Conclusion------P20 1- Introduction: The GAIA project is a collaborative project with students from four formations, ENGSI, Architecture, Geography and EEIGM which work together to make development possible. This project is a good opportunity for students as an introduction to the professional world, but especially as cross-training project. It an opportunity to teach students how to manage a group from distinct worlds. The aim of our project GAIA is to redevelop functionally the military area of the 53rd Regiment of Transmissions (RT). The army wants to bring the site located Chenevières at Luneville. It is necessary to pay attention to the integration of the base with the city and its habitants. The objective is optimizing the site and its associated flow, the reorganization so as to make it more practical in view of the extension of the base, reduce operating costs, improve the living environment and quality of work life and integration to the territory and finally strengthen the link-Nation Army. The contents of this report therefore illustrates our whole study since the establishment this project. We have made several visits to the site (53rd RT) to see directly the available to all buildings to have an opinion and direct military working in the neighborhood. We also moved in search of Luneville information and study the potential impact of the expansion area. Moreover, the organization of group work was as follows: we meet every week, we Communicate through a mailing, we tried to have clear objectives and work in harmony, trying to find the most consensus. Following this study, we therefore present the results obtained in the last four months and will tailor our schedule to follow.

1. DEMAND ANALYSIS

a) Background:

Demand for the project comes from Captain Jean-Pierre Develle. His will is rearrange two military sites belonging to the 53rd Regiment of Transmission (the one being located in Luneville and the other 17 km farther Chenevières) into a single site in Luneville, in a logical focus in line with the current policy of French defense restructuring and integration in the city in line with its desire to make it more attractive from civilians with initiatives such as Defense Day and Citizenship example. Moreover, this project is part of a process of simplification and increased safety (Especially because in winter maneuvers from one site to another can be dangerous) this in a budgetary context. In addition we were also asked to include our perspectives on continuity and consistent with the new challenges of today that are sustainable development. Finally, our efforts will also focus on integration in the territory. Indeed, the 53rd RT is close to the castle of Luneville, which is a gem Lorrain heritage which people are strongly attached. In fact, the proposed 53rd RT results from a political restructuring of the army consequence of the end of the Cold War and changes in military conflicts and a austerity policy implemented by the state. This poses a threat to the dominant 53rd RT. All regiments are subject to uncertainty because of being too close because more expensive. And has therefore established a competition between the various regiments of France. It is therefore necessary that these institutions are by their own find how save their circle of influence. However, the project has great importance on the activity in Luneville, the impact Economic military reported the Lorraine regional GDP is 6.86% (for average of 3.33% for metropolitan France), there are 500 families of Luneville, 250 on agglomeration which 125 owners, there is also a strong involvement in 104 associations, plus the fact that 7% to 8% of school children in cities are children military. You should also know that the military is the equivalent of 2.5% of turnover Lunéville1 traders. This dependence on the military activity of the city is a significant opportunity that can justify the need to safeguard the regiment on the one hand and our project on the other and therefore a legitimate the grant application. Furthermore, since the presence of soldiers will be doubled in the medium term, it is a great opportunity for the city and thus for the 53rd RT. The presence of a reserve land close to the regiment gives the possibility to expand to meet the needs of military. b) The application of the Army: In this section we will analyze the demands and expectations of different actors who will participate in the project. The main actors that will influence the redevelopment of the area are: the 53rd RT, the military and Luneville Luneville. In a political restructuring of the army the most important point for the 53rd RT is to repatriate to Chenevières infrastructure located at the barracks in Luneville sake of simplicity and security while taking into account the new challenges environmental. Also this must be done without losing sight of the fact to increase the link-Army Nation and to best integrate the barracks in the city. The 53rd RT has 8 companies, which corresponds to 932 people at a 550ha surface. In addition to the barracks Luneville is a center for the JCD with Young received an average of 1430 per year. RT is the 53rd regiment has a large number of materials, while particularly of heavy equipment such as armored vehicles or generators. The Much of this material is based on the site of hemp fields. The military district of Luneville, by its position, is a fire station open to Europe. Therefore the regiment wishes to reorganize barracks while incorporating new components as a new mess hall, the repatriation of the sick and the 4 Chenevières companies and the creation of a cinema. 3. ANALYSIS OF ACTORS following this description of the 53rd RT, the next step in our approach to project is to identify demand, expectations, and needs for each actor. In addition, the following players will influence the project development and reorganization: suppliers, external services, the City of Luneville, civilians on the basis of passage, the Ministry of Defense and other regiments. The following diagram shows the interaction between the actors and the different types of flows. 4) CURRENT ANALYSIS OF 53 RD RT a) Territory Scale Analysis

The Lunéville’s area is characterized by important daily flux. Some residents have to leave the village for go to work to Nancy, and in the evening they come back to home. Nevertheless, there are so many fields of activities in Lunéville like the 53eme RT, the hospital, the supermarkets and the PME- PMI. When considering the different issues related with the military base at the village’s scale we can to indentify several important places:

 The castle generates restrictions...

 The zone of centre of village is not appropriate for the frequently circulation of heavy vehicles.

 There is a space between the military base and railway which can be used for a piggyback system.

 The gas station used regularly to supply the vehicles.

 The land adjoining to the military base but is necessary carried out depollution treatments on this.

 The Mars Field useful to daily activities of the military base.

Each one of these places correspond to different visions however must be studied at the same time within their own perspectives and the project overall view. b) Village Scale Analysis

We performed an impacts study with which have been identified the project consequences on Lunéville. It concerns to the mobility the troops between Chenevières and Lunéville.

For the beginning must be considered several aspects.

First of all is important to take into account the increase of land pressure, i.e., should be to take contact with experts in knowledge of local real estate market. One possibility is to make interviews with the local community officers or just to speak with real estate agents. We know that there will be about 450 soldiers who come back to Chenevières. Nevertheless we don’t have knowledge of soldier’s family situation; then we can’t anticipate the housing demand for couples, families and singles persons. Therefore should be evaluated the hypothesis that the officials returnees aren’t purchasers or leaseholders of a property in Lunéville. In fact, the soldiers have the possibility to be hosted inside military base. Should be created one subdivision? Is important to note that all the army personnel have the facilities and the financial resources to access the property and this may cause a destabilization of real estate market.

Also must be to considerer the additional places for care and education of children of army personnel in primary schools, high schools and kindergartens. Then we can imagine an increased in attendance at sporting and cultural sites, as the possibility to make the projects for development of entertainment centers like Multimedia Library or Aquatic Centre. In connection with this proposal, we can also think about a slight increase in commercial consumption within the village and its surroundings.

c) Site Analysis

Firstly, we can see that the military base is divided in two different zones, as shown in the following figure.

The yellow zone is reserved for command and military activities. The red zone is mainly used for vehicles storage and transmission material.  The entry

 The zones “places”

The first space (in green on the figure) has a very strong structure and may be considered the main square. It is enclosed by three huge buildings (two housing buildings and the other is the Command Post) and also by the companies buildings, less high, so with less circulation. The central axis is located between the main entrance and the PC building, which is the more important of headquarters. There is also a symmetry that gives to place a right image and more structural, as shown le same figure.

The second space is more annex, and we can enter by the entrance number two. Actually this zone is used like a parking and his importance is into the second place because the zone is more or less abandoned. It is enclosed by different buildings and by the wall. We can say that these two areas are complementary.

 Relationship of the structure and the enclosure along the avenue

There is a wide variety of buildings that make a structured path as well varied along the avenue. The buildings for the control entry were identified and even those that are at military service like the hairdressing.

However, these services could be used by people who live in the village but the surrounding wall, nevertheless necessary, prevents this relationship. Therefore, in our intervention we must propose a solution that allows find a connection with Lunéville while preserving the privacy of the military site.  The height differences

Within the military area we can see many differences of heights buildings; this fact gives a rich project. This structure makes an urban fabric similar to that found in the village, which could be completed and form a coherent mesh.

d) Decontamination

Contaminated land is land that has been exposed to chemicals for a while, making it unusable. In fact, to build on land it is necessary that it meets a set of legislative standards to avoid environmental health risks for people using the site.

To study the possible construction of a parking on the land used by a chemical plant near to the headquarters, the first thing is make an analysis and evaluation of the field because it is contaminated. Due that we don’t have information, we made some hypotheses.

 The first hypothesis was to consider that the land was polluted by several chemicals products.

 The second hypothesis refers to the type of soil, as the decontamination treatment used is selected according to soil type. Like most fields Lunéville, our ground is highly permeable and has a significant presence of water because it is located in an area enough wet.

This field has a surface of 50 000 m2 and is very well located. All these characteristics were taken into account in the choice of pollution control technique.  Off site treatment

It consists in extracting the soils and to transport them towards a clearing of pollution center.

 On site treatment

It also involves the soils extraction but they are treated on site thanks to moving clearing of pollution installations. For example, the techniques of acid cleaning to get rid of the metals or the “venting technique” (injection of air in the soil to obtain the volatiles pollutants, then the aspired gas is treated with active carbon)

 In situ treatment

We don’t touch the soils and different processes are implemented: - Extraction of pollutants by cleaning, degassing, electro-osmosis - Stabilization by glassing - Injection of microorganisms and nutriments treatment instead they eat the organic matter

As a conclusion, it is difficult to establish a budget insofar as many factors must be considered to clear a site of pollution. For these reasons, we cannot announce a precise budget for now. In a general way, several thousands of Euros are necessary to realize this kind of treatment. 5 . PROBLEMATICS

In this particular context, we have noticed several aspects which are in contradiction, the main being due to the nature of the industrial we are working with. Indeed, the army is a tough institution with a very pronounced hierarchy and very different from a traditional enterprise insofar as the personal initiatives are not tolerated. But, in this context, we have been clearly asking for proposing solutions that will enable to tighten the link between civilians and soldiers, which army calls the “the link Army-Nation”. Its objective is to put this way of acting in the current politic of the French Defense and to safe the regiment by making Lunéville and its citizen more tributary of it. Nevertheless, this way of acting is opposed to the traditional working of the army and its official secret policy leading up until now. Our work will consist in proposing innovative solutions in terms of civilians-soldiers mixing without being too tough for the command in order not to be instantaneous rejecting. So, we have ended to a general problematic which is: “How do we meet the army expectations by proposals introducing it to the changes management and that would break with a traditionally conservative institution?”

The army expectations are numerous and can be globally regrouping in three different axes. The first is the optimization of the site consequent of the relocation of two existing military bases. It involves the optimization of human, materials and information’s fluxes but also the organization that we will have to rethink because of the massive coming of trucks. The second axe is the sustainable development in order to modernize the base and ensure its longevity. To agree with the current austerity policy, we particularly must reduce the running costs and finding some potential sources of income. But these sustainable issues also impose us to integrate the quality of life of soldiers living on the site. Then the third aspect is the integration of the territory: we must be aware of the specificities of Lunéville and take care of the nuisances and minimize them. Last but not least we must set up a perennial urbanism and propose some initiatives to tighten the link Army-Nation.

As we can see the army expectations sometimes are in contradiction, particularly because they are coming from actors whose needs are different. Indeed how to minimize the nuisances generated by the expansion of the site and making it nicer for soldiers while reducing the running costs? How to succeed in the integration of the territory and reducing the impact of the relocation on the town by reorganizing functionally the base? This leads us to maintain a secondary problematic axed on the diverging issues.

“How do we reconcile the functional military base and environment planning with the new sustainable issues in coherence with the territory ?”

6. FUTURE WAY OF ACTING

a) Scenarios elaboration

According to our general problematic our role will consist in proposing a relocation that will satisfy the command’s expectations and the local collectivities ‘one but and above all present innovative initiatives ensuring civilians-soldiers mix. If this mix is a client’s demand asked at our first meeting, it is also a new issue that must progressively growth. In order not to become obsolete, our project will consist in make the army become aware of the interest of our suggestions, by modeling the level of permeability civilians-soldiers. Thus we have imagined three scenarios with different degrees of permeability and points to materialize it that are more or less numerous. Then the first scenario will be the less innovative as possible, and essentially based on the practical exigencies of the army. The second will be more ambitious and will ensure a few initiatives to strengthen the link Army-Nation. Then the third scenario will focus on the mix civilian-soldier criteria. We will present to the army these scenarios by an increasing degree of mixing; the objective being that these ideas maturing and at the end, the command chooses the initiatives the most likely to justify the obtaining of subventions during the redaction of the folder (Contrat de Redynamisation de Sites de Defense ou Plans Locaux de Redynamisation).

b) Each formation’s Contribution

It is very important for us and for to mention the method we are working with. The cooperation is very present in GAIA challenge and this is the strong when we work in harmony in an intercultural environment. Now let us present to you the team configuration and the way we manage the project.

As we have already said in the introduction the challenge GAIA is a project that involves several formations around the main subject. These formations must cooperate and complete each other.

This year, on the subject of the 53rd Regiment de Transmissions of Lunéville, five formations are involved.

- The students of the Ecole Nationale Supérieure en Génie des Systèmes Industriels (ENSGSI). They are 4. Le group number 1is the only group to integrate this formation.

- The students of the Ecole Nationale Supérieure d’Architecture de Nancy (ENSAN). They are 4.

- The students of the Ecole Européenne d’Ingénieurs en Génie des Matériaux(EEIGM). They are 2.

- The students of the Faculté de Géographie. They are 2.

- The students of the Master Proj&Ter (Conduct of projects and territory development). They are 3 and will join us on the 27th, January 2012

*Role of everyone in the cooperation

We have to mention that the discover of everyone’s personality has been made all along the work led in team. The Proj&Ter team joining us, we can but speculate on its role, but we are sure that its coming will generate some new funding elements. This folder is dedicated to them, in order they can be aware of the project conduct.

The students ENSGSI give us working bases, methods and concepts that permit to know the work of everyone, define the agenda and the planning but also to synthesize strong idea around common ideas, by logical deductions. They have implemented the complete register of students, an efficiency mailing; a planning organized around the GANTT Diagram, a criterization method and has conducted to a clear general problematic. In the project future, they will analyze every actor’s criteria in order to propose scenarios that will be validated by the team. The architect students have an architectural and constructive piece of luggage that enables them integrate the project, with analysis of frames, spaces and conception that will lead to concrete solutions, validated by the entire group. They have made the frame analysis in the existing environment around the base and in the base, and the development, (repartition and indication of surfaces and necessary uses to the project). In the future, they will give a concrete and material sense of the scenarios elaborated by the ENSGSI. The students in Genie des Materiaux have a good knowledge in the domain of construction and resistance of materials and more particularly: the materials, their strengthen, their physical properties,… This data will be brought all along the project and construct a choice materials strategy.

The geography students have a deep knowledge in the study of areas at different scales (town, region, country…) in different matters (political, economical, and cultural). They also have work methods that enable to evaluate, following precise data, the possibly future impact of the project modifications.

Finally, the students in Proj&Ter know to what extent the introduction of a project can impact some annex dimensions the project isn’t just a set of buildings ended at solving a problem. They can find out the impacts and implement some events and times different from the army layout. The objective is to work on the notions of humanity and creating some engagement.

c) Multi criteria analysis

Multicriteria analysis is a tool for decision support. This is a method that aims to explain a coherent family of criteria to help justify and design preferences in a decision process. It combines economic aspects, design, technological, environmental or social.

The project we are working on a project that is the situation can be described as complex because it incorporates many aspects. This is the perfect tool to help us make a decision in our case for the redevelopment of the 53rd Regiment of transmission where no solution is perfect in that each solution satisfies certain aspects over others. The analysis will allow us to consider as many aspects in order to develop different scenarios, to quantify our solutions according to their degree of satisfaction of various criteria and to identify optimal solutions according to the criteria that we define the predominant . In addition to allowing us to clarify the situation by formalizing our own criteria, it will be an interesting source of negotiation between our different formations to identify criteria that will be paramount for the project. Specifically, it will identify for each course and therefore each business, what are the core values and integrate those less essential on which negotiation can take place.

The stages of our MCA will include:

 List the possible solutions or options.  List the criteria to be considered.  Try each solution in the eyes of each criterion.  Aggregate these judgments to designate the solutions that get the best estimates

Following completion of the program, a number of possible solutions or have already sprouted. They will form the basis of our work critérisation. Critérisation work is the focus of the analysis, all these formations will bring their views to be put in confrontation with each other in order to bring out the major aspects. These criteria will be weighted to take them into account their relative importance using coefficients. The weighting of criteria is prominent in this method, it directly influences the quality of choice made. The solution set will then be judged in the eyes of these criteria, as below.

d) Gantt

To assist us in achieving our project, we realized a GANTT chart to help us plan and formalize our action plan.

The first phases of the project have enabled us to clearly identify the request from the 53rd RT, while analyzing the application and the existing. Subsequently, this identification of the project made us ask ourselves a number of issues and questions (see Part problematization). The identification step was also an opportunity to undertake the development of our program. Since the group of students Proj & Ter will join us in the end, we plan to integrate them in the best conditions for them to be as fully operational on the project. Then comes the MCA, where we plan training for the whole group so that everyone can be comfortable with the method. To achieve the development of three scenarios (see section courses of action) to be presented at the 53rd RT.

Conclusion

In conclusion, it is possible to state several elements.

First, the project proves that we are involved (after several months of collective work on the subject) very viable. Indeed, despite the constraints inherent in this type of problem, the refocusing of staff and military installations is possible.

However, we understand that this is a project undertaken in the long run to integrate optimally the barracks in the heart of the city and across the sector Lunévillois. These targets were considered likely if the group work and continuous while enriching themselves with the arrival of another component: Students Proj & Ter. In other words, with the insights of each, with a multiscale vision on the project while conducting a work full of enthusiasm and good atmosphere. Our objectives are of course several years, but short term it would be desirable to have an accurate knowledge of military personnel who, as part of this project need housing or family, but also exact need in various infrastructures. This in order to produce various scenarios to effectively respond to requests from the army.
