MINUTES of the MEETING of SILKSTONE PARISH COUNCIL held on Monday 9 JANUARY 2017 at 6.45pm at Silkstone Sports Pavilion.

PRESENT Chair: Cllr Meryl Liddell

Councillors: Richard Bell, Steve Fletcher, Richard Leech, Derek Liddell, Debra Smith, Ron Stier and Susan Wareham.

In attendance: Barnsley Chronicle reporter and 1 member of the public.

PUBLIC QUESTION TIME

Cllr Meryl Liddell reported on the extensive vandalism to the wall on Cone Lane which took place on Christmas Eve. This has been reported to the Police, and Barnsley MBC ward councillors are aware.

Cllr Ron Stier reported that a new bus stop, for the exclusive use of children attending private schools in Wakefield, has appeared outside the Methodist Church in Silkstone Common. The clerk will be asked to contact SYPTE and BMBC to comment on the lack of consultation; it was felt by some councillors if the PC had been informed about what was happening it may have reduced the concerns of parishioners if councillors were aware of the stop and what it was for. Some concerns had been raised about the position of the bus stop, but a councillor pointed out that it was very near the edge of the pavement and unlikely to cause a hazard.

Cllr Ron Stier pointed out that the post box on Moor End Lane has not been made safe or replaced.

Cllr Leech again reported that the gullies on the A628 in Silkstone are blocked and that there is run-off of rain water onto the road. He also advised that steps at Town Gate/Manor Park need repair.

RESOLVED to accept apologies from Cllr Andrew Browell and Karen Canadine. Minutes were taken by Cllr Smith in the clerk’s absence.

16-162 MINUTES

RESOLVED to approve the minutes of the Silkstone Parish Council meeting held on Monday 5 December 16 as a true and accurate record.

16-163 PLANNING APPLICATIONS

RESOLVED that Silkstone Parish Council report ‘No comment’ on the following planning application received.

16-164 ELECTRONIC AGENDA

RESOLVED to defer this item to the February meeting.

16-165 GRANTS WORKING PARTY

RESOLVED that the Grants Working party will meet at 7.00 on Wednesday 8th February 2017 at the house of Cllr Richard Leech. Cllr Fletcher will be unable to attend but will circulate a grant application to Tesco that he is currently working on.

16-166 TREE WORKS REPORT

RESOLVED to accept the Clerk’s proposals for tree works as set out in the report presented to Council.

16-167 SILKSTONE RECREATION GROUND

a. Health & Safety – Cllr Stier reported continuing problems with the quantity of dog mess, and pointed out that the handyman spent a full hour cleaning it up this week. The clerk will be asked to contact Barnsley MBC dog warden again.

16-168 PRECEPT AND BUDGET BUILD UP FOR 2017/2018

RESOLVED to approve the budget build up for 2017/2018.

RESOLVED to set the 2017/2018 precept for the Silkstone Parish at £75,000 the Clerk will send the precept notice to Barnsley MBC.

16-169 BANK MANDATE Silkstone Parish Council 9 January 2017 RESOLVED to defer this item to the February meeting.

16-172 CORRESPONDENCE FOR NOTE

Resident of Ben Bank Road Correspondence complaining at the insufficiency of parking spaces for The Roses development, with resulting inconsiderate parking on Ben Bank Road. Clerk to respond, parking infringements are a matter for BMBC parking enforcement team and the Police. The complaint will be brought up at the next Crime and Safety Sub group meeting.

BMBC Planning Confirming that a planning condition for the MUGA will be a requirement that lighting be turned off at 9pm. This was accepted in respect of any new lighting for the extended MUGA, but it should not apply to existing car park lighting which will continue to be on until 10pm for the safety of community centre users.

Mr Danny Clarke – resident of South Correspondence relating to the 2017 150th Yorkshire Buildings anniversary of South Yorkshire Buildings, suggesting that the Parish Council should commemorate the event. The clerk will be asked to reply, and to say that the matter was discussed at Parish Council and some form of commemoration will be considered.

Mr Jim Richie of the Roggins Society Correspondence regarding hosting of the Roggins Local History Society web pages. The clerk will be asked to contact Vision ICT and Mr Ritchie to progress.
