CALL TO ORDER

Mr. Spilecki called the meeting to order at 2:42 p.m. Ms. Woodard, a new board member, and Debbie Heinsch, Team A Board Liaison, were introduced. Delaware Board of Nursing Home Administrators Meeting Minutes – November 13, 2007 Page 2

REVIEW OF MINUTES

The Board reviewed the minutes of the July 10, 2007 meeting. Ms. Cotter made a motion, seconded by Ms. Wimbush, to approve the minutes as presented. The motion was unanimously carried.

UNFINISHED BUSINESS

Previously Tabled Application for NHA Licensure – Sister Carol Marie Ferrucci – Application was previously tabled, pending receipt of additional information. Chris Spizzirri, Deputy Attorney General, reviewed the New York Nursing Home Administration Rules and Regulations and determined that they are equivalent to Delaware’s Rules and Regulations. Mr. Daisey made a motion, seconded by Ms. Wimbush, to approve the application. The motion was unanimously carried.

Mr. Daisey made a motion, seconded Ms. Wimbush, to approve the above listing. The motion was unanimously carried.

Strategic Planning

Discussion on Exam Results and License Issuance – When the Board approves that an applicant can sit for the exam, the results are sent to the Board office. Mr. Daisey made a motion, seconded Ms. Simoes, to approve board staff issuing licenses, upon successful examination results, without additional board approval. The motion was unanimously carried. Discussion on Expired AIT’s – Mr. Spizzirri suggested that they put a ninety (90) day extension into the Rules and Regulations. Tabled pending review of the statute by Mr. Spizzirri.

Status of Complaint - Case 29-02-07 – Schedule Hearing Mr. Spilecki advised that the complaint has been turned over to the DAG’s office.

Case 29-01-07 – Ms. Gray - A hearing will be scheduled along with a work session for the same date.

Ms. Cotter asked if the Board information could be reviewed prior to the meeting dates to facilitate board business. Ms. Woodard and Ms. Cotter volunteered to assist with reviewing continuing education applications prior to meeting date and time. The information will be scanned/emailed to all Board members for review. Ms. Woodard and Ms. Cotter would like to meet one hour prior to each scheduled meeting time.

New Business Review of AIT Application: Lindsey C. Johnson – Review of SNF Preceptor and AIT Outline Charlotte J. Brown – Review of Final Progress Report for SNF Portion of AIT Program Laura Dittmar – Review of Final Progress Reports for AL and SNF Portions of AIT Programs, NHA application and Request to Sit for NAB Exam Mary F. Drandorff – Review of Completed Progress Report for AL Portion of AIT Program, Request to Sit for NAB Exam Lawrence Joseph Squire – Review of AIT Outline and AL and SNF Preceptor letters Kathleen M. Gibson – Review of AIT Outline and AL and SNF Preceptor letters. Lois M. Quinlan – Review of final progress reports for AIT program Joseph F. Kauczka – Review of final progress report for AIT program and review of NHA application to sit for NAB exam Timothy M. Ballas – Review of AIT application, outline and preceptor letters

Mr. Ballas stated that he has been an AL administrator for one year in Pennsylvania and that he does not have the experience yet in a skilled nursing facility. As well, his employer does not have a skilled section. Since Mr. Ballas is licensed in PA as an Assisted Living Administrator, the Board approved him to complete a 6 month AIT program with primary concentration in the Skilled Nursing Facility area.

Fernando T. Ollano – Review of AIT application and outline – Applicant did not initially receive a degree, but was later awarded a Doctor of Veterinary Medicine. Tabled

Motion made by Ms. Wimbush seconded Ms. Cotter to approve the above with the exception of Mr. Ollano, which was tabled for further discussion.

A motion was made by Mr. Spilecki, seconded by Mr. Daisey, to approve Mr. Ollano’s AIT application for nine months. Mr. Daisey, Ms. Simoes, Mr. Spilecki, and Ms. Wimbush voted in favor, Ms. Cotter and Ms. Woodard abstained. The motion was carried.

Ms. Wimbush made a motion, seconded by Mr. Daisey, to approve the above applications. The motion was unanimously carried.

Ms. Cotter made a motion, seconded Mr. Daisey, to approve the above continuing education activities with the exception of Wilmington College. Wilmington College, Tawnya Dennis, is pending receipt of completion and instructor’s bio. The motion was unanimously carried.

Complaint 29-03-07 – Mr. Spilecki accepted the case.

Strategic Planning Online License Renewal - Assimilation of New Board Members Ensure Proper Procedures for Reciprocity Revise “Substantially Related” Crimes List Update, Clarify and Improved Remaining Regulations

Ms. Cotter made a motion, seconded by Ms. Simoes, to meet four consecutive months to address the strategic plan on non board meeting months (February and April) from 2:00 p.m. until 4:00 p.m. These meetings will not be for regular board business. The motion was unanimously carried.

There being no further business, Mr. Daisey made a motion, seconded by Ms. Woodard, to adjourn the meeting. The motion was unanimously carried. The meeting adjourned at 5:05 p.m.
