The Common Council for the City of Faith, South Dakota Met in Regular Session on May 3

The Common Council for the City of Faith, South Dakota met in regular session on May 3, 2016 at 6:30 P.M. in the Community Room at the Community Center. Mayor Haines called the meeting to order, Brown called roll call, and Inghram led the Pledge of Allegiance.

Council members present: Collins, Lightfield, Hellekson, Berndt, Inghram and Chapman.

Others in attendance were: Corinna Thompson, Ashton Delbridge, Darlene Kelly, Amie Schauer, Mandy Lemmel, Bryan Carmichael, Kelly Daughters, Carol Pratt, Peggy Riley, Eric Bogue, Loretta Passolt, Sandy Rasmussen and Debbie Brown.

Inghram made a motion, seconded by Hellekson to approve the agenda removing #5 & #13 and move #17 under New Business. Motion carried.

Collins made a motion, seconded by Lightfield to approve the minutes of the April 19, 2016 meeting. Motion carried.

Executive Session – Personnel/Possible Litigation: Chapman made a motion, seconded by Lightfield to retire into executive session at 6:36 PM. Motion carried. Mayor Haines declared the Council out of executive session at 7:16 PM.

Hire Information Center Receptionist: Lightfield made a motion, seconded by Hellekson to hire Corinna Thompson at $10.00 an hour and Ashton Delbridge at $8.55 an hour splitting the days as it fits and try to open Saturday’s 9 AM to Noon. All yes votes. Motion carried.

BIDS: 7:30 – Open Bids for Gravel or Crushed Gravel and the Hauling of: Mayor Haines turned the meeting over to the President of the Council, Karen Inghram. The following bids were received for Gravel or Crushed Gravel and the Hauling of:

Bachman Construction, LLC $25.10 per ton Haines Trucking, LLC $13.25 per ton

Hellekson made a motion, seconded by Lightfield to accept Haines Trucking, LLC’s bid at $13.25 per ton. All yes votes. Motion carried.

President of the Council, Karen Inghram, turned the meeting back over to Mayor Haines.

Summer Recreation – Open Gym: Bryan Carmichael approached the Council about working with kids on basketball skills on Tuesday and Thursday evenings and volleyball on Wednesdays this summer starting end of May and ending at the end of July. Kelly Daughters, Mandy Lemmel, Travis Grueb and Bryan Carmichael would be working with the kids starting with the younger ones at 5 PM – 6 PM and the older ones at 6 PM – 9 PM. Hellekson made a motion, seconded Lightfield to allow the use of the gym. All yes votes. Motion carried. Mayor Haines stated he would like to remind them to always dust mop the floors.

Amendment to Ordinance Chapter 5.03 (Animals) & Resolution No. 05-03-16-01 (Animal Fees): Berndt made a motion, seconded by Hellekson to table both items until next meeting. All yes votes. Motion carried.

Home Rule Charter: Inghram made a motion, seconded by Collins to instruct City Attorney, Eric Bogue, to present at the next meeting the Amendment to the Home Rule Charter - Section 2.05 – Prohibitions – Hold Other Office or Employment. All yes votes. Motion carried.

Three Point Disc: Donn Dupper and Jon Collins found disc that they can use at the cemetery for $500 from Justin Lesmeister. They priced new ones in the $2,300 area and another used one for $800. Chapman made a motion, seconded by Inghram to approve to purchase the disc from Justin Lesmeister for $500. All yes votes. Motion carried.

911 Contract: Chapman made a motion, seconded by Collins to accept the new 911 contract that was sent out from Meade County Commissioners that will start May 1, 2016 for 3% instead of 4%, but Meade County will not pay the first 50% before the bill percentages are figured as they did in 2015. All yes votes. Motion carried.

Quote on Fiber for the Mall: Lightfield made a motion, seconded by Collins to the quote of $4844.04 for the labor from Golden West and the equipment to install fiber to the Prairie Oasis Mall. All yes votes. Motion carried. NEW BUSINESS: Oathes: Debbie Brown administered the Oath of Office to Peggy Riley – Council Member – At Large, Dianne Hellekson – Council Member – At Large, Darlene Kelly – Council Member – At Large.

The Council would like to thank Collins and Lightfield for serving on the Council.

Executives Session – Personnel: Berndt made a motion, seconded by Chapman to retire into executive session at 7:56 PM to discuss personnel. Motion carried.

Mayor Haines declared the Council out of executive session at 9:05 PM.

Election of Officers: Hellekson made motion, seconded by Kelly to nominate Karen Inghram as President of the Council. Riley made a motion, seconded by Chapman to nominate Darlene Kelly as President of the Council. Inghram made a motion, seconded by Riley to cease nominations. Motion carried. Paper ballots were handed out and counted. Karen Inghram was elected as President.

Hellekson made motion, seconded by Chapman to nominate Barbara Berndt as Vice President of the Council. Inghram made motion, seconded by Hellekson to cease nominations and cast a unanimous ballot. Motion carried. Barbara Berndt was elected as Vice President.

Designation of Depositories: Inghram made motion, seconded by Hellekson to designate First National Bank in Faith and Dakota Plains Federal Credit Union as official depositories. Motion carried.

Designation of Official Newspaper: Hellekson made motion, seconded by Berndt to designate the Faith Independent as the official newspaper. Motion carried.

Approve Malt Beverage Agreements: Hellekson made a motion, seconded by Berndt to approve the following Malt Beverage Agreements: Farmers Union Oil On Sale and On/Off Sale Malt Beverage Lynn’s Dakotamart Off Sale Malt Beverage Vilas Pharmacy Off Sale Malt Beverage M&D Food Shop On Sale and On/Off Sale Malt Beverage Branding Iron Inn On/Off Sale Malt Beverage All yes votes. Motion Carried.

Calvin Chapman excused himself from the meeting for a \conflict of interest on the next agenda item.

Committee Appointments: Hellekson made a motion, seconded by Berndt to approve the following Appointments and Committees: 2016 – 2017 Committee Appointments Exhibit Board: Reed Henschel (Chairman), Carol Pratt, Annelle Afdahl, Darlene Kelly, Dianne Hellekson, Arlyce Krause and Jean Lesmeister. Other Appointments Utilities Foreman - Donn Dupper. Finance Officer - Debbie Brown. Deputy Finance Officer – Gloria Dupper. Chief of Police – Jack Valentine. Ambulance Director – Cindy Frankfurth. City Attorney - Bogue & Bogue. Civil Defense Directors – Jack Valentine and Scott Gray. City Engineer - Dan Brosz, Dave Lutz. Library Board of Trustees: Calvin Chapman as City Liaison, Cathy Smith - Chairman, Amy Ulrich – Vice Chairman, Tammy Sletten, Deanna Fischbach, Vicky Waterland, Lynn Halligan (school liaison) and Angela Ostrander Sec./Treasurer. Library Advisory Board:Sonja Gebhart, Verneen Frei and Katrina Collins. Faith Special Entertainment Committee: Shannon Carmichael, Jami Hepper, Jami Delbridge, Lexy Hostetter and Kelly Swan. All yes votes. Motion carried.

Calvin Chapman returned to the meeting.

Berndt made a motion, seconded by Hellekson to compensate Arlen Frankfurth for his accrued vacation of 36 days at $134.72 a day as he is no longer Chief of Police. All yes votes. Motion Carried.

Chapman would like to make the following statement: “I would like to make a statement before we adjourn regarding the decision not to extend the employment of our current Chief of Police for two additional months. It would have been my preference to have found a practical way to extend his employment for a short time to allow for a smoother transition for our police department. I do not agree that the decision made is the best course of action for our community.”

EMS Week: Hellekson moved to accept the following proclamation for EMS week: Proclamation To Designate the Week of May 15-21 As Emergency Medical Services Week

Whereas, emergency medical services is a vital service; and

Whereas, the members of emergency medical services teams are ready to provide lifesaving care to those in need 24 hours a day, seven days a week; and

Whereas, access to quality emergency care dramatically improves the survival and recovery rate of those who experience sudden illness or injury; and

Whereas, emergency medical services providers have traditionally served as the safety net of America’s health care systems; and

Whereas, emergency medical services teams consist of emergency physicians, emergency nurses, emergency medical technicians, paramedics, firefighters, educators, administrators, and others; and

Whereas, approximately two-thirds of all emergency medical services providers are volunteer; and

Whereas, the members of emergency medical services teams, whether career or volunteer, engage in thousands of hours of specialized training and continuing education to enhance their lifesaving skills; and

Whereas, Americans benefit daily from the knowledge and skills of these highly trained individuals; and

Whereas, it is appropriate to recognize the value and the accomplishments of emergency medical services providers by designating Emergency Medical Services Week; and

Whereas, injury prevention and the appropriate use of the EMS system will help reduce national health care costs; and Now therefore, I, Glen Haines, Mayor, City of Faith, South Dakota, in recognition of this event do hereby proclaim the week of May 15-21, 2016 as

EMERGENCY MEDICAL SERVICES WEEK

and encourage the community to observe this week with appropriate programs, ceremonies and activities. Seconded by Chapman. Motion carried.

Riley made a motion, seconded by Berndt to adjourn. Motion carried.
