NOTICE IS HEREBY GIVEN that the Council in exercise of its powers under Section 16A of The Road Traffic Regulation Act, 1984, and all other enabling powers on the 18th July 2014 intends to make the following Order which is required to enable the above-mentioned special event to take place.

Part 1:

1. To suspend: - (A) The Parking Places And Controlled Parking Zone (Liverpool) Order, 2009, in so far as it relates to the: - (a) Short-Stay Pay & Display Parking Places on - (i) Sir Thomas Street - northeast side, from a point 13.7m southeast of its junction with Dale Street, in a southeasterly direction for a distance of 80m; & southwest side, from a point 13.7m south east of its junction with Dale Street, in a south easterly direction for a distance of 79m; (ii) Hawke Street - southwest side from a point 9.5m south east of its junction with Copperas Hill, in a south easterly direction for a distance of 46m; southwest side, from a point 64.3m south east of its junction with Copperas Hill, in a south easterly direction for a distance of 7m; southwest side, from a point 13.7m north west of its junction with Brownlow Hill, in a north westerly direction for a distance of 38.6m; & northeast side, from a point 2.5m south east of its junction with Royal Mail Street, in a south easterly direction for a distance of 28m; (iii) Berry Street - east side, from a point 25.5m south of its junction with Roscoe Lane in a southerly direction for a distance of 24.5m; Skelhorne Street, from a point 36m west of its junction with Copperas Hill in a westerly direction for a distance of 44m; & Lord Nelson Street, north side, from a point 48.7m west of its junction with St Vincent Street in a westerly direction for a distance of 46.3m; (b) No Waiting Restrictions (8am-6pm, Mon-Sun) on Pall Mall northeast side, from a point 37.5m north-west of its junction with Tithebarn Street, in a north-westerly direction to a point 4m south-east of its junction with Cockspur Street West; (c) Long-Stay Pay & Display Parking Places (Max 4 Hours) on Pall Mall - southwest side, from a point 31m north-west of its junction with Tithebarn Street, in a north-westerly direction for a distance of 35m; (d) Disabled Persons’ Parking Places on Dale Street - southeast side from a point 7m northeast of its junction with Sir Thomas Street, in a north easterly direction for a distance of 26.5m; & (B) The City Council of Liverpool (Castle Street) (One-Way Traffic) Order, 2010, in so far as it relates to the one-way on Castle Street. 2. To prohibit any vehicle, other than a public service vehicle waiting during a layover period, from stopping in a designated bus stand areas on:- (i) Crosshall Street - northeast side, from its junction with Victoria Street to its junction with Dale Street; (ii) Dale Street - southwest side, from its junction with Crosshall Street to its junction with Sir Thomas Street; (iii) Sir Thomas Street - both sides, from its junction with Dale Street to its junction with Victoria Street; (iv) Hawke Street - both sides, from its junction with Copperas Hill to its junction with Brownlow Hill; (v) Pall Mall - north-east side, from a point 37.5m north-west of its junction with Tithebarn Street, in a north-westerly direction to a point 4m south-east of its junction with Cockspur Street West; (vi) Pall Mall - southwest side, from a point 31m north-west of its junction with Tithebarn Street, in a north-westerly direction for a distance of 35m; (vii) Ainsworth Street - both sides, from its junction with Royal Mail Street to its junction with Mount Pleasant, (viii) Royal Mail Street - both sides, for its entire length; & (ix) Fraser Street - both sides, for its entire length. The maximum period for which a public service vehicle may layover in these areas is 15 minutes. 3. To prohibit any vehicle, other than a Hackney Carriage, from waiting in the suspended pay & display parking places which have been temporarily converted into Hackney Carriage Stands on: - (i) Skelhorne Street, from a point 36m west of its junction with Copperas Hill in a westerly direction for a distance of 44m; & (ii) Lord Nelson Street, north side, from a point 48.7m west of its junction with St Vincent Street in a westerly direction for a distance of 46.3m. 4. This Part of the Order will be operative from 6am on the 25th July 2014 until 11.59pm on the 27th July 2014.

Part 2:

5. To suspend The City Council of Liverpool (North - Part 1 Stationary Vehicle Offences) (Consolidation) Order, 2006, in so far as it relates to the coach parking places on:- (i) Bath Street - northeast side, from a point 13.7m northwest of its junction with Gibraltar Row, in a north-westerly direction for a distance of 90m; (ii) Regent Road - west side, (a) from a point 73.6m north of its junction with Regent Street, in a northerly direction for a distance of 15m; (b) from a point 11.6m north of its junction with Cotton Street, in a northerly direction for a distance of 45m; (c) from a point 88.65m north of its junction with Walter Street, in a northerly direction for a distance of 30m; & (d) from a point 30.5m north of its junction with Walter Street, in a northerly direction for a distance of 15m; (iii) Regent Road - northwest side, from a point 11.5m south west of its junction with Blackstone Street, in a north easterly direction for a distance of 60 metres, 6. This Part of the Order will be operative from 6am on the 26th July 2014 until 11.59pm on the 27th July 2014.

Part 3:

7. 11. To prohibit any vehicle, other than an emergency services vehicle, from proceeding in:- Bath Street, Brook Street, Brunswick Street, Canada Boulevard, Canning Place, Castle Hill, Chaloner Street, Chapel Street, Covent Garden, Drury Lane, Exchange Street West, Fenwick Street, Georges Dock Gates, Georges Dockway, Georges Pier Head, Goree, James Street, King Edward Street, Liver Street, Lower Castle Street, Mann Island, Moor Street, New Quay, Paisley Street, Princes Parade, Red Cross Street, Regent Road, Roberts Street, Rumford Street, St Nicholas Place, Salthouse Quay, Strand Street, The Strand, Wapping, Water Street, Waterloo Road & William Jessop Way. 12. This Part of the Order will be operative on the 27th July 2014, at times, and for periods of time, as deemed necessary for the safe delivery of the event.

There will be signed diversion routes indicated where applicable for traffic during this event.

The restrictions set out in this Order shall not apply: - (a) To anything done with the permission or at the direction of a Police Constable in uniform; & (b) To any vehicle being used for police, fire brigade or ambulance purposes or for the purposes of a statutory undertaker in any emergency (such as the loss of supplies of gas, electricity or water to premises in the area) which requires vehicles to be brought onto any section of highway to which the Order applies. The Order will not have the effect of preventing at any time reasonable access for pedestrians to premises situated on or adjacent to any road to which the Order relates or to any premises only accessible to pedestrians from such a road.
