Michigan Public Health Institute Position Description

Title: Analytics and Evaluation Coordinator SIM

Supervisor: Tom Curtis, OPHI SIM Program Business Owner (MDHHS)

Purpose: The SIM Analytics and Evaluation Coordinator will support the State Innovation Model team as a whole using analytics, evaluation design and research to explore the impact of SIM’s strategies and interventions, lead project monitoring, evaluation and learning analytics activities for the program. The role will require analysis and research to be applied to determine policy impacts and make suggestions to leadership. The role will be responsible for evaluation complex public health program, projects, and activities.

The position will require prospective candidates to work individually and as part of a team. Applicants must demonstrate flexibility and independence to make high level decisions and recommendations to leadership. The SIM Analytics and Evaluation Coordinator will work with all levels of the organization and must be able to communicate with all levels in a clear, concise manner to effectively represent the message and intent of the SIM Business Owner.

Duties and Responsibilities:  Evaluate complex health program(s), projects, and or study activities.  Serve as the primary interface between the SIM team and external evaluator, the CMS evaluator and the broader research community  Analyze the impact of changes of payment reform on health care organizations, patient care, and providers across the delivery system.  Design, development and analysis of complex reports, queries and data extracts from multiple data sources to better understand client, provider, and managed care trends including but not limited to population health, quality of care, utilization and access to healthcare.  Work with all departments in the organization to assist in the evaluation of performance, program outcomes and evaluation of claim costs and utilization trends.  Provide information system support as well as involvement in making modifications to the existing system, establishing research databases, and performing statistical analyses.

Qualifications/Requirements:

Education:  A degree in Public Health field preferred, or  Equivalent experience in the field as a Public Health professional

Experience:  Experience in healthcare field, preferably with technical or Public Health background  Experience with Policy Analysis  Experience in Public Health program laws, regulations, policies and procedures  Skilled in publication and presentation of visual displays of data for public audiences  Skilled in various research methods, preferably in Public Health or a relative field

Important Skills and Characteristics:  Knowledge of business analysis processes  Experience with Business Analysis methodology, tools, and techniques  Excellent verbal and written communication skills  Skills and personal characteristics that enable the candidate to deal successfully with a large variety of management personnel and users  Capability of giving attention to detail while still understanding and dealing with the global aspects of the project  Requires in-depth professional knowledge and practical/applied expertise in own discipline and basic knowledge of related disciplines within the broader professional field  Has knowledge of best practices and how own area integrates with others; demonstrates awareness of the industry, including regulatory, evolving customer demands, and the factors that differentiate the organization in the market  Acts as a resource for colleagues with less experience; may lead projects with manageable risks and resource requirements  Solves complex problems and takes a new perspective on existing solutions; exercises judgment based on the analysis of multiple sources of information  Impacts a range of customer, operational, project or service activities within own team and other related teams; works within broad guidelines and policies

RESPONSIBILITY FOR THE WORK OF OTHERS:

Occasional Leaders: Occasional leaders lead some projects and serve as a team member on others. The coordinator will function independently regarding: communication and technical assistance to partners and funded agencies; development of problem solving approaches; budget and work plan review and recommendations for approval and modification; troubleshooting project and contract management activities; documentation and maintenance of relevant reports, correspondence, and contracts; meetings, appointments, and travel arrangements/schedule; collaboration and communication with multiple, diverse stakeholders.
