TERRACES AT CELEBRATION CONDOMINIUM ASSOCIATION, INC. Board of Directors Meeting December 15, 2014

MINUTES

A duly noticed Board Meeting was held on Monday, December 15, 2014 at the Celebration Town Hall, 851 Celebration Ave, Celebration, FL. The following Board Members were in attendance: Richard “Larry” McDonald, Flavio Della-Pupa, Todd Scott, and Biagio “B” Russo Absent was Michael “Bill” Carbrey. Tim Swisher, representing Associa Community Management Professionals, was also in attendance.

UNIT OWNER OPEN FORUM

Larry McDonald called for a unit Owner Forum to allow members to express their concerns and ask questions.

Tom Varacky asked if the board recommends a water heater company to change their water heater. The water heaters in Terraces are over 10 years old and he has concerns that the heaters might fail or leak. Larry McDonald and Flavio Della-Pupa discussed the water heaters, the water-line valve locations, and that all work needs to be performed by a licensed plumber. Tom mentioned that the landscaper’s vehicles are leaving oil drops on pavement. Biagio Russo said he would discuss this issue with TruGeen management. Tom asked if he replaced windows with double-pane glass, would he have to do all of his windows, or can he just replace two windows? Larry McDonald told him that in order to remain compliant with CROA-ARC’s recent replacement window approval, all windows within a unit must be replaced with double pane at the same time. Tom also commented that the newly placed pine straw looks good on the property.

Resident owner asked about security cameras for the property. Larry McDonald explained that the association had looked into this several years ago and determined that an install of security cameras would be expensive and require a special assessment to accomplish. The association’s attorney also warned that the association would have to guarantee that the cameras were working “at all times”, or the association may be held liable for incidents not caught on camera systems.

Resident Owner complained about mold in her storage closet. Bobby Velez from Coverall stated he would meet with her on December 17th to look over the situation and make any necessary repairs.

Resident owner asked about ways to improve the cleanliness of the dumpster enclosures. Larry McDonald explained the association’s present dumpster capacity and pickup schedule. Larry also stated that Coverall regularly checks the dumpsters and moves trash from the smaller into the larger dumpster. Biagio Russo asked that no one leave their Christmas Trees out by the dumpster after the holidays.

Resident owner complained about animal waste being left behind by people walking their pets. Larry McDonald explained that it is difficult to determine who is not cleaning up after their pet, but if you witness an incident, please report it to management immediately, so a notice of violation can be sent to the person.

ESTABLISH QUORUM/PROOF OF NOTICE/CALL TO ORDER A quorum of the Board was established with four Board members present and with proper statutory notification.

APPROVE THE AGENDA Larry McDonald asked for a motion to approve the agenda. Biagio Russo motioned to approve, Flavio Della-Pupa seconded, motion passed unanimously.

APPROVAL OF THE MINUTES Larry McDonald asked for a blanket motion to approve the October 27, 2014 minutes, the September 29. 2014 Special meeting minutes and the September 29, 2014 Organizational meeting minutes. Biagio Russo motioned to approve all three meetings minutes. Flavio Russo seconded, and the motion carried unanimously.

NEW BUSINESS

Blanket Motion to approve all renewing contracts of The Terraces at Celebration as follows:  Coverall Cleaning Concepts (building maintenance and repairs)  TruGreen Landcare (lawn care, trees, plants, mulch, fertilizer)  Associa CMP (association management)  Otis Elevator (elevator maintenance and repair buildings2 and 3)  Palmer Electric (fire alarm tests and fire alarm monitoring)  Progressive Waste (waste management)  Florida Pest Control (pests, subterranean and dry wood termite control)  Central Florida Fire Protection (fire sprinkler systems)  Mid State Fire Equipment (fire extinguishers)  Riker’s Roadside Services (towing)

Larry McDonald asked for a blanket motion to approve all renewing contracts listed above. Biagio Russo motioned to approve the contracts in a blanket motion. Flavio Della Pupa seconded, and the motion carried unanimously.

The Board entered into a discussion of Academy Insurance’s proposal for the renewing the association’s insurance coverage in 2015, as presented by Jim Mazzuca and Bill Mahler. Mr. Mazzuca stated that their process for establishing their proposal is to compare all of the highly rated (A rated) companies doing business in Florida and compare rates, coverage and reliability on claims. Once completed their proposal is presented using these “best” companies. After the discussion, it was decided to renew coverage with Empire Zurich for 2015, which continues the 2% hurricane deductible, all present supplemental coverage riders, and excludes Workers’ Compensation coverage for volunteers, at an annual premium of $68,964.11. Larry McDonald asked for a motion to approve the insurance policy renewal as presented and discussed. Biagio Russo motioned to approve the insurance package. Todd Scott seconded, and the motion carried unanimously.

Adjournment A motion to adjourn was made by Flavio Della-Pupa at 7:28 p.m. It was seconded by Biagio Russo. Meeting adjourned.
