CITY OF ANTIGO CITY PLAN COMMISSION MINUTES OF MEETING HELD JULY 5, 2011

Members Present: Larry Steckbauer, Charley Brinkmeier, Jerry Rice, Dominic Warner, Mayor Brandt and Alderperson Balcerzak Members Absent: Robert Cornelius Others Present: Jerry Wilhelm, Inspector/Assessor; Alderperson Bauknecht; Alderperson Joe Kapusta; Joseph McKenna; Michael Bolen, Bolen Realty; Ron Schroepfer, Season to Season Properties; and Jaime Brown, Administrative Clerical. This meeting of the City Plan Commission was called to order on the above date at 6:00 p.m. in the Council Chambers, City Hall. Mayor Bill Brandt served as Chairperson and Jaime Brown, Administrative Clerical, recorded the minutes thereof.

1. Approval of June 7, 2011 Minutes Warner moved, Steckbauer seconded, to approve the minutes of the June 7, 2011 meeting as previously distributed. Carried 6-0, Absent 1. APPROVED 2. Approval of Variance for Well and Septic for 425 Highway F Joseph McKenna spoke representing his brother Dr. John McKenna. He advised that Dr. McKenna would like to list this vacant parcel located at 425 Highway F with Bolen Realty. This 2.24 acre parcel currently has Christmas trees on the lot. It would be cost prohibited to run water and sewer from Highway F to Division Street, where the next water and sewer main is located.

Dr. McKenna received a quote from Jerome Filbrandt Plumbing and Heating, Inc. The quote was to furnish and install 900 feet of two inch PVC pressurized sewer lateral, 900 feet of 1 ΒΌ inch PE water lateral, one sewage ejector lift station, excavation and backfill, landscaping, street repairs and miscellaneous supplies in the amount of $29,450.00.

Upon inquiry by Alderperson Balcerzak, Mr. McKenna advised that this parcel is the last lot within the City limits. The Deon parcel to the east does not have City water and sewer, they have a well and septic.

Charley Brinkmeier, Civil Technologist/Surveyor, indicated that easements would have to be done and it would be difficult to run water and sewer to this location. He further advised that this is a policy that the City has, and that is why this commission meets.

Upon inquiry by Mayor Brandt, Michael Bolen, Bolen Realty, advised that a well and septic system would cost approximately $12,000 compared to the approximate $30,000 to hook into City water and sewer.

Rice moved, Balcerzak seconded, to approve an exception for well and septic to be located at 425 Highway F. Carried 6-0, Absent 1.

Mr. Brinkmeier explained the proposed Certified Survey Map for 209 Freiberger Avenue advising that the owner of Lot 1 also bought Lot 2 and would like to re-configure the lots. The small Lot 2 becomes part of Lot 1. The address remains the same and he noted there are no sewer problems with re-configuring the lot.

Warner moved, Balcerzak seconded, to approve the Certified Survey Map for 209 Freiberger Avenue as presented. Carried 6-0, Absent 1.

4. Approval to Release Option to Purchase for Green Bay Diocese Cemetery Corporation

The Quit Claim Deed that was signed September 21, 2000 between the City of Antigo and the Green Bay Diocese Cemetery Corporation contains an Option to Purchase.

Dominic Warner advised that the Diocese is turning the property over to the church.

Mayor Brandt indicated that the City has no interest in the property.

Upon inquiry by Jerry Rice, Mayor Brandt indicated the option to purchase is similar a right of first refusal wherein when the Diocese wishes to sell the property, the City of Antigo has the option to purchase it first before anyone else.

Mr. Warner advised that he recently performed the appraisal on the property and wishes to abstain from voting.

Rice moved, Balcerzak seconded, to approve Dominic Warner from abstaining from voting. Carried 5-0, Absent 1, Abstain 1.

Balcerzak moved, Brinkmeier seconded, to approve the release of the Option to Purchase the East Forty-four (44) feet of Lots Three (3), Four (4), and Five (5) in Block Sixty (60) of the Village (Now City) of Antigo (City of Antigo, Langlade County, Wisconsin). Carried 5-0, Absent 1, Abstain 1.
