1.3 Guidelines, Responsibilities and Lines of Authority Guidelines

Coastguard Dunedin Inc. is committed to the successful implementation and maintenance of this Safe Ship Management System. We will strive for continual improvement in all systems with our goal/objective being to increase safety, productivity and environmental protection. We will achieve this by ensuring:  General requirements  Safe Ship (Maintenance)  Safe Operation  Hazard Management (Health and Safety)  Emergency Response including Pollution Control  Training and Induction  Review and Recording

Elements noted in the vessel’s safety system are followed and taken into consideration with every activity we undertake.

The Coastguard Dunedin Inc. Board, and specifically the Unit Safety Officer (USO) will regularly review this guideline to ensure all goals and objectives are being met under the Units H&S Policy, maritime, marine protection and local government rules.

Coastguard Dunedin Inc. Board Responsibilities and Authority

The Coastguard Dunedin Board shall:  Ensure the vessel and its systems are Fit for Purpose at all times  Ensure that all crew members follow all procedures detailed in the vessels customised Safe Ship Management Manual.  Ensure a logbook is maintained.  Ensure the vessel has all the shore based support and resources required to comply with the maritime and marine protection rules.  Ensure the vessel is manned correctly and has the relevant qualified crew.  Ensure the vessel remains compliant with all aspects of the Health and Safety Act and ensure compliance to the Maritime Transport Act 1994 and all applicable maritime and marine protection rules.

Coxswain, Unit Safety Officer (USO) and Individual Skippers Responsibilities and Authority

The Coxswain, USO and Skippers shall:  Be responsible for the safe operation of the vessel, the safety and well being of all crew and survivors, and the safety of the equipment carried.  Be responsible for compliance with all relevant requirements of the Maritime Transport Act 1994, applicable maritime regulations and applicable maritime and marine protection rules and the Health and Safety Policy.  Ensure all checks and procedures within the vessels Safe Ship Management Plan are followed, implemented and improved on.  Ensure all required records that are listed in the vessel’s Safe Ship Management Manual are kept.  Be responsible for Health and Safety on the vessel.  Ensure log book and recording systems are kept updated and current.  Ensure all safety issues are reported to the USO /Coxswain.  Ensure discipline is maintained on board and information is conveyed in a simple and clear manner.  Follow the Coastguard Operating guidelines

1.3 Guidelines, Responsibilities and Lines of Authority

Crew Responsibilities

The crew shall:  Comply with the vessels safe work practices.  Carry out their assigned roles as directed by the Skipper.  Abide by their responsibilities under the Units H&S Policy, SSM and environmental protection rules.  Not cause any injury, incident or accident due to their actions or inactions.  Report any safety issues/hazards to the Skipper.  Obey the Skipper at all times.

Search and Rescue Person (SAR)/ Designated Person (DP)/ Unit Safety Officer (USO) Responsibilities

They shall:  Ensure they offer all required support and resources to allow the vessel to operate safely and comply with all Unit H&S Policy, SSM and environmental protection rules.  Be a shore based person.  Convey any important communication between ship and shore direct to the Coastguard Unit Coxswain / USO or Unit President as required.  Have a mutual agreement with the vessel as to the procedures during an emergency or if the vessel is overdue.  Be aware of the vessel’s activities when deployed.  Obey the instruction of the Coastguard Dunedin Inc. Board

1.5 Search and Rescue (SAR) Guidelines

Remember in an emergency both the vessel and all shore based crew must be aware of procedures to follow if they are concerned that the vessel is overdue. There are a number of persons nominated as shore persons as some of the nominated persons may be on the vessel.

Whenever the CRV is deployed a dedicated Shore Contact person will be nominated. This person is responsible for keeping contact with the vessel. Whenever reasonably possible the Shore station Ops Vehicle will be manned

This template is available to all onboard (in the Red SAR Book) and also displayed in the Coastguard Units Ops Vehicle.

The Ops Vehicle or Shore person shall remain in contact with the Vessel at regular agreed schedules and no longer than every 30 minutes. If contact at the agreed time / schedule has not occurred or tracking is lost and concern is raised the procedure to follow is as follows: Try calling using alternative means (mobile etc) then Call 111 to report the situation. If applicable Call RCCNZ, SAR Controller / USO / Ops Room Person / Shore Person and if possible task all available SAR Partners or vessels in the area to investigate.

Either party must contact RCCNZ or call 111 in the event of an emergency - 0508 472 269 or SSB radio channel 2182, 4125 or VHF Channel 16.
