Bidding is open to all eligible Bidders i. The Executive Engineer PWD Highways Division Jhelum Valley on behalf of the employer, invites sealed bids under AJKPPRA Rules 36 (a) Single Stage-One Envelope Procedure, from eligible firms or contractors licensed by the Pakistan Engineering Council (PEC) and duly endorsed by Chief Engineer Highways (North/South) Public Works Department AJK in the appropriate category with field of Specialization as mentioned in column No. 4&5 for the above Work(s).

ii. A complete set of Bidding Documents may be purchased by an interested bidder on submission of a written application to the above office along with 2%CDR issued by a Schedule bank in Pakistan having its branches in Azad Kashmir in favor of the employer as earnest money as mentioned in column No. 8 and upon payment of a non-refundable tender fee as mentioned in column No.6 till 16-08-2017 during office hours. The application must be accompanied by a declaration / affidavit that he or its firm is not black listed by any of the departments / ministries and it ust also state the names of the works with costs, if any, allotted to him which are still under execution. Bidding documents will not be issued without this declaration / affidavit.

iii. Tender Documents will be issued only to constructor (s) /firm (s), or their authorized representative (s) who will show original power of attorney along with original authority letter.

iv. All CDRs except successful bidder will be released after the verification from bank and as per procedure laid down in the bidding documents.

v. The bidder should quote rates in “Percentage above / below on the basis of AJKCSR” and write his rates in figures, limiting to two figures only after decimal point (any figure beyond two figures after decimal point shall not be considered). The condition of two figures after decimal point will also apply in case of quoted rates.

vi. In case the amount of bid offered is less than the estimated cost by more than 10%, the bidder shall provide with the bid additional performance security in the shape of CDR issued by a schedule Bank in Pakistan having its branches in Azad Kashmir, equal to the amount of difference between the Estimated cost and the Bid Cost. Failure to provide the said additional performance security with the bid, the bid shall be considered as non-responsive and rejected.

vii. Bid must be delivered at the office of under signed on or before 17-08-2017 at 11:30 A.M. Bids will be opened on 17-08-2017 at 12:00 P.M. by the bid opening committee in the presence of bidder (s) or their representative (s) who chose to attend. Conditional, incomplete and bids filled with led pencil will not be acceptable.
