CALL TO ORDER

The Arkansas Psychology Board meeting was called to order by the Chair of the Board, Dr. Edward Kleitsch, at 11:08 AM.

ROLL CALL

Board Members present: Dr. Betty Everett, Dr. Joyce Fowler, Ms. Sharon Hoehn, Dr. Edward Kleitsch and Dr. Kevin Reeder.

Staff Members present: Ms. Maggie Sponer and Ms. Brandi Thompson.

Mr. Reid Adkins was present as the Board’s Attorney General Representative and Ms. Rebecca Denison was present as the Board’s Investigator.

Dr. Art Gillaspy was available via telephone.

Dr. Jawahar Mehta was excused.

APPROVAL OF AGENDA

Dr. Fowler made a motion to approve the agenda. Dr. Everett seconded the motion. The motion passed unanimously.

APPROVAL OF PAST MINUTES

Dr. Everett made a motion to approve the May 19, 2017 Board Meeting Minutes as amended. Ms. Hoehn seconded the motion. The motion passed unanimously.

REPORT FROM THE COMPLAINT COMMITTEE

The Complaint Screening Committee made a suggestion to investigate C#17-01 and C#17-03 further due to requesting additional information.

Personnel Committee Report

No report this month.

Treasurer’s Report

Approved August 18, 2017 Page 1 Dr. Everett informed the Board that the agency continues to operate within its budget. The Board’s monthly revenue for June 2017 was $95,474.88, expenses were $58,037.28, and the Board’s remaining balance for FY17 is $24,851.65.

Director’s Report

Ms. Sponer notified the Board that the Access Database is complete and going live the following week.

Ms. Sponer reminded the Board to be sure to renew the Criminal Justice Information System (CJIS) Security and Awareness Training.

Ms. Sponer also advised the Board she is in receipt of the Procurement Card and it has been registered.

Ms. Sponer received a letter from a Master’s level graduate regarding the sun setting of Licensed Psychological Examiners. The Board advised Ms. Sponer to compose a letter to the graduate reflecting Act 505 of 2007 and codified at Ark. Code. Ann. §17-907-303(b).

CEU Inquiry

Dr. James Young submitted a request to inquiry the total number of Continuing Education (CE) hours he would receive for a publication. The Board stated had he requested in the time frame specified, he would be granted 6 CE hours.

Completion of 3,000 hours

Ms. Rachel Allen submitted her completion of 3,000 hours toward Licensed Psychological Examiner-Independent Status, along with a Statement of Intent LPE-I. Dr. Everett made a motion to grant Independent Status. Dr. Fowler seconded the motion. The motion passed unanimously.

Licensee Request

Dr. Habib Abdullah submitted a request to sit for the Oral Examination before the scheduled October 20, 2017 Board meeting. Dr. Fowler made a motion to approve the request to appear at the September 15, 2017 Board meeting for the examination. Dr. Everett seconded the motion. The motion passed unanimously.

Dr. Maggie James submitted a request to sit for the July 21, 2017 Oral Examination. Dr. Everett made to a motion to approve the request. Ms. Hoehn seconded the motion. The motion passed unanimously.

One-Time Consultation

Approved August 18, 2017 Page 2 Dr. J. Robert Yohman submitted a request for approval of his intentions to perform an examination in Arkansas in July 2017. Dr. Everett thanked him for informing the Board of his intentions.

Statement of Intent Revisions Dr. Stephen Clark submitted a request to update his Statement of Intent. Dr. Everett made a motion to approve request. Ms. Hoehn seconded the motion. The motion passed unanimously.

Dr. Diedra Hayman submitted a request to add Integrated Behavioral Health on her Statement of Intent. Dr. Everett made a motion to approve the request. Dr. Fowler seconded the motion. The motion passed unanimously.

Ms. Courtney Johnson resubmitted a request, with documentation, to add Group Therapy on her Statement of Intent. The Board approved the request.

Ms. Michelle Messer submitted a request to revise her Statement of Intent to add administration and scoring of Neuropsychological testing. Dr. Everett made a motion to approve request under the concept that Integration and Interpretation will be written and signed by the supervisor. Dr. Fowler seconded the motion. The motion passed unanimously.

Dr. Richard Sylvester submitted a request to add Criminal Forensics, to provided independently, to his Statement of Intent. Dr. Fowler made a motion to approve the request. Ms. Hoehn seconded the motion. The motion passed unanimously

Supervisory Status

Dr. James Carpenter submitted an Application for Supervisor Status, along with all supporting documentation. Dr. Fowler made a motion to approve the application. Ms. Hoehn seconded the motion. The motion passed unanimously.

Recess/Reconvene

The Board recessed at 11:12am for Oral Exams, Credential Reviews, Quarterly Reports and lunch. The Board reconvened at 2:16pm.

CREDENTIAL REVIEWS

Dr. Anne Stephens and Dr. Robert Coben submitted Abby Bolden’s credentials to the Board for consideration as a Neuropsychological Technician. The Credential Review Committee denied credentials stating Neuropsychological Feedback Assistant should be listed as Neuropsychological Technician.

Approved August 18, 2017 Page 3 Dr. Blakely Low’s credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee. The Credential Review Committee approved credentials pending the removal of Projective Testing or placing it under supervision on Statement of Intent.

The Credential Review Committee (CRC) made a fully seconded motion to approve the following credentials:

Dr. Cassandra Cespedes credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee.

Dr. Michelle Estis’ credentials were submitted to the Board for consideration as an Applicant National Register - Provisional Licensee.

Dr. Donala Jordan’s credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee.

Dr. Kathleen Lacey’s credentials were submitted to the Board for consideration as an Applicant Reciprocity Psychologist - Provisional Licensee.

Dr. Joyce Fowler submitted Jon Nolan’s credentials to the Board for consideration as a Neuropsychological Technician.

Dr. Dana Satterlee’s credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee.

Dr. Danielle Umland’s credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee.

Dr. Eva Woodward’s credentials were submitted to the Board for consideration as an Applicant Psychologist - Provisional Licensee.

All accepted by the Board.

QUARTERLY REPORTS

The Credential Review Committee made a fully seconded motion to approve the following Quarterly Report forms:

1. Dr. Dani Archie’s Quarterly Reports for the period of November 7, 2016 – January 9, 2017.

2. Dr. Alex Dopp’s Quarterly Report for the period of April 15, 2017 – July 18, 2017.

3. Dr. Cindy Mikeal’s Quarterly Report for the period of March 20, 2017 – June 27, 2017.

Dr. Everett made a motion to adjourn at 2:25 pm. Dr. Reeder seconded the motion. The motion passed unanimously.
