTION
Finance Course – attended on Monday, 21st September in Guildford.
Laptop – returned due to issues with the hard drive. New laptop to be sourced from a more reliable supplier. ACTION
Consultation for Staple Hill Pond received from SCC. Essential works required but more go through Consultation due to siting on Common Land. Papers available for public viewing in the office until 23rd October.
Agenda for Local Area Comm received, members noted papers received.
15/158 Councillors and Representative Reports Cllr Mrs Beach requested permission from the Chairman to speak about the Closure Notice of Bridleway No. 3 in Chobham. Concern raised about the closure – it is a
1 24/09/2015 very important, very busy Bridleway that joins the two Commons. One of two bridges along the route has been found to be unsafe and the bridleway has been closed by the Rights of Way Team. Highways no longer maintain the smaller bridges on rights of way and have passed the work to the ROW Department but without passing on a budget. Currently there is no money to carry out the repairs and the bridleway will remain closed until funds are found, causing a lot of concern to horse riders. Cllr Mrs Beach asked SCCllr Goodman is there were any funds that could be sought from other means. SCllr Goodman explained there is little funds anywhere at the moment but he would look into this in more detail and come back to the Clerk once he had gleaned more information. ACTION The route cuts through farm land and Horsell Common, the bridges are however owned by SCC. Robin Hoyle, Chair of Horsell Common Preservation Committee, gave some more background to the route and asked for a Chobham contact so that they may liaise. Cllr Mrs Beach accepted a nomination.
SCCllr Goodman – County Report: Cross Rail 2, if supported by Government, will improve our overcrowded trains. There will be more trains from Woking to go into London. It will also release track capacity for more trains into Waterloo on the Southern line. This is a long term solution and would take up to ten years.
By 2018 we will also see increase carriage sizes to help reduce some of the over- crowding.
If the DERA development goes ahead, Longcross station will be upgraded and a new car park installed.
Community Recycling Centre Consultation, residents have one more week to comment.
New contingency plan for Cold Weather Maintenance and Emergency Planning, this will be discussed in October Council meeting.
Station Road resident has been served with notice to cut back the hedge.
The cleaning of Chobham signage will happen and I await confirmed date what this will be undertaken.
Windlesham Road, Chobham is going to be resurfaced, the contractors are waiting to liaise facilities companies so their work can be completed before the resurfacing.
Work (on water I believe) in Pennypot Lane will be worked on in the next week.
Surplus Land Council are now permitted to pick and choose which parcels of land we would like to purchase rather than the whole list.
2 24/09/2015 Staple Hill Pond – fantastic scheme, SCCllr Goodman has given it his full support.
Woodland Bridge should have been redesigned on/by 9th October. Woodland Bridge will close from February 2016 for 9 months to one year. The bridge is host to a number of services including water and electricity. The M3 will have to be closed completely for 51 hours whilst they take down the bridge. Woodlands Lane traffic will be rerouted down Highams Lane to Chertsey Road. Cllr Mrs Head has been invited to the Highways Consultation meeting on Friday, 23rd October. Cllr Mrs Head to report back at the October Council Meeting. ACTION
Cllr Mrs Tedder asked if the Highways team could be more vigilant cutting back the vegetation bordering all the highways on this route to ensure it is safer for users and improve sight lines.
Cllr Mrs Tedder noted that concern had been expressed at the Neighbourhood Planning Meeting on Wednesday, 23rd Sept regarding the access road to the Cemetery due to the poor surface – covered in potholes (reiterating comments made by Cllr Coombs in a previous meeting.) SCllr Goodman said he is looking into this and has a contact who he hopes to complete the work by the end of the year.

Chertsey Road junction with Windsor Road – works recently completed did not fix the issue of flooding and it continues to be an issue. A new method is expected to be trialled very soon.
Cllr Coombs noted a ditch that had been reported to Surrey CC but it was noted in response that they do not have the staff or funds to look at every issue reported. SCCllr Goodman was hoping it would be part of the volunteers’ day but it had to be postponed.
SCCllr Goodman to report back to the Clerk costs of advertising a road closure. ACTION
Cllr Mrs Tedder noted the lights on the pedestrian island outside the Community Centre on Windsor Road are still not working and the signage points in the wrong direction.
Borough Councillor – Mrs Wheeler Planning – Little Heath Nurseries planning application was recommend for refusal at Borough. SCCllr Goodman asked Highways to visit the site along with Borough Councillors and witnessed a number of transport issues.
3 24/09/2015 Windlesham Care Home – was approved (Cllr Mrs Wheeler noted she was opposed). Despite Highways’ and officers’ objections. Mrs Wheeler will be writing to the Secretary of State to report the concern about the application, in full support of the officers’ refusal and report how it was handled.
Met with Surrey Crossroads team after a Saturday surgery – very impressed with the team and the work they do.
Neighbourhood Planning Positive comments made to the design statement. Met with Jane Ireland, Surrey Heath Planning.
Borough Councillor Mrs Tedder Noted the successful result of the refusal to the Little Heath Nurseries application. Cllr Mrs Tedder supported the Windlesham Care Home application. On the whole, green belt development would not be supported but this was a unique case.
Cllr Bentall wished it noted that the Parish Council Planning Committee fully supported the Care Home plan.
Chobham War Memorial has been cleaned, new cross will be replaced next week. Valley End has been completed successfully.
15/159 Surrey Wildlife Trust Meeting of Tuesday, 22nd September Cllr Bentall declared interest as a member of SWT.
56 public attended. Very mixed views about the result but a lot of information was supplied. Stephen Fry, SWT Ranger had agreed to look at different ideas for the Heather management.
Clerk to provide a copy of Peter Higgs’ statement to SCllr Goodman ACTION
15/160 Autumnal Flowers Planters - £300 October-May. SCllr Goodman offered to pay for the planters to be filled and maintained.

15/161 Surplus Land Cllr Mrs Tedder noted that we are still waiting on the conclusive list from Surrey County Council. Cllr Mrs Tedder to collect from SCCllr Goodman. ACTION
4 24/09/2015 15/162 Village Street Party Clerk noted a response from the Earl and Countess of Wessex sending their apologies for not being able to attend. Chair noted the Public Meeting for the party planning would be held on 20th October.

It was RESOLVED to approve the Cheque Run, proposed by Cllr Taylor, seconded by Cllr Coombs. All agreed.
15/164 Trust and Committee Meetings Members noted the Minutes and decisions made at the meeting of the Trust on Tuesday, 8th September.

15/165 General Correspondence and Minor Matters Cllr Mrs Tedder noted a request from a local production team showing “Ribbons of Time” to erect an ad for the show on Benhams Corner. All agreed Cllr Mrs Tedder to inform Rob Searle of decision. ACTION
Cllr Bentall proposed that the Council made a £100 donation to Chobham Young Farmers as a thank you for completing some work on the The Leat. Seconded by Cllr Mrs Barr. All agreed. ACTION
Cllr Mrs Tedder noted that the Trust has been awarded grants totalling £3,200 to go towards a new Table Tennis Table for the Recreation Ground.
Cllr Mrs Tedder attended a meeting of Fairoaks Airport Committee – the question was raised as to whether or not the Airport had been sold Mr Chris Hobbs said that the rumour of it being sold is completely untrue.
