In order to keep patrol operations at maximum efficiency and to maintain safe levels of manpower, it is necessary to establish guidelines in regards to filling the overtime position.

DEFINITIONS: MINIMUM MANPOWER: The minimum number of sworn officers that are required to safely operate the department at any given time as determined by the Chief of Police. There shall be either a Lieutenant or a Sergeant in charge (OIC) of all patrol squads. On a regular duty day, the current minimum manpower is four (4) patrol officers and one (1) supervisor. OVERTIME : Work in excess of the employee’s daily tour of duty shall be considered overtime. SCHEDULED OVERTIME : Scheduled overtime is when the department has reasonable advance notice that a member(s) will be needed to work overtime (i.e. special events within the Village, when an officer is out sick or injured for an extended period of time, etc). If this notice is more than 96-hours in advance, the overtime will be handled as a sign-up sheet as described in PE011.1 “Off-Duty Employment” and placed in the “Patrol Sign-up Sheet” log book. UNSCHEDULED OVERTIME : Unscheduled overtime occurs when the department requires additional members for emergent situations (i.e. disaster situations, when an officer calls out or leaves early due to being sick or injured and the post must be covered immediately to meet the minimum manpower requirements).

PATROL OVERTIME: The OIC shall fill the vacant position as soon as possible utilizing the following guidelines: 1. Prior to filling the vacant position, contact the Captain, or his designee, and inform him of the manpower shortage.  The Captain will determine if an administrative officer or detective will be reassigned to cover the shift, or if the OIC will need to call for patrol overtime. 2. If the OIC has been authorized to call for overtime, the OIC will use the “Patrol Overtime” book and the “Seniority Roster” to determine who will be called for any scheduled or unscheduled patrol overtime. The “Seniority Roster” is located in the “Patrol Overtime” book located at the front desk.  The overtime book contains the date, name, shift, number of hours worked and the Supervisor’s name who authorized the patrol overtime.  The OIC shall start by calling the officer on the roster whose name is immediately after the last officer’s name in the patrol overtime book. The OIC will continue to call the members on the roster, in order, until the vacancy is filled. The same procedure shall be used to fill Supervisory overtime positions.  Once the OIC has filled the vacancy, he will write the required information in the “Patrol Overtime” book and write the officer’s name on the “Overtime Status Board”.

SPECIAL EVENTS Any overtime that is not for patrol will be scheduled as per the “Off-Duty Employment” policy PE011.
