86. The Linnets have launched jointly a brand new initiative called the Rounce & Evans Community Fund. The scheme will give the chance to families who may not necessarily be able to afford an afternoon at The Walks supporting the Linnets to come along and sample an afternoon of football watching from the club’s main stand. 87. 88. Mr Luke Loades of Rounce & Evans explained the scheme will enable a family of four (two adults + two children) to enjoy an afternoon of football supporting their local team. This scheme is not just for people who are unemployed at the moment anyone can contact mailto:[email protected] and he will take thing’s on from there. The scheme begins with next week’s friendly fixture with Norwich City and will continue throughout the season. 89. 90. The consultation line is a service provided by children’s social care that sits within the MASH. 928. 929. The Children’s Services MASH Manager has reviewed the use of the consultation line and as of Monday 10 July professional consultation will take place through the one MASH number to ensure that this is very much day to day business. There will no longer be an option for an anonymous consultation. If a child is discussed with the MASH then there will be a record of what was advised on a child’s file and the rationale for this. 930. 931. The MASH Manager has been doing some work on a refresh of the MASH functions and ensuring that this is delivered to all internal and external partner agencies so we all have clarity on roles/expectations The Children’s Services MASH Manager wishes to work with all partner agencies to improve working relationships and ensure that we all work together in a productive supportive and positive way to Safeguard the children we are all responsible for. 932. 933. Children’s Services would also like to assure all agencies that the systems in the MASH are gradually being changed and that some restructuring is taking place. This began in late May and reports from the Customer Service Centre as of early June advise that 99% of calls are now being answered within the MASH. The changes to the consultation line will not affect this improved timely response. 934. Jump back to start 935. Early Help Monthly Bulletin August 2017

27. Changes to Child Protection Conferences 936. Following feedback from Ofsted we are making changes to the format of Child Protection Conferences and the way Child Protection Plans are written with the purpose of more clearly evidencing identified risk for children. 937. 938. What will be different? 939. Child Protection Conferences will focus on identifying the high level risks and danger for children as well as identifying actions / support needed to reduce immediate risks (between Conference and Core Group). This will become the outline Child Protection Plan from Conference. It will be the role of Core Group members in their meetings to develop the Child Protection Plan using a Signs of Safety approach to engage both family members and professionals in identifying and agreeing the detail of the action and support needed i.e. who will do what, when and how? 940. Core Group will not change or remove risks / danger or related safety goals identified during Conference. However, they can add to this list and develop the plan to address these as necessary between Conferences. 941. The first Core Group following the Initial Child Protection Conference will now be chaired by a Social Work Team Manager, who will oversee the formation of the detail within the Child Protection Plan. 942. Core Group will monitor and scale the progress of the Child Protection Plan between Conferences. 943. Independent Chairs will continue to have the authority to overrule a majority decision within Conference, i.e. for the plan to be held within the Child in Need framework rather than Child Protection or vice versa. 944. 945. Review of Changes: 946. There will be a 3 month review of the changes to Child Protection Conferences and Plans (October 2017). Feedback will be sought from all stakeholders to inform this review. In addition, an audit of Child Protection Plans and observations of Child Protection Conferences will inform the review outcome. Direct feedback from family members and professionals will also be sought during this period. 947. EMPHASIS: JOINT RESPONSIBILITY IN IDENTIFYING AND MANAGING RISK. 948. • All professionals need to bring copies of their reports to Conference (min 12) and genuine attempts will have been made to share these with family prior to Conference. 949. • The multi-agency group must be prepared for Conference i.e. have already considered from their knowledge / involvement with the family, any risks / danger, the impact of these on the child(ren) and what differences they would need to see to be certain that risks had significantly reduced? 950. • Priority must be given to attending Conference and Core Groups. 951. • All professionals will contribute to the development and delivery of Child Protection Plans. 952. • All professionals will contribute to the ongoing monitoring and scaling of progress of Child Protection Plans. 953.

Thank you for your contributions If you would like some information to appear in the August Bulletin please send it to [email protected] by 28th August To unsubscribe or report an error please contact [email protected] 954. What key points do I need to remember? 955. • Conference will identify high level risks and any contingency plan required. 956. • 1st Core Group following Conference will be chaired by the Social Work Team Manager. 957. • Family and Core Group professionals will explore and develop how these risks will be reduced i.e. who will do what, when and how. 958. • The high level risks identified at Conference will not be changed within the Child Protection Plan by Core Group, but additional risks and actions may be added. 959. • It is essential that all agencies provide a report to Conference and that this is shared with family members and the Independent Chair prior to the meeting. 960. 961. The Multi-Agency Conference Report format for all partner agencies can be found at: - http://www.norfolklscb.org/people-working-with-children/how-to-make-a-referral/ 962. Helping Workless Families Policy 967. The DWP has published proposals to improve the outcomes for children who grow up in workless families and face multiple disadvantages. The Paper sets out plans to improve support given to workless families and their children to overcome the complex problems the face. 968. They include the next phase of the Troubled Families Programme, a new programme to reduce parental conflict, enhancing the role of Jobcentre plus in working with partners to identify people with complex need and great support to help those with drug and alcohol dependencies 969. The paper can be downloaded from improving-lives-helping-workless-families 29. Harmful Sexual Behaviours 970. NSPCC, Research in practice and Professor Simon Hackett have developed and published a Harmful Sexual Behaviours Framework. This framework aims to help local areas develop and improve multi-agency responses to children displaying harmful sexual behaviours (HSB). It seeks to provide a coordinated and consistent approach to recognising both the risks and the needs of this vulnerable group. 971. The framework can be downloaded from Harmful Sexual Behaviours Framework 972. 30. Evaluation of ‘See Me Hear Me’ 973. The University of Sussex has published a suite of documents on the pilot and evaluation of the 'See Me, Hear Me' Framework, on behalf of the Office of the Children's Commissioner. 52. Reading Hack Reading Hack is a national programme of youth volunteering within libraries, developed by the Reading Agency and delivered by library services across the UK.

Each of the roles is based around reading and how young people relate to reading through different media such as film or music and activities such as coding. Volunteers may also help with activities which support others in their reading, acting as reading buddies and helping to run a book group.

Through involving young volunteers with what we do within libraries we gain from a wide range of different skills which volunteers bring to the roles they take on. Volunteers gain the chance to develop their skills further in a more formal workplace environment and to demonstrate to others their passion for books and reading.

Volunteering is a two way process and we will also ask volunteers to do the following things:  Make a commitment to their volunteering  Let us know when you have other commitments so we can take these into account  Be punctual and arrive when you have said you will volunteer  Let us know if you are unable to attend a session with as much notice as possible  Be willing to engage with any training that is required of you to take the role on

We are looking for volunteers aged 13 -24 to help out with activities within libraries across Norfolk. Where there isn’t an opportunity at your local library we will endeavour to match you to an equivalent opportunity in your local area. Volunteers will need to be able to commit to 1- 2 hours per week during term time when helping with a regular activity or 2-3 hours per months when supporting a monthly book group.

At larger libraries demand for placements may be high so it is recommended that you apply as early as possible to allow time for applications to be processed, especially where you are applying to use your hours towards a Duke of Edinburgh award.

If you are interested in taking part in Reading Hack as a volunteer, and would like further information, please:

 Phone 01603 774793 to speak to our Volunteer Coordinator  Email [email protected]  Visit your local library and speak to a member of staff Jump back to start 53.
