CITY OF ROOSEVELT PARK CITY COUNCIL MEETING MINUTES September 6, 2016
This meeting was called to order by Mayor Allan Lowe at 6:15 p.m.
PRESENT: Mayor Allan Lowe, Mayor Pro Tem Andy O’Riley Council Members: Jeff Franklin, Melissa Klos (arrived at 6:40), and Kevin Wisniewski
ABSENT: T.C. Hasper and Amber Weerstra
STAFF: City Manager Bryon Mazade, City Attorney John Schrier, Police Chief David Boone, City Treasurer Sarah Petersen, and DPW Supervisor David Geyer
WORK SESSION
City Council members briefly discussed the results of Roosevelt Park Day 2016, as well as ideas for next year’s Roosevelt Park Day. Those included the idea of moving the date to try to avoid other events, and also the need for additional help or volunteers. It was agreed to devote a future work session to discussing planning for next year’s Roosevelt Park Day.
City Manager Bryon Mazade then presented the proposed budget for Fiscal Year 2017, which included budgeted revenues and expenditures for all City funds.
Mayor Lowe called the regular meeting to order at 7:15 p.m.
2016-148 ROLL CALL City Treasurer Sarah Petersen called roll call.
2016-149 INVOCATION Mayor Lowe provided the invocation.
2016-150 PUBLIC HEARING: FISCAL YEAR BUDGET AND TRUTH AND TAXATION Mayor Lowe opened the Public Hearing at 7:16 pm. No public comments were offered. Council Member Franklin moved to close the Public Hearing at 7:17 pm. This motion was supported by Council Member Klos and carried. 2016-152 CONSENT AGENDA Mayor Pro Tem O’Riley moved to approve the Consent Agenda. This motion was supported by Council Member Franklin and carried. Roll Call: 5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
2016-153 NEW BUSINESS 8A. Halloween 2016 Council Member Klos moved to hold Halloween “Trick or Treat” activities on Monday, October 31st, 2016, from 5:30 pm -7:00 pm. This motion was supported by Council Member Franklin and carried. Roll Call: 5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
8B. Contract Modification #3 for Roosevelt Road Construction Contract #1 Mayor Pro Tem O’Riley moved to approve the contract modification for replacement of cast iron water main at the intersection of Lambert and Coolidge in the amount of $19,225.00. This motion was supported by Council Member Wisniewski and carried. Roll Call:5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
8C. Resolution to Set Millage Rate at 16.6 mils for Tax Year 2016 Council Member Franklin moved to approve the resolution to set millage rate at 16.6 mils for tax year 2016. This motion was supported by Council Member Klos and carried. Roll Call: 5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
8D. Resolution to Appropriate Revenues and Expenditures for Fiscal Year 2017 as Budgeted for all Funds Council Member Franklin moved to approve the resolution to appropriate revenues and expenditures for Fiscal Year 2017 as budgeted for all funds. This motion was supported by Council Member Klos and carried. Roll Call: 5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
8E. Adopt 2016 Budget Reforecast as Presented in 2017 Budget as 2016 Amended Budget Council Member Franklin moved to adopt the 2016 budget reforecast as presented in the 2017 budget as the 2016 amended budget. This motion was supported by Council Member Klos and carried. Roll Call: 5 Ayes, 0 Nays, 2 Absent (Hasper, Weerstra)
