TOWN COUNCIL MINUTES MEETING MINUTES MONDAY OCTOBER 27, 2014

7:00 PM

A meeting of the Fort Kent Town Council convened at 6:59 pm. Present were Councilors John Bouchard, Anthony Gauvin, Priscilla Staples, Jacob Robichaud, and Peter Saucier. Members of the staff and public were Donald Guimond, Mark Soucy, Tony Theriault, Steve Pelletier, Ed Endee, Cindy Bouley, Matthew Gagnon, Dennis Cyr, Travis Pryer, Alan Susee, Justin Dubois, Kirk Paradis, Daniel Nicolas, Jon Edgerton, Alain Ouellette, Julie Daigle, Julia Bayly, and Don Eno.

1. MEETING MINUTES – 10-14-14:

A motion was made by Councilor Robichaud and seconded by Councilor Saucier to approve the Meeting Minutes of October 14, 2014 as submitted. Motion carried, vote was unanimous.

2. WARRANTS – 10-16-14 10-22-14 10-22-14:

A motion was made by Councilor Saucier and seconded by Councilor Staples to approve the Warrants of October 16, 22, and 22, 2014 as submitted. Motion carried, vote was unanimous.

3. PUBLIC HEARING – GENERAL ASSISTANCE ORDINANCE:

After completion of the Public Hearing on the proposed changes to the General Assistance Ordinance a motion was made by Councilor Gauvin and seconded by Councilor Staples to approve the amendments to the General Assistance Ordinance as proposed. Motion carried, vote was unanimous.

4. DRAFT DOWNTOWN REVITALIZATION PLAN - PRESENTATION:

Travis Pryer and Jon Edgerton representatives from Wright-Pierce presented a draft of the Downtown Revitalization Plan. At this time we are encouraging and accepting comments on the draft plan in anticipation of presenting a final plan prior to the end of the year. TOWN COUNCIL MEETING MINUTES OCTOBER 27, 2014 PAGE 2

5. RECREATION TRAIL/SIGNAGE GRANT - RESOLUTION:

A motion was made by Councilor Robichaud and seconded by Councilor Staples to approve the Resolution (see appendix A) as it pertains to the proposed grant application to the Bureau of Parks and Lands. Motion carried, vote was unanimous.

The application would procure funding for proposed trail work at the 10th Mountain facility and other trails within the community.

6. SAFETY WORKS - UPDATE:

The Council received an update from Steve Pelletier concerning the items identified under the Safety Works program that needed to be addressed. All areas of concern have been remediated by the various departments involved.

7. WASTEWATER ABATEMENT – ROBICHAUD $2,085.14:

A motion was made by Councilor Gauvin and seconded by Councilor Staples to approve the Wastewater Abatement request for John Robichaud in the amount of $1,028.00. Motion carried, with Councilors Bouchard, Staples, Gauvin and Saucier in favor and Councilor Robichaud abstaining.

8. NARAA – RESIGNATIONS/APPOINTMENTS:

Councilor Robichaud notified the Council of a possible resignation from the NARAA board. In addition, individuals that may be interested in serving were mentioned. No action was taken on this issue pending the official resignation of the board member.

9. FIRE DEPARTMENT – CAPITAL/EQUIPMENT REQUEST:

Chief Endee presented the Council with a proposed list of firefighter gear and equipment that would need to be acquired to ensure the continued safety of the firefighters and improve the efficiency of firefighting efforts. A motion was made by Councilor Staples and seconded by Councilor Robichaud to expend an amount not to exceed $18,000.00 from the Fire Department Capital/Equipment Reserve account for the acquisition. 10. FORT KENT AIRPORT – FOREST SERVICE REQUEST:

A motion was made by Councilor Saucier and seconded by Councilor Staples to enter into a lease agreement with the Maine Forest Service for use of the Fort Kent Airport. Motion carried, vote was unanimous.

The proposed lease would be subordinate to the existing lease with the Fish River Flying Club Inc.

11. FINANCIAL SERVICES BID- REVIEW/AWARD:

No action was taken on this item pending review of the proposals that were received.

12. PERSONNEL – PUBLIC WORKS [1 MRSA § 405 (6) (A)]:

A motion was made by Councilor Gauvin and seconded by Councilor Robichaud to enter executive session to review a Personnel issue as it pertains to Chad Pelletier as per 1 MRSA § 405 (6) (A). Motion carried, vote was unanimous. Entered executive session at 8:24 pm.

A motion was made by Councilor Saucier and seconded by Councilor Robichaud to exit executive session. Motion carried, vote was unanimous. Exited executive session at 8:45 pm.

Post executive session action. A motion was made by Councilor Saucier and seconded by Councilor Staples to approve a step increase for Chad Pelletier effective the first full pay period of 2015. Motion carried, vote was unanimous. TOWN COUNCIL MEETING MINUTES OCTOBER 27, 2014 PAGE 4

A motion was made by Councilor Gauvin and seconded by Councilor Saucier to adjourn. Motion carried, vote was unanimous. The Council meeting adjourned at 8:53 pm.
