MIRACOSTA COLLEGE

CLASS TITLE: ACCOUNTANT

BASIC FUNCTION: Under the direction of the Accounting Supervisor, maintain and balance general ledger and subsidiary ledgers; maintain income, expense, and balance sheet accounts to accumulate and report accounting data; reconcile financial records and reports with County reports; prepare comprehensive and complex statistical and financial reports; provide technical direction to other staff and management; prepare and interpret financial statements.

REPRESENTATIVE DUTIES: 1. Maintain, balance and audit the general ledger and subsidiary ledgers; maintain income, expense and balance sheet accounts to accumulate and report accounting data for the complete financial cycle of the district including the Bookstore, Food Service, Associated Students and the Foundation. Analyze financial information and prepare internal/ external financial reports and financial statements. (E)

2. Maintain and balance cash receipts and deposit systems; prepare deposits, cash clearing transfers and submit deposit permits to the county treasurer. Perform bank reconciliations for all bank accounts, reconcile cash with the county reports, research and correct all reconciling items. (E)

3. Work with the financial aid office to project cash flow needs for student financial aid disbursements (SEOG,PELL, CWS, ACG I & II), drawdown funds, process refunds, record income/expenditures and inter-fund cash transfers and reconcile financial aid. Maintain and balance the student direct loan program. (E)

4. Support construction project management which includes analysis, asset additions and retirements, asset depreciation and all related accounting entries and preparation of reconciliation reports. Analyze construction in progress, review policy compliance and record asset on completion of project. Prepare and file all state funded Capital Outlay claims to the Chancellor’s office. (E)

5. Perform all functions in the accounting cycle including the preparation and analysis of the financial statements for the Foundation. Prepare and calculate the unit value of endowments using the unitization concept, understand endowment accounting and investment concepts. (E)

6. Prepare, post and maintain monthly payroll benefits suspense accounts, auditor transfers, inter-fund transfers and inter-program charges. Enter and post all journal entries as needed to maintain the General Ledger and subsidiary ledgers; perform reconciliations of various accounts within the district and reconcile account activity with the county and treasurer’s office. (E)

7. Prepare grant and categorical program claims and reports; analyze and reconcile report data for accuracy; forward claims to appropriate signatories and agencies. Prepare and

submit the 311Q report to the Chancellor’s office; maintain and coordinate mandated cost claim reporting. (E)

8. Perform year-end functions and provide necessary information and documentation for the annual district and foundation audit. Prepare tentative and final budgets for the Bookstore, Food Service and Associated Student Government funds. (E)

9. Prepare and mail invoices to various entities and maintain the Accounts Receivable files. Run processes to interface Billing and Accounts Receivable to the General Ledger. Monitor aged receivables and write off uncollectible debt. (E)

10. Approve requisitions for correct account coding; add new chart fields, maintain combo edits and other system maintenance functions such as reporting trees; create queries and reports as needed.

11. Provide technical direction regarding proper budgeting and accounting procedures; develop new procedures and provide ongoing auditing of current procedures to ensure compliance and effectiveness. Train and provide work direction to student workers and campus aides.

12. Perform related duties as assigned.

KNOWLEDGE AND ABILITIES: KNOWLEDGE OF: Generally accepted accounting principles and practices. Methods and techniques of general ledger reconciliation and financial analysis. Financial statement preparation. Integrated information systems and use of appropriate software to perform tasks. Understanding of data management software applications. Interpersonal skills using tact, patience and courtesy. District organization, operations, policies and objectives. Oral and written communication skills including correct English usage, grammar, spelling, punctuation and vocabulary.

ABILITY TO: Learn to interpret, apply and explain rules, regulations, policies and procedures and apply them in a variety of procedural situations. Independently plan and organize work. Learn and apply methods and procedures used in community college accounting. Understand community college budget, accounting and fiscal procedures and policies. Analyze and interpret financial statements and reports. Resolve problems with tact and efficiency. Operate a variety of office equipment including a computer terminal. Use computerized accounting applications and spreadsheets. Understand and follow oral and written directions. Establish and maintain cooperative and effective working relationships with others. Meet schedules and timelines. Maintain records and prepare complex financial and statistical reports. Communicate effectively both orally and in writing. Demonstrate sensitivity to and understanding of diverse academic, socioeconomic, cultural,

ethnic and disability issues.

EDUCATION AND EXPERIENCE: Equivalent to Associates in Arts degree including college-level course work in accounting and two years directly related work experience.

LICENSES AND OTHER REQUIREMENTS: Not applicable.

WORK DIRECTION, LEAD AND SUPERVISORY RESPONSIBILITIES: Work direction to campus aides and supervise student workers.

CONTACTS: Coworkers, other district personnel, vendors, students, the public, county officials, program and external auditors, bank personnel, state, federal and local government agencies.

PHYSICAL EFFORT: Primarily sedentary with intermittent standing, walking, bending and/or stooping; occasional light lifting, carrying and/or pushing of objects weighing 25 pounds or less; ability to work at computer station on a regular basis for extended periods of time, involving moderate to heavy repetitive use of hands, wrists, shoulders and forearms; subject to frequent to constant visual stress. Ability to travel to a variety of locations on and off campus as needed to conduct district business.

EMOTIONAL EFFORT: Ability to develop and maintain effective working relationships involving appropriate interactions and communications personally, by phone and in writing with a variety of individuals and/or groups of individuals from diverse backgrounds on a regular, on-going basis; ability to work effectively under pressure on multiple tasks concurrently while meeting established deadlines and changing priorities.

WORKING CONDITIONS: Primarily busy, indoor office environment; subject to frequent contact with and interruptions by individuals in person or by phone; may be required to work during day and/or evening hours including occasional weekends on an as-needed basis.
