1 [4411-1] 1 2 3 4 5 6 7 8 9 A BILL 10 11 TO AMEND SECTION 56-3-1230, AS AMENDED, CODE OF 12 LAWS OF SOUTH CAROLINA, 1976, RELATING TO MOTOR 13 VEHICLE LICENSE PLATES, SO AS TO REQUIRE THE 14 NAME OF THE COUNTY IN WHICH A VEHICLE IS 15 REGISTERED AND PROPERTY TAXES ARE PAID TO BE 16 PLACED ON LICENSE PLATES. 17 Amend Title To Conform 18 19 Be it enacted by the General Assembly of the State of South 20 Carolina: 21 22 SECTION 1. Section 56-3-1230(A) of the 1976 Code, as last 23 amended by Act 55 of 2001, is further amended to read: 24 25 “(A) A license plates plate must be at least six inches wide and 26 not less than twelve inches in length and must show in bold 27 characters the year of registration, the serial number, the full name 28 or the abbreviation of the name of the State, and other distinctive 29 markings the department may consider advisable to indicate the 30 class of the weight of the vehicle for which the license plate was 31 issued. The plate must be of a strength and quality to provide a 32 minimum service of five years. A new license plate including 33 personalized and special plates must be provided by the 34 department at intervals the department considers appropriate, but 35 at least every six years. Beginning with the vehicle registration 36 and license fees required by this title which are collected after July 37 1, 2002, two dollars of each biennial fee and one dollar of each 38 annual fee collected from the vehicle owner must be placed by the 39 Comptroller General in a special restricted account to be used 40 solely by the Department of Public Safety for the costs associated 41 with the production and issuance of new license plates. The 42 department is not authorized to use this set aside money for any

A license plates plate issued for a vehicles vehicle 2 in excess of twenty-six thousand pounds must be issued biennially, 3 and no revalidation sticker may be issued for the plates plate. A 4 license plates plate issued as permanent may be revalidated and 5 replaced at intervals determined by the department. 6 Beginning with the newly designed standard license plates 7 issued after January 1, 2003, a standard license plate must display 8 the name of the county in which the vehicle is registered and 9 property tax is paid. The county treasurer’s office must distribute 10 to a person a county - name decal with his paid property tax receipt 11 when he pays the property tax on a vehicle. The person must place 12 the county - name decal on the standard license plate issued to him 13 by the Department of Public Safety. The department must produce 14 and furnish the county - name decals to the county treasurers’ 15 offices for distribution.” 16 17 SECTION 2. This act takes effect upon approval by the 18 Governor. 19 ----XX----
