POLICE STAFF
ROLE SPECIFIC INFORMATION Job Title: Surveillance Planning and Briefing Officer Generic Role Operational Profile: Salary Band: Band D Lower
Operational / Operational Non Operational Role Vetting Level: Developed Vetting Reporting to: Supervised by the WMCTU Planning Team Leader, but expected to work on own initiative on a day to day basis.
Specific Role To undertake liaison with all relevant surveillance tasking parties, in the Purpose: identification of appropriate tactical surveillance options, preparatory planning, research and production of full formal surveillance briefings in all covert deployments.
To process, evidentially proof read and create summaries of all documentation produced by covert surveillance on a daily basis within the comprehensive running logs of ongoing CT investigations on the Fast Action Counter Terrorist Software (FACTS).
Represent CTU surveillance at both local and national meeting.
To provide a point of contact for any investigations having used covert surveillance and the product produced by such activity.
Specific Role To review all surveillance evidence produced on a daily basis and ensure Responsibilities: the accuracy and evidential standard/dividend as required by the SIO.
To proof read all surveillance logs and viewing records against the CTPOR FACTS log (or other National system) to ensure accuracy and offer surveillance planning advice/comments within the current National Security Surveillance Report (NSSR).
Date: November 2013 Version: 1.2 To view all covert imagery obtained during a surveillance deployment. Identify any significant changes to the subject’s appearance to assist with evidential identification issues.
To view any associated person(s) captured by covert photography. Identify if they have been previously captured within that operation. Ensure the best image is attached to the proof read FACTS log for dissemination within the NSSR. Ensure the image is entered as a specific entity within the current operational folder and cross referenced for briefing purposes.
To create accurate records of all accountable evidential surveillance documents within departmental spreadsheets in accordance with national standards (governed by APP). Manage retention and destruction of all surveillance product in line with national guidelines.
Ensure all physical exhibits including covert DNA recovery items are processed in accordance with national policy and provide evidential continuity statements. Liaise with the Exhibits Officer/Forensic Management Team for individual operations on all matters surrounding operational deployments.
Liaise with other CTU’s and partner agency in the initial planning phase of new covert surveillance operations. Ensuring all covert tactical options are explored and requirements for technical surveillance support identified.
Prepare full PowerPoint briefings for surveillance deployments. To research and collate data from a variety of sources and that all information is checked, verified and dealt with in accordance with Departmental, Force and National Guidelines.
Import images from various overt and covert sources. Edit, enhance and annotate images to populate any operational briefing PowerPoint.
Update briefing PowerPoint on a daily basis to ensure surveillance deployments are driven by up to date relevant intelligence and any images contained within the briefing support R v Turnbull.
Deliver operational briefings at various levels, ensuring the intelligence picture, operational objectives, threat and risk issues, community impact and operational awareness are clearly communicated at an appropriate level.
To identify and action any evidence requiring evidential capture by statement. Liaise with witnessing officers in the production of any statements and the operation exhibits/disclosure officer when statement(s) produced.
Update the SIO/DSIO/DAT as appropriate ensuring that they are fully Date: November 2013 Version: 1.2 conversant with all necessary details regarding the surveillance conducted in support of the investigation.
To be responsible for the identification of any potential sensitive issues arising from surveillance deployments. Ensure the SIO/DSIO is briefed with regard these issues and sensitive methodology is protected in accordance with national guidelines.
Be conversant with the evidential downloading of various covert image/audio capture devices.
Provide all administrative and statistical information and prepare reports as required.
To perform any other duties commensurate with the rank as determined by the WM CTU Management.
To ensure compliance with Force Policy on Equality and Diversity matters and that all best practices in covert criminal investigations are explored.
SPECIFIC COMPETENCIES REQUIRED FOR EFFECTIVE PERFORMANCE Knowledge & Experience This section should detail the requirement of previous experiences and knowledge gained from academic qualifications if appropriate e.g. significant experience of administrative duties, degree level educated. Essential: Proven knowledge and experience in relation to all relevant legislation involving covert Policing operations including knowledge of CPIA and Codes of Practice. Experience of producing reports for briefing purposes Experience of producing statistical data Experience of participating in meetings
Desirable: Possess previous experience of working within covert investigations including where surveillance has been utilised. Possess proven investigatory experience Experience or working knowledge of Exhibits and/or Disclosure Knowledge of Counter Terrorism work. Knowledge of current developments/advancements in surveillance technology and techniques. Knowledge of the National Intelligence Model, together with the tasking and coordination process.

Desirable:
Hours of Work Must maintain confidentiality and trust at all times regarding and Flexibility: information gained in the post. Personal vetting will be required. The role requires the postholder to perform duties on a regional basis. A willingness to travel around the region area and be available when required to respond to call out at short notice.
