Subject:-Agenda in respect of Staff matters/grievances -Request for urgent positive consideration and action.

Respected Sir,

Some issues regarding Staff matters/grievances have come up from various SSAs/Branches of SNEA and we take this opportunity to bring these agenda points for your urgent positive consideration:-

Item No.1

Training of newly passed JTO(T)LICE held on 22.05.2016 after re- calculation of vacancies on VACANCY BASIS calculation method and as per DOPT guidelines. Whereas all Circles all over india are calculating on the basis of Vacancies ,Punjab Circle is still doing calculation on post based method which is against DOPT guidelines and in variance with method adopted by other circles. Further, other circles have already deputed these JTOs ,Punjab circle is still to send them for training inspite of acute shortage of JTOs in field units. Sir it is requested to give direction to Admin/Staff section to clearly calculate vacancies as per DOPT guidelines and as per calculations done by other circles so that these JTOs are sent for training early and posted in field units.

Item No.2

It is intimated that BSNL is a commercial department competing with players like Airtel,Vodafone ,Reliance ,tata etc.At each and every step and each and every technology there is a cut throat competition .Already because of wrong policies of Govt.of India BSNL and its employees have suffered very badly, the revenues have dipped, the customer base has depleted systematically. It appears there is a sinister move to declare BSNL a sick unit and sell it to some corporate house. In this context it is intimated that BSNL staff is being regularly and continuously deputed for election duties be it at Panchayat level or Lok Sabha level. You are requested to take up the issue with CEC as already immunity to BSNL Staff has been accorded being emergency services so that no BSNL employee is marked for election duty.Further,you are requested to instruct the GMs under your charge that they should also speak to District Election officers that no participation of BSNL staff should be allowed for election duty as BSNL staff has to maintain emergent services. Moreover, due to huge retirements there is acute staff shortage. Any such move is bound to reflect badly on BSNL services and customers in these competitive times.

Item No.3

Unnecessary transfer of Executives as per whims and fancies of GM of field units.Sir it has been observed that new trend has emerged in Punjab Circle wherein GMs are writing to your Good Authority purely on whimsical grounds that so and so staff be transferred or has been rendered surplus and accordingly circle office is also issuing orders without any logic or application of mind. So much so transfers have been made of crtically ill executives having undergone Heart surgery to stations more than 200Kms from there residences. Why this is not being applied to GMs who are total non performers/Surplus and working against the interest of BSNL?

Item No.4

Electricity Bills of Exchanges and BTS sites are being verified and paid by Electrical wing/Accounts wing All over India .However,in Punjab circle it is the Operational telecom wing which in addition to maintenance of services is doing this Job.It is pertinent to mention that majority of the works of Electrical Wing are outsourced i.e done by contractors only.So much so Senior Electrical wing officers are being deputed in marketing and EB sections all over India.It is requested that Electricity Bills of Exchanges and BTS sites should be verified and paid by Electrical wing/Accounts wing as is being done all over India.

Item No.5

Blacklisted contractors are being awarded contracts in Ludhiana SSA. We foresee victimization of our executives in this .The issue may kindly be investigated in all earnestness.

Item No.6

There are number of Unmanned exchanges in all SSAs. Even our senior executives have been Charge Sheeted on this account. It is proposed that early training and posting of executives be accomplished as requested at Item No.1 and outsourcing of Staff should be done wherever required. Item No.7

Request Transfers of executives pending for long and Non- implementation of orders of transfers already issued-We request your Good Authority to examine these cases and settle them at the earliest. Item No.8

Rule-8 transfers pending since long in Circle office.Also,many request transfer cases are pending with SSA Heads resulting in disparity of senior being ignored and case of junior being forwarded.SSA Heads should be clearly and unambiguously directed to transmit request transfer cases to circle office without delay. Many mutual and Couple cases are also pending since long.

Item No.9

Immunity from transfer of officer Bearers of association as per MV guidelines. Accordingly, transfer orders of Distt. Secretary SNEA,Patiala to Ropar be cancelled. . Item No.10

There is undue delay in grant of Financial Upgradations. Number of such cases is piling up every day. We request your Good self to direct the concerned Authorities that no undue delay should be there in implementation of Financial Upgradation .Now that even corporate office has issued instructions for holding of DPC twice a year.

Look after from JAO to AO may please be expedited as number of new JAOs have joined

Item No.11

IQ booking should be made online and bookings should be done on first come first served basis to ensure transparency.

Item No.12

There is no Proper Hospital in Chandigarh tricity on BSNL panel for all diseases. It is proposed that one Good Hospital like Fortis or IVY should be brought on the panel for all ailments rather than a particular Hospital for each and every ailment. Similar Exercise should be done in all SSAs.

We would appreciate if an early meeting is given to discus these points in detail and early action is taken to resolve these important issues.

Subject:-Deduction of Subscription and remittance thereoff

Respected Sir,

Kindly find enclosed herewith letter from DGM(SR),Corporate office ,New Delhi regarding remittance of monthly subscription of Rs.70/- from salary of willing executives towards SNEA.The details of the account alongwith IFSC code/MICR code are mentioned in the letter .

You are requested to give suitable directions for deduction of monthly subscription and remittance in the said account.

Subject:-Regarding Training of newly passed JTO(T)LICE held on22.05.2016 -Request for urgent positive consideration and action.

Respected Sir,

In reference to SNEA/PB/CS-430 dated 23/12/2016 it is informed to your Good Authority that nothing has happened regarding Training of newly passed JTO(T)LICE held on 22.05.2016. Majority of Circles All over India have already deputed JTOs after successful training whereas Punjab Circle is still entangled in the process of calculation/recalculation of vacancies even after six months. It is unfortunate that which is a crystal clear case ,DoPT guidelines are immensely clear, even examples have been cited ,numerous representations have been made by these JTO(T)LICE passed candidates. Still nothing has happened. The reasons can best be given by Administration. There is a Court case undoubtedly but NO STAY?..It is again humbly prayed to your Good Authority to calculate vacancies/sanctioned strength/working strength from 2007 onwards till 31.03.2014 in accordance with DoPT guidelines. From 2007 to 2009 totally wrong procedures were adopted which resulted ambiguity in vacancy calculation in succeeding years Moreover ,we have already given agenda on 23.12.2016 wherein item no. 1 is regarding this issue .No meeting to discuss agenda has been given till date nor any issue resolved. This is how Majority Association is being dealt in Punjab Circle. Item no. 1 is again reproduced below for your kind reference please.
