The Government of India has received financing from the World Bank toward the cost of the APIIATP and intends to apply part of the proceeds toward eligible payments under the contract for construction of works as detailed below. 2. Bidding will be conducted through national open competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers, July 2016,Revised August 2018 ("Procurement Regulations"), and is open to all Bidders as defined in the Procurement Regulations. a Bidders from India should, however, be registered with the Government of Andhra Pradesh or other State Govemments/Government of India, or State/Central Government Undertakings. Bidders from India, who are not registered as above, on the date of bidding, can also participate provided they get themselves registered by the time of contract signing, if they become successful bidders. 4. The Superintending Engineer, Irrigation Circle, Nellore ,SPSR Nellore District now invites online Bids from eligible Bidders for the construction of works detailed below in the table. The bidders may submit bids for any or all of the works indicated therein. Interested bidders may obtain further information and inspect the bidding document at the address given below during office hours. Bidders are advised to note the clauses on elisihilirv (Section I Clause 4) and minimum qualification criteria (Section III Evaluation and Qualification criteria), to qualify for the award of the contract. In addition, please refer to paragraphs 3.14 and 3.15 of the "Procurement Regulations" setting forth the World Bank's policy on conflict of interest. 5. The bidding document is available online on www.apeprocurement.gov.in from 08-03- 2021 at 11:00 hrs to Dt:22-04-2021 at 17:00 hrs. The bidder can view/download the bid document for free of cost from the www.apeprocurement.gov.in website. Bidders will be required to register on the website. The bidders would be responsible for ensuring that any addenda available on the website is also downloaded and incorporated. 6. For submission of the bid, the bidder is required to have Digital Signature Certificate (DSC) from one of the Certifying Authorities authorized by Government of India for issuing D.S.C Aspiring bidders who have not obtain the user ID and Password for participating in e - procurement in this project, may obtain the same from the APTS, Vijayawada. Payment documents are to be submitted along with other documents listed in paragraph 11 below before the bid submission deadline- 7. Transaction fee: The Transaction Fee has to be paid electronically to M/s APTS through payment gateway service on e-procurement platform. This transaction fee is in compliance as per IT&EC Department,GO Ms No:17, Dt:31-10-2017. Service tax*Bank charges on the transaction amount payable to APTS as applicable. The proof of the same should be submitted both online as scanned copy and offline to the Superintending Engineer, Inigation CircleNellore. 8. Corpus Fund: Successful bidder has to pay an amount at 0.04o/o on ECV of work with a cap of Rs.10,000/- for all works with ECV up to Rs.50 crores and Rs.25,000f with ECV above Rs.50 crores through DD in favour of Managing Director, APTS,Vijayawada towards corpus fund at the time of concluding the agreement as per IT&EC Department, GO Ms No: 17,Dt:31.10.2017. 9. Bids must be submitted online on www.apeprocurement.gov.in on or before 15:00 hrs on 23.04.2021 and will be publicly opened online on the same day at 17:00 hrs, in the presence of the bidders designated representatives who wish to attend. Any bid or modifications to bid (including discount ) received outside e-procurement system will not be considered. If the office happens to be closed on the date of opening of the bids as specified, the bids will be opened on the next working day at the same time and venue. The electronic bidding system would not allow any late submission of bids. 10. All Bids must be accompanied by a Bid security of the amount for the work in the table below, in the form of irrevocable BG in favor of Superintending Engineer, Irrigation Circle, Nellore. Bid security will have to be in any one of the forms as specified in the bidding document and shall have to be valid for 45 days beyond the validity of the bid. Procedure for submission of bid security is described in paral 1. ll.The successful bidder shall invariably furnish the original BG towards Bid security, original Affidavit and certificates/documents of the uploaded scanned copies to the Tender inviting Authority before entering into agreement either personally or through courier or post and the receipt of the same within the stipulated date shall be the responsibility of the successful bidder. l2.A pre-bid meeting will be held on 19.03.2021 at 11:00 hrs at the office of the Superintending Engineer,Irrigation Circle, Nellore to clari$' the issues and to answer question on any matter that may be raised at that stage as stated in ITB Clause 7.4 of "Instruction to Bidders' of the bidding document. Bidders are advised to download the bidding document prior to the pre-bid meeting in order for bidders to have a good understanding of the scope of work under this contract for discussion and clarification at the pre-bid meeting. 13. Other details can be seen in the bidding document. The Employer shall not be held liable for any delays due to system failure beyond its control. Even though the system will attempt to notifu the bidders of any bid updates, the Employer shall not be liable for any information not received by the bidder.     SAHANIVASA Rehabilitation of the flood affected families in Chittoor & Nellore districts. FLOODS IN NELLORE DISTRICT Rovon cyclone crossed the coast on 14th November, 2015, but a depression occurred in Bay of Bengal on the same day. So heavy rains started in the district and Nonstop rains are there from 15th morning and continued till 20th November. The rain fall recorded up to 52 CMs in 24 hours in the district. All the roads including National Highway got damaged. National highway at Manubolu (near Guduru) has washed out and nobody can go other side even by walk. Many vehicles are stuck both sides since 16th midnight. No connections between the villages and the towns as all the roads are filled up with 5 to 6 feet deep water. There is heavy damage in Gudur and Naidupet Divisions and more than 600 villages(including habitations) are drowned in water. All the villages in Tada, Chillakuru and Muttukuru mandals of our working area are the worst affected. No electricity, no drinking water and no communications. More than 6000 people are shifted to schools and cyclone centers. Government is providing them food packets and water. The people who are in the shelters to be there for next 10 days, because it is forecasting that the monsoon is also started subsequently. There are many irrigation tanks in Tada & Chillakuru mandals and 45 of those tanks are breached and the streams are flooded in to the villages. Because of heavy rains in uplands and the water from breached tanks has joined the Kandaleru river which is going through TADA, CHILLAKUR & MUTHUKUR Mandals and flooded in to the villages.
