5 Under 13 Intersport - Sportz Biz Junior Country Week (AJ Martin Shield) Playing Conditions

Hours1 10am – 12.30pm 1st Session 12.30pm – 1.00pm Lunch 1.00pm – 3.30pm Drinks/coaching break (4 mins) – Overs 10, 20 & 30 2nd Session Overs2 40 Pitch Synthetic Boundary 50m maximum Maximum 13 per match (11 bat/11 bowl & 11 field at any one time. It is recommended that the home team supply lunch for both home and away teams. 2 Compulsory closure No official 2nd innings Where the team batting 2nd passes the score of the team batting 1st play shall continue until one of the following occurs:  The team batting 2nd is dismissed  The team batting 2nd receives it’s full allocation of overs No official 2nd innings Interruptions to Play  Half the scheduled overs (per innings) constitutes a match  Normal conditions shall apply if time lost is less than 30 minutes  Overs shall be reduced by 1 (per innings) for each full block of 8 minutes lost over the 30 minutes outlined above 3 ‘Maximum overs per spell’ and ‘minimum 30 min break between spells’ do not apply to spin bowlers ‘Minimum 30 min break between spells’ applies to pace bowlers in the following situations:  After ‘maximum overs per spell’ have been bowled consecutively  After ‘maximum overs per spell’ have been bowled in 2 or more increments without 30 minutes break between these increments 4. U13 Coaches/Managers may stand next to the square leg umpire to assist the fielding team/ captain for the first three games of Junior Country Week. They may assist with field placing and bowling changes. The time taken to assist must not impede the playing of the game. They are encouraged to use this to guide the captain not captain themselves. If any coach is

6 deemed to be hindering the flow of the game or affecting the concentration of the fielders or batters they will be asked to leave the field of play by the umpires. 5 Cricket Victoria’s Free Balls program to assist Associations supplying one new ball per innings 6 Calculation of Score – Interrupted Matches Where the innings of the team batting 2nd is reduced (not less than half the scheduled overs), the score of the team batting 1st shall be determined by the following:  Total as at the end of the equivalent number of overs completed by the team batting 2nd

Finals Rankings When determining rankings following the preliminary rounds the following measures shall be used:  Points  When Points are equal - Team Average (see below) o Total runs scored divided by total wickets lost = Batting Average o Total runs conceded divided by total wickets taken = Bowling Average o Batting Average divided by Bowling Average = Team Average

Grenville CA & Maryborough DCA 1) Grenville CA & Maryborough DCA are allowed up to 3 overage players at each age level, these players must apply to RCM/JCW Coordinator for approval. Overage players will be not eligible for votes, with the names of overage players to be circulated to the coaches of the opposition teams before the matches. Overage players retirement and over allocations: U13 – 30 & 4 overs; U15 – 50 & 5 overs; & U17 – 60 & 6 overs 2) If additional players are required for Grenville or Maryborough teams, other associations who have substantial numbers of players can also be utilised as top up players within Grenville or MDCA squads. 3) Once a player has played with Grenville or MDCA, this player will continue to be aligned with Grenville or MDCA in future years within JCW/KS competitions, even if they change clubs / Associations. *Grenville CA and MDCA are provided these allowances due to the small number of teams in their junior competitions.

Registration of Players A complete list of players and coaches/managers to be submitted to the Competition Coordinator no later than 7 days prior to the start of the competition (refer Player Registration Form). NOTE that both home & away teams must register players on to MyCricket prior to each match.

MyCricket Scorecard It is the responsibility of the Home team (including finals, first named team) to complete the full scorecard (i.e. both teams) on MyCricket at the completion of the day’s play by 7pm. Both Home & Away teams must register each player on MyCricket prior to the start of each match.

Player of the Series 1 Coach from each team to award votes (3,2,1) to the best 3 players for the match. Voting slips are to be emailed by 7pm of the night of the match to the Competition Coordinator.

Talent Identification & Player Rankings Central Highlands Talent Identification Form & Player rankings to be completed by each coach & emailed to the Competition Coordinator by 7pm of the night of the last match of the competition. NOTE -A meeting is scheduled for all Coaches on Friday of finals at 8am – breakfast supplied.

Email / Office Registration, Talent Identification, Player rankings forms & Player of the Series voting forms, can all be emailed through to the Competition Coordinator on [email protected] & [email protected] or dropped into the CV office at the Eastern Oval, Ballarat.

Lunch It is recommended that the home team supply lunch for both home and away teams during the lunch break. Coaches should ring opposition coaches to confirm that lunch will be provided by the home team. Please note that each Association must bring their own lunch to finals on Friday.

MyCricket Scorecard It is the responsibility of the Home team (including finals, first named team) to complete the full scorecard (i.e. both teams) on MyCricket at the completion of the day’s play by 7pm. Both Home & Away teams must register each player on MyCricket prior to the start of each match.

Player of the Series 1 Coach from each team to award votes (3,2,1) to the best 3 players for the match. Voting slips are to be emailed by 7pm of the night of the match to the Competition Coordinator.

Victorian Country Cricket League (VCCL) - Member Protection Policy

All associations affiliated with the Central Highlands Region and VCCL are subject to the VCCL Member Protection Policy. Part II – Preventative Action (pp. 4 – 8) of this policy outlines the screening requirements (including Police Check) for all personnel directly involved with the coaching/management of underage teams. Junior Player Code of Behaviour

1 Play by the rules and within the Spirit of Cricket. 2 Never argue with an umpire. If you disagree, have your captain, coach or manager approach the umpire during a break or after the game. 3 Control your temper. Verbal abuse of officials and sledging other players, deliberately distracting or provoking an opponent are not acceptable or permitted behaviours in Cricket. 4 Work equally hard for yourself and your team mates. Your team’s performance will benefit and so will you. 5 Be a good sport. Applaud all good plays whether they are made by your team or the opposition. 6 Treat all participants in Cricket as you like to be treated. Do not bully or take unfair advantage of another competitor. 17 7 Cooperate with your coach, team mates and opponents. Without them there would be no competition. 8 Participate for your own enjoyment and benefit, not just to please parents and coaches. 9 Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 10 Participate because you enjoy it, not just to please parents and coaches. 11 Participate fairly and safely. 12 Do not engage in practises that affect sporting performance (alcohol, tobacco and drug use.) 13 Respect and acknowledge the contribution of those who create the opportunity for you to play. 14 Respect your coach and train and play to the best of your ability and develop your participation in accordance with the Spirit of Cricket.

Coach Code of Behaviour

1 Operate within the rules and Spirit of Cricket and teach your players to do the same. 2 Remember that young people participate for pleasure and winning is only part of the fun. 3 Never ridicule or yell at a young player for making a mistake or not coming first. 4 Be reasonable in your demands on players’ time, energy and enthusiasm. 5 Avoid overplaying the talented players; all young players need and deserve equal time, attention and opportunities. 6 Ensure that equipment and facilities meet safety standards and are appropriate to the age and ability of all players. 7 Display control and respect to all those involved in Cricket. This includes opponents, coaches, umpires, administrators, parents and spectators. Encourage your players to do the same. 8 Show concern and caution toward sick and injured players. Follow the advice of a physician when determining whether an injured player is ready to recommence training or competition. 9 Obtain appropriate qualifications and keep up to date with the latest Cricket coaching practices and principles of growth and development of young people. Be honest and ensure that qualifications are not misrepresented. 10 Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 11 Promote a climate of mutual support among your players. Encourage players to respect one another and to expect respect for their worth as individuals regardless of their level of play. 12 Encourage and facilitate players’ independence and responsibility for their own behaviour, performance, decisions and actions. 13 Determine, in consultation with the players, what information is confidential and respect that confidentiality. 14 Provide feedback to players in a caring sensitive manner to their needs. Avoid overly negative feedback. 15 Refrain from any form of personal abuse towards your players. This includes verbal, physical and emotional abuse. Be alert to any forms of abuse directed toward your players from other sources while they are in your care. (Abide by Community Cricket Member Protection By-law). 16 Refrain from any form of harassment towards your players. Treat all players fairly within the context of their sporting activities, regardless of gender, race, place of origin, athletic potential, colour, sexual orientation, religion, political beliefs, socio-economic status, and other condition. (Abide by Community Cricket Member Protection By-law). 17 Be acutely aware of the power that you as a coach develop with your players in the coaching relationship and avoid any sexual intimacy with players that could develop as a result. 18 Avoid situations with your players that could be construed as compromising. Any physical contact with a young person should be appropriate to the situation and necessary for the player’s skill development. 19 At all times use appropriate training methods which will benefit the players and avoid those which could be harmful. Ensure that the tasks, trainings, equipment and facilities are safe and suitable for age, experience, ability and physical and psychological conditions of the players. 20 Ensure the players time spent with you is a positive experience. All players are deserving of equal attention and opportunities. Provide training and game opportunities that ensure

18 everyone has a reasonable chance to succeed and to improve/acquire skills and develop confidence. 21 Actively discourage the use of performance enhancing drugs, the use of alcohol and tobacco and illegal substance. (Abide by the Cricket Victoria Anti-Doping Policy). 22 Recognise individual differences in players and always think of the player’s long-term best interests. 23 Set challenges for each player which are both achievable and motivating. 24 Respect the fact that your goal as a coach for the player may not always be the same as that of the player. Aim for excellence based upon realistic goals and due consideration for the participant’s growth and development. 25 At all times act as a role model that promotes the positive aspects of sport and of Cricket by maintaining the highest standards of personal conduct and projecting a favourable image of Cricket and of coaching at all times. 26 Recognise your player’s rights to consult with other coaches and advisers. Cooperate fully with other specialists (eg. sports scientists, doctors, physiotherapists etc). 27 Do not exploit any coaching relationship or information gained through the VCCL’s Programs, to further personal, political, or business interests. 28 Encourage players and coaches to develop and maintain integrity in their relationship with others.

Umpire Code of Behaviour

1 Compliment and encourage all participants. 2 Be consistent, objective and courteous when making decisions. 3 Condemn unsporting behaviour and promote respect for all opponents. 4 Emphasise the spirit of the game rather than the errors. 5 Be a good sport yourself- actions speak louder than words. 6 Keep up to date with the latest available resources for umpiring and the principles of growth and development of young people. 7 Remember, you set an example. Your behaviour and comments should be positive and supportive. 8 Place the safety and welfare of participants above all else. 9 Treat all players with respect at all times. 10 Accept responsibility for all actions taken. Exercise reasonable care to prevent injury by ensuring players play within the rules. Reasonable care consists of advising the players of illegal body movements, showing due diligence in detecting infringements and penalising rule breakers. 11 Umpires must be impartial and maintain integrity in their relationship with other umpires, players and coaches. 12 Avoid situations which may lead to a conflict of interest. 13 Value the individual in sport. Ensure the players have the opportunity for discussion with you after the match. 14 Encourage inclusively and access to all areas of officiating. Aim for excellence based upon realistic goals and due consideration for growth and development. 15 Be a positive role model in behaviour and personal appearance by maintaining the highest standards of personal conduct and projecting a favourable image of Cricket and umpiring at all times. 16 Refrain from any form of personal abuse towards players. (Abide by Community Cricket Member Protection By-law). 17 Refrain from any form of harassment towards players. (Abide by Community Cricket Member Protection By-law). 18 Show concern and caution towards ill and injured players. You should enforce the blood rule and apply procedures regarding ill or injured players according to the rule book. Common sense must be applied in all cases. 19 In accordance with Cricket Australia and Cricket Victoria guidelines, modify rules and regulations to match the skill levels and needs of young people. 20 Encourage and promote rule changes which will make participation more enjoyable. 21 Give all young people a ‘fair go’ regardless of their gender, ability, cultural background or religion. 22 Institute disciplinary procedures when necessary without fear or favour in accordance with the rules of the competition and the Spirit of Cricket. 23 Participate in ongoing training, be aware of rule changes, be a member of an Umpires Association wherever possible and promote the Spirit of Cricket. 19 Parent/Guardian Code of Behaviour

1 Do not force an unwilling child to participate in Cricket. 2 Remember, children are involved in Cricket for their enjoyment, not yours. 3 Encourage your child to play by the rules at all times. 4 Focus on the child’s efforts and performance rather than winning or losing. 5 Never ridicule or yell at a child for making a mistake or losing a game. Positive comments are motivational. 6 Remember that children learn best by example. Appreciate good performances and skillful plays by all participants. 7 Support all efforts to remove verbal and physical abuse from sporting activities. 8 Respect officials’ decisions and teach children to do likewise. If you disagree with an umpire or coach raise the issue through the appropriate channels rather than question their judgement and honesty in public. 9 Show appreciation for volunteer coaches, officials and administrators. Without them, your child could not participate. 10 Respect the rights, dignity and worth of every young person regardless of their gender, ability, cultural background or religion. 11 Teach your child that an honest effort is as important as victory, so that the result of each game is accepted without undue disappointment. 12 Support all efforts to remove verbal and physical abuse. 13 Be a model of good sports behaviour for children to copy. 14 Be courteous in communication with administrators, coaches, players and umpires. Teach children to do likewise. 15 Support the use of age appropriate development activities and modified rules. 16 Do not undermine the efforts of coaches. 17 Encourage junior players to participate in the sport of cricket in a safe manner.

Spectator Code of Behaviour

1 Most players (in particular children) participate in Cricket activities for fun. They are not participating for entertainment of spectators only. 2 Applaud good performance and efforts by all players. When watching a game congratulate both teams upon their performance regardless of the game's outcome. 3 Respect the umpires’ and coaches decisions. If there is a disagreement, follow the appropriate procedure in order to question the decision and teach children to do likewise. 4 Never ridicule or scold a player for making a mistake during a competition. Positive comments are motivational. 5 Condemn the use of violence in any form, be it by administrators, coaches, players, umpires or parents/guardians. 6 Show respect for your team's coach, the umpire and opponents. Without them there would be no game. 7 Encourage players to play according to the rules and the official decisions, and develop your own knowledge of the rules. 8 Demonstrate appropriate social behaviour by not using foul language, and not harassing administrators, coaches, players or umpires. 9 Support the use of age appropriate development activities and modified rules.

Extreme Heat Guidelines Cricket is a summer sport and as such it is inevitable that at times, matches will be scheduled for play during extreme heat conditions. All umpires, coaches, team managers and other officials owe a duty of care to all participants. All reasonable steps should be taken to minimise foreseeable risks which may result in injury or damage.

An “Adverse Weather Committee” encompassing CHCR Board representative, The JCW / KS Competition Manager and the Regional Cricket Manager, shall be responsible for making official announcement of Region wide cancellation of play.

Extreme Heat playing Conditions - Day will be declared an Extreme Weather Day by the Adverse Weather Committee.

20 The following conditions will be enforced upon the declaration of an Extreme Weather Day. The playing conditions will be effective competition-wide regardless of any variations in weather conditions, in order to provide an even playing field for all competing Associations. This will be done to ensure all matches completed during the day are completed on an even playing field for all teams and that all sides will abide by the conditions of play for the day. The introduction of Competition wide playing conditions will alleviate any potential effects that results may have on the Team Percentage for the week which determines the team’s positions and whom will play in the Finals for each competition.

• Associations have the option of opting to start matches 30mins-1hr before the scheduled start time. This should be organised between the two Associations and be completed in consultation with the Competition Co-Ordinator.

• 5 Overs will be bowled from the same end in both Under 13 and 15 matches to save time when change over of ends occurs. • Matches will be played as a split Innings format where: • Team A = Bat for 20 overs (U13 JCW) – 25 overs (U15 JCW & U17 KS) • Team B = Bat for 20 overs (U13 JCW) – 25 overs (U15 JCW & U17 KS) At the completion of the first section of each innings, each match ball will be provided to the appointed Umpire, who is responsible for keeping the balls until the next section of innings. The same ball that was used for the first section of the innings must again be used for the second section of the innings. Although each innings will be split into two sections, the commencement of the second section of each innings play (and score) will continue exactly where it stopped after the first section of the innings. • Team A completes remainder of overs (20 overs – U13 & U15 JCW, 25 overs – U17 KS) • Team B completes remainder of overs (20 overs – U13 & U15 JCW, 25 overs – U17 KS)

NOTE: Coaches are not allowed to adapt to Split innings unless Extreme Heat day is declared by Competition Coordinator through the Adverse Weather Committee.

The match will be considered to be complete under the following: • Team A’s Score is surpassed by Team B • Team B loses 10 wickets chasing Team A’s score • The Total allotted overs are bowled by both sides with Team B unable to chase Team A’s score.

 Reduction of overs o Matches may be reduced by 5 overs per innings (determined prior to the start of play) at the discretion of both umpire/s and participating coaches.

In extreme heat conditions the following should be observed as a minimum:  Additional drinks breaks o Drinks breaks will be taken every 10 overs or 30 minutes  On-field drink bottles o Drink bottles shall be permitted on the ground (either with the square leg umpire, U13 Coach standing at square leg or in a suitable underground storage area if available). o Umpires should allow additional drink breaks without concern as to the extra time taken beyond the scheduled playing time. Any participant may call for additional drinks at any time while batting, fielding or umpiring, although every effort should be taken to minimise delays when this occurs. For example, the drinks should be run onto the ground immediately at the conclusion of an over and batsmen must be ready to take strike with a minimum delay to the fielding team.  Personal protection o All players and umpires are encouraged to wear: . Long sleeved shirts . Wide brimmed hats . SPF 30+ sunscreen (applied at regular intervals) . Sunglasses  Player rest and rotation o Coaches encouraged to regularly rotate players (utilise 12th & 13th man options) on and off the field. Particular consideration should be given to the rotation of fast bowlers. o Coaches should consider modifying official batting and bowling restrictions and should be vigilant in not placing performance pressure on players. 21 o Batsman who Retire will not be deemed to be out in matches under these Extreme Heat Conditions. o All participants should remain in areas of shade when not on the field.  Emergency contact o In the event of an emergency dial 000. Player Eligibility For the purposes of Under 13 and Under 15 Junior Country Week the following shall apply regarding player eligibility:  Players eligible to represent association in which their primary junior club/team is affiliated  Central Highlands players are available for selection  Any player selected in the final state U15 squad are not available for selection for Junior Country Week.

For the purposes of Under 17 Kirton Shield the following shall apply regarding player eligibility:  U16 at 1st September – Players eligible to represent association in which their primary junior club/team is affiliated  U17 at 1st September – Players eligible to represent association in which their primary senior club/team is affiliated  Central Highlands players available for selection  Premier Cricket & Sub-District players available for selection (as per U16/U17 points listed above)

Note: Upon application to the Central Highlands Region, and by mutual agreement between associations, a player may be permitted to represent an association outside of these conditions.

Grenville CA & Maryborough DCA 1) Grenville CA & Maryborough DCA are allowed up to 3 overage players at each age level, these players must apply to RCM/JCW Coordinator for approval. Overage players will be not eligible for votes, with the names of overage players to be circulated to the coaches of the opposition teams before the matches. Overage players retirement and over allocations: U13 – 30 & 4 overs; U15 – 50 & 5 overs; & U17 – 60 & 6 overs 2) If additional players are required for Grenville or Maryborough teams, other associations who have substantial numbers of players can also be utilised as top up players within Grenville or MDCA squads. 3) Once a player has played with Grenville or MDCA, this player will continue to be aligned with Grenville or MDCA in future years within JCW/KS competitions, even if they change clubs / Associations. *Grenville CA and MDCA are provided these allowances due to the small number of teams in their junior competitions.

Playing Shirts Coloured team shirts must be approved by Competition Coordinator & RCM prior to the start of the representative season.

Teams are encouraged to have player’s numbers on the back of their playing shirts, ranging from 1 to how many players are on their team sheet. These player numbers will assist in identifying players for scorers etc.

As illustrated above, the Cricket Victoria State Championships (CVSC) competitions (eg. U14 CVSC, U16 CVDS, U18 CVSC) underpin all underage Victorian teams and ultimately the Victorian Bushrangers.

Supporting this structure is the Central Highlands Region’s junior inter- association competitions (eg. U13 Junior Country Week, U15 Junior Country Week, U17 Kirton Shield). The alignment of these competitions to the CVSC in 2005/06 has resulted in a clear pathway for talented
