In-Home Supportive Services (IHSS) Advisory Committee Meeting September 5, 2007

The Yolo County In-Home Supportive Services Advisory Committee met on the 5th day of September 2007, in the Community Room #167, of the Department of Employment and Social Services, at 25 North Cottonwood Street, Woodland, California.

Entry Item No. 1 Call Meeting to Order Meeting called to order by Chairperson, Nancy Seyden at 1:53 p.m.

Staff present: Jan Wolff, Division Manager, Adult Services & Public Authority; Michele Haddock, Children & Adult Services’ Assistant Director; Janice Montgomery, SW Supervisor, Adult Services; Sandra Rodriguez, Intern to Supervisor Yamada; Kim Britt, Quality Assurance, IHSS; Devonne Williams, Analyst, Public Authority and Cyndi Sechler, Office Support Specialist, Adult Services.

Guests present: None.

Entry Item No. 3 Public Comment Sandra Rodriguez handed out flyers and registration forms for the upcoming Aging Summit, sponsored by the Board of Supervisors, City of Woodland and the Yolo County Commission on Aging and Adult Services. The Summit will be held on Thursday, September 20th, from 8:30am – 3:30pm, at the Woodland Community & Senior Center.

NEW BUSINESS:

Agenda Item No. 1 Quality Assurance (Q/A) Update/Reports Kim Britt handed out copies of the Hourly Task Guidelines (HTG) Quick Reference Task Tool. Kim reported that on the HTG, the state has 12 tasks with definitions, with a ranking system of highs and lows. The tasks covered includes: 1. Meal preparation 2. Meal cleanup 3. Bowel and bladder care 4. Feeding 5. Routine bed baths 6. Dressing 7. Menstrual Care 8. Ambulation 9. Moving in/out of bed 10.Bathing, oral hygiene and grooming 11.Repositioning/rubbing skin 12.Care and assistance with prosthetic devices

Ranking system of highs and lows rates from #1 = can do on my own, all the way to #5 = total assistance needed.

Kim also went over a graph for total hours the county authorized, and what the state’s authorized hours should be. Kim reported that when comparing the state’s to the county’s, the authorized hours are very similar. Kim also handed out a copy of the IHSS Personal Case Services Program Quality Assurance/Improvement Monitoring Activities Report from the state.

Kim stated that she would like to report her findings back to the Advisory Committee on a quarterly basis. The Committee members welcomed this information.

Agenda Item No. 2 Letter to BOS – Provider Direct Deposit Jan reported that Duane contacted her to have clarification on the letter to the Board of Supervisor’s he is to write on behalf of the Advisory Committee.

Nancy stated that the letter is to recommend to the Board of Supervisors, to implement direct deposit for the provider’s checks, and to expedite the process.

IHSS Advisory Committee Meeting September 5, 2007 Page 2 of 5 Jan stated that the state and legislators gave counties until June 2008 to implement direct deposit; and that CMIPs/EDS and the state are still working out the glitches. Nancy would like to revisit this at the October meeting.

Agenda Item No. 3 Conferences - Budget Nancy stated that she had an opportunity to attend a conference in San Francisco, supported by San Francisco’s Public Authority; but was denied because of short notice (Brown Act Rules), and not enough notice to schedule a meeting so the Committee could vote on her attendance.

Nancy would like to allocate $500, out of the training portion of the budget, for short notice of meetings that would be beneficial to the Committee.

ACTION ITEM: After much discussion, Nancy made a motion to pre-approved training, for last minute notice of trainings with parameters that include training on Public Authority, AB1682 or Advisory Committees; and a limit of $500 per person for the Chair and/or designees to attend.

Jan stated that she will contact County Council to see if this falls within the perimeters of the Brown Act.

Agenda Item No 4 Public Authority Jan reported that she is not privy to this information; and that Yolo County Human Resources is handling the recruitment. For now, Jan is still the acting Executive Director.

Jan also reported that with Devonne, Lenice and Janice things are better; and now she can start working on targeted areas like recruitment in Davis and other rural areas for providers.

Agenda Item No. 5 On-Call Provider Update Jan stated that Public Authority currently has 2 active on call providers. Jan is looking to start recruiting in the Fall. Sherry suggested advertising on “Craig’s List”.

Nancy suggested an article in the Consumer/Provider Newsletter for recruitment. Nancy also suggested that Public Authority check with other Public Authorities on how they recruit for their On Call and Registry.

Agenda Item No. 6 Consumer Video Nancy asked Jan how the video is being distributed.

IHSS Advisory Committee Meeting September 5, 2007 Page 3 of 5 Jan reported that Stacy has sent out 13 DVDs and 4 VHS copies. San Diego County has requested 20 DVDs, Shasta and Alameda Counties have also requested copies.

Jan stated that other counties and facilities are requesting the video. The video is free to libraries, senior centers and IHSS consumers; a small fee for reproduction and shipping is being charged to counties and facilities, $9.19 for DVDs and $3.76 for VHS tapes.

Nancy would like to include the cover letter she created, attached to Financial Management’s order form, when distributing the flyer. Nancy will send an electronic copy of the cover letter to Jan.

Agenda Item No. 7 CAPA’s Caregiver Recognition Jan handed out copies of minutes from the August PA Registry Manager’s meeting minutes. The committee members reviewed what other counties reported they did or are doing for appreciating their providers.

Agenda Item No. 8 Conference for Providers Committee members discussed details of the upcoming Provider Appreciation Conference. Date: Wednesday, November 7th Location: Dept. of Employment & Social Services Community Room 25 N. Cottonwood Street Woodland, 95695 Speaker: Devonne will go through Al’s binders and look for Daisy’s information. Time: 11:00am – 2:00pm (would like to stay within 3 hour timeline) Event: Devonne will make calls out to the community for gift donations, for attendees. Devonne also volunteered to get decorations for a festive atmosphere, and to contact Cracchiolo’s Market for menu options for the luncheon.

Agenda Item No. 9 Logo/Recruitment & Outreach Cyndi presented the brochure and a smaller version of the sample flyers Duane had been working on with Sir Speedy. After discussion, Nancy stated that she had some changes for the brochure she would be forwarding over to Cyndi.

The Committee members stated that they like the layout and font of flyer #1; but liked the border on flyer #2. Cyndi will contact Duane and give him the updates.

IHSS Advisory Committee Meeting September 5, 2007 Page 4 of 5 Agenda Item No. 10 Organizational Chart Cyndi updated and handed out copies of the revised organizational chart, for the reporting structure of the IHSS Program, Public Authority and Advisory Committee, into more of a flow chart per Nancy’s request.
