    REPORT OF THE INDEPENDENT INQUIRY INTO THE CARE AND TREATMENT OF ALEXANDER CAMERON Commissioned by Berkshire Health Authority September 2000 PREFACE AND ACKNOWLEDGMENTS On 26 April 1997, Alexander Cameron killed his mother, Mrs Eileen Cameron. Mr Cameron was receiving out-patient treatment at the time, having been discharged from Fair Mile Hospital on 12 December 1994. He was admitted to a secure hospital in May 1997, and he remains detained there, having since been convicted of manslaughter on the grounds of diminished responsibility. There have already been two reviews of Mr Cameron’s care and treatment during the period before his mother’s death. One of these was an internal review undertaken by members of the NHS trust which manages Fair Mile. The other was undertaken by two external consultant psychiatrists. A third review, more than two years on, was a further source of distress for Mrs Cameron’s daughter, Julie Cameron. We therefore particularly wish to acknowledge the constructive and measured way in which she and her partner helped us. We also wish to acknowledge the way in which the professionals involved in Alexander Cameron’s care and treatment worked with us during what was a difficult time for them. Their candour, and commitment to providing the best possible service to local people, was commendable. Such candour is to be encouraged because it is the ultimate test of professionalism. The mature professional who accepts that their practice, or local practice, can be improved upon thereby ensures that the future direction of the service is based, not on falsehood, but on a true, comprehensive, understanding of its current state.

Name of Neighbourhood Area The neighbourhood area will formally be known as: Tilehurst Parish Council 4. Extent of the Area The area is exactly the same as the entire area of the Civil Parish of Tilehurst. A map showing the area, denoted by the black Parish boundary, is attached (Map of Tilehurst Parish.pdf). 5. Intention of Neighbourhood Area The sole intention is to develop a Neighbourhood Development Plan for the Area. A Neighbourhood Plan will provide an opportunity for local people to create a framework for delivering a balanced and sustainable future for the benefit of all who live in, work in or visit the parish. 6. Statement Tilehurst Parish Council is the suitable body under the Localism Act to lead the development of a Neighbourhood Plan and there is a strong desire in the community to contribute to the future development of the parish.     TILEHURST PARISH COUNCIL Minutes of the Meeting held on Tuesday 12 February 2019 in the Main Hall, Parish Office, Calcot Present: Councillors - Mr K Page (Vice-Chair), Mrs R Braine, Mr D Lovegrove, Mr T Marino, Mrs M Murnane, Mrs R Reynolds, Mr C Taylor District Councillors - Mr T Linden, Mr R Somner, Miss E Webster, Mr R Jones Members of public - Eleven Prior to the commencement of the Meeting , Mr Page called for one minute’s silence as a mark of respect for the passing of Mrs Gardner, who had been the Parish’s Chairman for the past 33 years. Mr Page also explained the procedure for the Meeting for the benefit of those members of the public who have not been to a parish meeting previously. 19/017 Election of Parish Council Chairman: Due to the passing of Mrs Gardner, it was necessary to elect a new Chairman in order that the Meeting could proceed. Mr Taylor proposed that Mr Page be elected as Parish Council Chairman. This was seconded by Mrs Reynolds, and unanimously agreed. The Declaration of Acceptance of Office will be signed at the next meeting, with the agreement of the new Chairman. 19/018 Open Forum: a) Members of the public – i) Mrs Bedwell, Chairman of Holybrook Parish Council, expressed her Council’s concerns over the 265 proposed new homes to the east of Pincents Lane. They were particularly concerned about: - the inevitable increase in traffic using the A4, as there could be over 700 new homes in the vicinity of J12 if the developments in Dorking Way and Theale are also approved; - most cycle paths in the area are too narrow, and overgrown; - leisure facilities in the area are inaccessible except by car.
