12. HOST 2017 WELCOME SPEECH. Agenda Item 1: President’s Summary of Conference (Conference Considerations).

1. The President presented his general conclusions on the 22nd Annual Conference of the IAPTC, highlighting the excellent arrangements made by the host. President appreciated this year’s conference for being more interactive and full of opportunities for the participating countries. The idea Bazar was especially appreciated as it gave opportunity to the Peacekeeping Centres to showcase their peacekeeping activities. The President appreciated the participation of large number of police officers as well as women. The host nation Bosnia was praised for moving from security consumer to security provider.

Agenda Item 2: Proposed Amendment To Articles of Association.

2. There were no proposals for amendments by the members.

Agenda Item 3: Host 2018

3. The Secretary of Defense of New Zealand offered to host the 24th Annual Conference of the IAPTC. The offer was accepted by members unanimously, and the President expressed appreciation, on behalf of the members, for the kind and timely offer.

Agenda Item 4: Host 2019

4. Secretary reiterated the procedure to host the event. He announced that it is the turn of American Region for the IAPTC 2019 and asked members that offers to host must be sent to the secretariat ideally prior to AGM 2017. He further emphasised that the offer must be supported by the members’s government in writing. Decision on hosting of 2019 Annual Conference will be taken at the AGM 2017.

Agenda Item 5: IAPTC Plus 5. The Secretary informed the members that the IAPTC Plus was being conducted on trial basis for the last two years. All members are requested to forward their suggestions if any to the Secretariat to further improve the format of the event.

Agenda Item 6: Change of Secretariat 6. The Secretary announced that CCCPA, Cairo has volunteered to take over the responsiblity of Secretariat of IAPTC. Secretary thanked all the members for their support in the last 11 years enabling CUNPK to carry out this onourous responsiblity. He also congratulated the Egyptian representatives on volunteering for the chair. He further announced that handing taking over will be completed by 31st December 2016 and from 1st January 2017 all correspondance should be made with the new Secretariat and the contact details of CCCPA, Cairo will be posted on the website.

Agenda Item 7: Consolidation & Development Committee (CDC).

7. The Chair of CDC Mr. Jonas Alberoth informed the audience on recent activities of the committee particularly pointing: like giving support to the Secretariat, review of previous reports, update of IAPTC website and contribution on other events related to PSO education and training.

Agenda Item 8: Theme Proposal 2017

8. The Secretary, IAPTC asked members to forward their suggestions on the theme for the IAPTC 2017 to the Secretariat before May 2017. The proposals will be deliberated during Executive Committee Meeting scheduled in May 2017.

Agenda Item 9: Views From Members

9. The house was declared open for the members for their views/suggestions. The following points were received from the members:- (a) Using this opportunity, Colonel Festus Aboagye congratulated the CUNPK, India for successfully hosting IAPTC Secretariat for eleven years. He also enquired if there was possibility for any other organization to hold the Secretariat other than military committee. Mr Jonas Alberoth clarified that till date the Secretariat functions have been performed by PPC, Canada and CUNPK, India and Military Chair is altogether different identity however the case for taking over responsibility of Secretariat by another oraganisation could be considered once CCCPA completes its tenure of five years.

(b) MG Kristin Lund congratulated the MoD BIH, AF BIH and PSOTC for excellent organization of conference and stated that it was one of the best conferences she had ever attended so far; she further congratulated the Secritariat for excellent job being done through past 11 years.

Agenda Item 10: 2017 Executive Committee

10. Secretary projected the list of new Executive Committee for 2017. Secretariat also brought out that in the past there have been request from the members to have separate chair for research. He informed the members that matter was deliberated within the Executive Committee and it was decided that to start with the Research Chair can be grouped with Pedagogical Chair and based on the participation and further progress the idea of Research Chair can be considered.

Agenda Item 11: Any other Business

11. The audience was asked if they wish to discuss any other business. Mr. Zinurine Alghali from AU congratulated the Host for organizing this conference, and thanked the members for giving him the opportunity to share his views and experiences on peacekeeping related activities.

Agenda Item 12: Host 2017 Welcome Speech

12. Col Rohit Sehgal invited Counselor Ashraf Swelam, host for 2017 Annual conference to deliver the presentation on IAPTC 2017. Counselor Ashraf Swelam applauded the host for warm welcome. He thanked the Secretary for great work being done so far. CCCPA presented the plan for IAPTC 2017. 13. At the end, Secretary, Col Rohit Sehgal on behalf of the Executive Committee thanked members for their outstanding participation and congratulated, Col Jasmin Cajic, Commandant PSOTC and his team for organizing the conference successfully.
