Community Development Corporation of Butler County, (CDC) EXECUTIVE DIRECTOR Job Description

SUMMARY:

The Executive Director is the chief executive manager of the CDC responsible for day to day operations. CDC is a non-profit corporation comprised of Members and managed by a Board of Directors. The CDC’s mission is to proactively creating an environment for private industry to create and retain jobs in Butler County. The Executive Director will identify new and existing businesses needs and provide clients services such as financing, site searches and project technical assistance through the CDC; while working closely with the Chief of Economic Development and Planning for Butler County and the newly formed Butler County Collaborative to direct clients to other service providers when appropriate.

The Executive Director advises and informs the CDC Board, interfaces between the Board and staff, and attends all meetings of the Members of the Corporation, Board of Directors, Executive Committee and various other CDC Committees. Executive Director is responsible for growing CDC membership, working with CDC staff, board and committee members to keep members engaged and supportive of CDC’s mission to promote economic growth and improve the general welfare in Butler County.

CDC receives financial support from County Commissioners as the designated Industrial Development Organization for Butler County. CDC is also a member of the Southwest Partnership for Regional Economic Performance, (PREP), which includes organizations working in collaboration with county economic development organizations in southwest PA. CDC Executive Director will prepare budgets; submit request for grants and other support as available from both Southwest PREP and Butler County. Executive Director is the primary CDC representative for a newly formed Butler County Growth Collaborative. The Collaborative will develop and implement a strategic plan for economic development.

CDC is certified by the state to offer Pennsylvania Industrial Development Authority, (PIDA), loans, which requires individual and organization certifications on an annual basis. Executive Director will need to be approved by the Commonwealth of PA under the certification requirements detailed in the essential duties and responsibilities below; and complete annual continuing education requirements necessary to maintain CDC’s certification status as a PIDA loan provider.

CDC owns business parks and rental properties, along with maintaining an inventory of known commercial land and buildings available in Butler County. Executive Director works with Assistant Director and Manager of Operations to manage physical assets of the CDC and works with Manager of Communications to communicate and promote Butler County as the place to expand your business.

ESSENTIAL DUTIES AND RESPONSIBILITIES includes the following, other duties may be assigned:

ASSIST BUSINESSES, EXISTING AND INCOMING, EXPAND OR RELOCATE IN BUTLER COUNTY:

Targets and Recruits Businesses to grow and move to Butler County Assists clients with site location needs, assures CDC maintains listing information on land and buildings available in the County

Works closely with Chief of Economic Development and Planning for Butler County to direct prospects and existing businesses to other additional service providers available through the Butler County Collaborative when appropriate

Primary contact with Pennsylvania Industrial Development Authority, (PIDA) Maintains CDC’s certification to offer financing through PIDA loan programs Prepares, packages, analyzes and presents loan applications, including credit analysis Managing and directing the closing of a loan Servicing and monitoring a loan after approval and closing

Assists clients with site location needs, assures CDC maintains listing information on land and buildings available in the County

Administers PA Redevelopment Assistance Capital Program, (RACP), Grants Works with designated staff and directly assists clients in meeting Grant Administration requirements – gains familiarity with RACP program

MANAGES REAL ESTATE OWNED:

Working in conjunction with Assistant Director & Manager of Operations, manages real estate owned, rental & sites held for development: Renews and establishes leases for property Negotiates sale of property Meets KOZ filing requirements

MEMBERSHIP GROWTH: Grows membership and enlists members to serve as Board and Officers of the organization Establishes and attends all committee meetings to provide resources and input to the Board

MANAGES MILLION DOLLAR ANNUAL BUDGET: Projects Revenue, Expenses, submits budget requests, monitors and analyzes financial status

SUPERVISES STAFF: CDC current staff currently includes Executive Director and three additional professionals

QUALIFICATION REQUIREMENTS: To perform this job successfully, and individual must be able to perform each essential duty. The requirements listed below are representative of the knowledge, skill, and ability required.

EDUCATION AND EXPERIENCE:

To be initially acceptable to obtain certification from the state, the individual will need to meet at least two of the three criteria below, plus meet annual continuing education credit requirements:

(1) Bachelors or master’s degree in business, accounting, finance, or related discipline from an accredited college or university (2) No less than five years related on-the-job experience involving economic development, commercial lending, or similar business activities (3) Completion of economic development training courses related to finance offered by a reputable training organization or learning institution and approved by Department of Community and Economic Development

OTHER SKILLS AND ABILITIES:

Ability to establish and maintain effective working relationships with associates, government officials, community representatives and the public

Knowledge of grant program administration

Knowledge of commercial real estate sales and management Established leadership skills and techniques including, but not limited to, strategic thinking, interpersonal relations, communication, consensus building, human resource management, technology deployment, project management, and budgeting Knowledge of the principles and practices of grant program administration Ability to read and comprehend simple instructions, short correspondence, and memos

Ability to write simple correspondence

Ability to effectively present information in one-on-one and small group situations to customers, clients, and other employees of the organization
