Terms of Reference for Livelihoods Project Mid-term review

Leonard Cheshire Disability and Cheshire Service Uganda seeks an external consultant to conduct a mid-term review, including developing and facilitating a real-time learning workshop for a livelihoods project in Moyo district, Northern Uganda.

Title Improving Life Chances and Household Income of People with Disabilities in Moyo District, Northern Uganda

Location Moyo District in West Nile Region / Northern Uganda Improved economic resilience and transform livelihoods Objective opportunities for people with disabilities in the eight sub- counties in Moyo District.

Expected i. People with disabilities have the skills and financial results resources to enter employment or generate income ii. People with disabilities in community groups receiving individual loans are able to set up and/or sustain their businesses iii. Increased and more regular income for people with disabilities in Moyo District iv. Reduced stigma and discrimination experienced by people with disabilities in their families and communities v. Improved technical and institutional capacity of CSU, other CSOs, public and private institutions to promote and facilitate livelihoods for people with disabilities Purpose and The Consultant will scope of the Review and report progress against project activities, project mid-term outcomes and including update of the log frame by review  Review and analysis of project data and consultation with project staff and key stakeholders  Conduct a learning workshop with key stakeholders  Identify and document the main successes and challenges of the project to date including the impact on beneficiaries  Develop in collaboration with stakeholders a clear action plan for strengthening delivery of the project  Develop 2 learning briefs i) an inclusive livelihoods policy brief for relevant government stakeholders and ii) lessons learnt to improve inclusive livelihoods projects for other external stakeholders INGO’s and NGO’s and FBO working in livelihoods  Including 4 case studies from the programme beneficiaries

The products of the workshop and review will be used by LCD and partner staff to inform ongoing project management and will be formally shared with the donor. Overarching  What is going well that we want to continue with? questions  What isn't going well that we need to change?  How can we improve practice?  What lessons do we have so far?

Sub questions will be proposed by consultant. Deliverables  An inception report  Facilitation of two days learning workshop  A report accompanied by comprehensive action plan (including timelines and responsibility / recommendations to the key stakeholders in the project). The consultant can propose the format of the report in the technical proposal.  Two learning briefs with case studies. Methodology The consultant will propose the approach and session plan especially for the workshop however it is expected that they would initially conduct a review of project documents and monitoring data in order to familiarise with current status of project and as well conduct preliminary interviews with relevant staff and beneficiaries to gather the case studiesLCD is flexible about the approach taken to facilitation of the workshop itself so long as it is structured and participatory with a strong focus on translating learning into action. Innovative approaches are welcome, as are those which are tried and tested. Time frame The workshop should take place during the week of 23rd October 2017. The final report should be ready on 8th November.  Inception report, document review, staff interviews 16th to 17th October 2017.  Preparation of learning workshop– 20th October 2017.  Learning workshop (2 days) – 25th to 26th October 2017.  Development of draft report plus learning briefs– 30th October to 1st November  Final report and learning brief– 6th to 7th November 2017

Qualificatio LCD is open to tenders from single applicants or joint n of proposals and from evaluators with disabilities. Evaluation Consultant A key goal for LCD is to minimize its overhead and operating expenses so that the maximum amount of funding can be allocated to the provision of services to the disabled. We are therefore very interested in working with those suppliers that are willing to share in this goal, through providing the charity with exceptional and innovative commercial terms, whilst also meeting our expectations in terms of quality and service. In developing this proposal we ask you to give careful consideration to LCD and how you might structure your proposal to support us in delivering the best possible services and support to the disabled individuals and communities that we serve.

Applicants are required to clearly identify and provide CVs for themselves and others proposed in the Evaluation Team, (clearly stating their roles and responsibilities for this evaluation).

The key qualifications required for the lead consultant include:  At least Masters in sustainable development Studies, livelihoods or Social Sciences. The proposed evaluation consultant/team should include the technical expertise required to deliver the scope of work and assessment outputs, in particular, with regards to:

• The Mid-term review approach/design including; should include but not exhaustive of review of internal project documents, interviews with key staff, a review workshop with all stakeholders and conducting case studies with beneficiaries and any other methods as appropriate and within budget.

• Relevant subject matter knowledge and demonstrable experience of evaluations and reviews in international development (particularly in Africa), disability, livelihoods and gender would also be an advantage to ensure that the mid-term review is as relevant and meaningful as possible given the aims and objectives of the project and the context in which it is being delivered;

• Evaluation management: Demonstrable experience managing evaluation projects within budget and on time.

• Ability to facilitate workshops with diverse groups in such a way that they are participatory, inclusive, objective and provide the appropriate and relevant information and learning for the project review.

 Ability to analyze qualitative data drawn from the interviews and the workshop and synthesize the information with the project progress records and reports to provide a clear assessment of progress to date, learning and recommendations for taking the project forward.

 Conducting interviews for case studies from diverse groups

 Knowledge of methods for protecting confidential data.

• Open communication skills for working with diverse groups

• Ability to prepare and present the mid-term review findings in a manner that increases the likelihood that they will be used and accepted by all project stakeholders internal and external including the donors.

• The consultant will need to present evidence of tax compliance in accordance with the Uganda`s tax laws.

Submission Interested consultants are invited to submit a proposal by of proposals Wednesday 27th September 2017. The proposal should be between 3 to 5 pages and include the following:  Understanding of the TOR and scope or work  Outline of the proposed facilitation approach  Outline of the proposed content for the learning brief  Proposed budget  CV of lead consultant(s) (with 3 references)
