OBITUARY
Dr. Ansgar Koschel died on 5 March 2007
We are deeply saddened by the recent news of the unexpected decease of Dr. Ansgar Koschel, the former Secretary General of Pax Christi Germany, who passed away on 5 March 2007. Born on 18 October 1943, he had been retired since only the end of November 2006. From 1982 to 1989, he served Pax Christi Germany as Secretary General. In later years, Ansgar and his wife Margaret were active as Pax Christi members in a number of General Assemblies, Seminars and Commissions. Ansgar devoted his entire life to inter-religious dialogue, freedom of conscience and reconciliation.
Ansgar Koschel also participated in various meetings of Pax Christi International with the Russian Orthodox Church. In 1984, he organised the Pilgrimage of Pax Christi Germany to Auschwitz, 20 years after the German section had organised its first Pilgrimage. Dialogue with the Polish and Jewish peoples was always a priority for Ansgar.
Ansgar, sometimes accompanied by Margaret, participated in many of the international gatherings of Pax Christi International. He was a respected colleague of the other national secretaries, and a cherished friend of the International Secretariat.
The International Secretariat of Pax Christi would like to offer its sincere condolences and Christian prayers to Margaret, his children and family. We pray that God will bless him with eternal life.
The funeral took place on 9 March 2007. Read more in the In Memoriam in German, in 07- 0190.

Fairness of Haitian Elections is Called into Question
La Commission Episcopale Nationale Justice et Paix, a Member Organisation of Pax Christi International in Haiti, observed the country’s elections proceedings from February until December 2006. In several cases the proceedings were not carried out in good order and some confusion and irregularities may have occurred. For these reasons the Commission has urged the authorities to do every possible in order to ensure a fair, legal functioning of the elections in the future. The Commission has also noted that in more than in more than 70 localities, new elections should rightly take place because of irregularities the first time. On 5 March 2007, a press release was issued in Creole and French, available in 07-0187.

On 6 February 2007, farmer leader Israel Carias Ortiz and his children Robin Aroldo and Luswin Alexis Ramirez were killed on the road from Zacapa to Achiotes. Israel Carias was the local leader of two farmers’ organisations. Many believe that he was killed because he championed the cause of more equitable land distribution in the region for farmers. Amnesty International has confirmed the facts of the case. At the request of the Global Campaign for Agrarian Reform (FIAN), the International Secretariat sent a letter of concern to Dr. Eduardo Stein, Vice President of Guatemala, dated 14 March 2007. Jesuit Refugee Service Says Displaced Women Need Protection and Assistance
The Jesuit Refugee Service Asia-Pacific (JRS), which works out of Thailand, reports that the majority of its female refugees come from neighbouring Myanmar and Laos, but that some come from as far away as Sudan, seeing shelter in Bangkok. Some are alone, but many come with children seeking a better life and future. Many fall into the traps of prostitution and crime, and those who have the courage to report to the authorities are sent to centres for illegal immigrants where living conditions are just as terrible. On the occasion of International Women’s Day on March 8, JRS called attention to the tragedy of women refugees, especially those from countries where there is no respect for individual rights and dignity.
A number of NGOs, including JRS, are in Thailand to provide women refugees with material, psychological and legal assistance, and to help them integrate into society. Too often women are denied asylum, fundamental rights and equal opportunities. JRS notes that half the world’s population is female, and yet women and children constitute 80% of the refugees all over the world. In March 2001 JRS published a book entitled: War has changed our life, not our spirit, with stories of women victims of war and hardship. The aim of this book was to draw attention to the urgent need to guarantee displaced women protection and assistance. JRS operates in 50 countries, with over 1,000 volunteers helping some 450,000 refugees, half of whom are women. JRS Asia-Pacific is a Member Organisation of Pax Christi International. Pax Christi USA Hosts Japanese Delegation
Bishop Michael Goro Matsuura was one of the special guests at last year's conference of Pax Christi USA in Pittsburgh. As a follow-up to Bishop Goro's visit and request that our international Pax Christi network help to retain Article 9 of the Japanese constitution, the aptly named "peace clause," Pax Christi USA hosted the Archbishop of Nagasaki, the Most Reverend Mitsuaki Takami, and Sr. Filo Hirota of the Japanese Catholic Council for Justice and Peace, Member Organisation of Pax Christi International in Washington, D.C. The Japanese delegates met with political and religious leaders in the U.S. from 9 to 14 March 2007.
The Preamble to the Japanese Constitution states: "We, the Japanese people…believe that no nation is responsible to itself alone, but that laws of political morality are universal; and that obedience to such laws is incumbent upon all nations who would sustain their own sovereignty and justify their sovereign relationship with other nations…"
Article 9 then reads: "Aspiring sincerely to an international peace based on justice and order, the Japanese people renounce war as a sovereign right of the nation and the threat or use of force as means of settling international disputes. . . [L] and, sea and air forces, as well as
5 other war potential, will never be maintained. The right of belligerency of the state will not be recognized."
After six decades, these statements in the Japanese Constitution are now being threatened as Japan takes steps toward remilitarization, with U.S. encouragement. Further background information and sample letters of protest in English, French and Spanish are available on our website at: www.paxchristi.net

End Blocking of Diplomacy with Iran
The requirement of the U.S. and Europe that Iran freeze its nuclear enrichment as a prerequisite for negotiation was severely criticised by Hans Blix and Richard Haass, President of the U.S. Council on Foreign Relations. According to Hans Blix, Europe and the UN Security Council are “humiliating” Iran in setting out such preconditions. “This is in a way like telling a child, first you will behave and thereafter you will be given your rewards,” Blix said. Many experts think that imposing preconditions on Iran is actually blocking diplomatic progress that could potentially resolve the Iranian nuclear crisis. On 1 March, Blix spoke on this topic at a seminar held at the Belgian Parliament. (See “Towards a Nuclear Weapon-Free Zone in the Middle East: Debate in Belgium” in the Newsletter.)

PEACE BUILDING
Conference on the Future of Catholic Peacebuilding
A major conference for scholars and practitioners to reflect on the theological, ethical and practical dimensions of the Church’s peacebuilding work is taking place from 13 to 15 April 2007 at the University of Notre Dame, USA. The conference is connected to a major research project which will produce a major book on the theology, ethics, and praxis of Catholic peacebuilding. It also provides an opportunity to reflect on lessons learned from Catholic peacebuilding efforts around the world and future directions for this often unexamined and unheralded dimension of the Church’s ministry.
The conference is sponsored by the Catholic Peacebuilding Network.
