CLARIFICATION QUESTIONS AND ANSWERS FOR THE SUPPLY TENDER WITHIN PROJECT BG-RO 2004/016-783.01.02 “INTEGRATED MANAGEMENT OF TRANSBOUNDARY GROUNDWATER BETWEEN BULGARIA AND ROMANIA IN DOBRUDJA/DOBROGEA AREA” PUBLICATION REFERENCE: EUROPEAID/122864/D/SUP/BG

Question 1: Concerning the Item 25 /25.1, 25.2 and 25.3/ - please clarify the exact territory that the layers have to cover – the whole territory of Bulgaria or only the territory of Dobrudja region /please particularize the municipalities, including in this territory/.

Answer:The layers have to cover the territory of Dobrudja region. The included municipalities are: 1) Dobrich district: Balchik, Dobrich, General Toshevo, Kavarna, Krushari, Tervel, Shabla; 2) Slilistra district: Kainardja; 3) Varna district: Avren, Aksakovo, Beloslav, Valhci dol, Varna, Vetrino, Devnia, Provadia, Suvorovo; 4) Shoumen district: Nikola Kozlevo, Kaspichan, Novi Pazar.

Question 2: Annex II - Technical Specifications, Item 27 - heating digestion system – equipment. From the statement “Simultaneous digestion with at least two different temperatures” of the technical specification, we understand Technical Specifications ask for a system which has at least two digestion vessels each one heated by a separate heating system in such a way that each heating system can have its own selected temperature. In our opinion what above leads to supply two separate digestion equipments working in parallel. Please confirm our understanding or explain the meaning of the above mentioned statement. Answer: We mean digestion vessel for determination using test kits (COD, CN etc.). So the T.S. requires only one digestion vessel with at least two different heating temperatures.

Question 3: Item 27 heating digestion system – scope. Is the scope of this equipment is the measure of COD (Carbon Oxygen Demand)? Please confirm or explain. Answer: Yes, we confirm that the scope of this equipment is the measure of COD.

Question 4: Item 40-15 sets of pipettes. Whereas the pipettes are glass or plastic cylinders with a volume range from 0,1 millilitres up to 200 millilitres, in standard steps, and there are deviced called “fillers” able to be connected to the pipettes in order to aspirate/dispense automatically a selected volume of liquid, please define: - the detailed data of the content of each set of the 15 sets required - the meaning of the “automatic” requirement Answer: Automatic pipettes with polypropylene tips (with different volume ) Variable : 1. model 1-10 ml - Tip – 1-10 ml - 6 pieces 2. model 500- 5000 l - 3 pieces 3. model 1 – 50 ml - 6 pieces

Question 5: Item 42 – water bath. The specified range +5/+100◦C implies that the water bath has to have the capability to also cool the bath under the ambient temperature. Otherwise the range should be from ambient temperature up to +100◦C. Please clear the requirement. Answer: - with at least 6 nest with rings (variable d )

1 Water bath will be used for determination of total solids content and dissolved solids content and importance temperature is + 1000 C (for evaporation of water)

Question 6: Item 43 – thermostat. Please define the minimum volume required, in order to allow us to select the proper Thermostat. Please check and confirm the required temperature of -20◦C because such temperature does not fit with the word “incubator”. Answer: The volume has to be minimum 220 l. Use : For determination of BOD5 ( incubation for biochemical oxygen demand after n days by 20 0 C, storage of samples and CRM ) Required temperature is 20 0 C, - is only dash

Question 7: Item 45 – Submersible pump. Please define the following data: - - minimum pump flow rate; - - generator’s type: diesel or gasoline engine; - - kind of accessories requested. Answer: - - Minimum pump flow rate - 1l/s - - generator’s type: gasoline engine - - accessories required: 1. plastic pipe (hose) with connection to the pump 2. waterproof pump cable 3. non-corrosive (rust-resisting) wire 4. electricity distributing board with incorporated multifunctional protection 5. turn-cock (valve) with manometer (pressure gauge) 6. clutches (clips) for fixing the ware to the pump 7. stander for pump to put upon it during the pumping above the borehole (some kind of tripod) 8. Cable couplung

Question 8: Item 46 – Portable winch. Please define the following data: - minimum weight to be handled - cable length - the content of connection kit Answer: - minimum weight to be handled: minimum up to 20 kg. - Cable length: minimum 10 m. - Connection kit: waterproof probe connector, portable deck unit connector, holding system for the probe.

Question 9: In the item 16.3 of the “Selection and Award Criteria” specified in the Procurement Notice it is said:“ The Tenderer has to be able to ensure the warranty by providing authorized by the manufacturer(s) service points covering the particular location of delivery (Varna/Shumen, Russe, and Pleven).” Please, explain which documentation is requested in order to assure the warranty in the previous location. Is it possible to send a Commitment Letter signed by a local company which guarantees the warranty activities and the after sales services? Answer: Yes, you can send a Commitment Letter signed by a local company which guarantees the warranty activities and the after sales services in location of delivery.
