September 13, 2012 MEETING NOTICE Representative Robin Weisz, Chairman, has called a meeting of the INFORMATION TECHNOLOGY COMMITTEE. Date: Tuesday, October 9, 2012 Time: 9:00 a.m. Place: Harvest Room, State Capitol, Bismarck Agenda: Presentations by representatives of the Information Technology Department regarding the department's annual report pursuant to North Dakota Century Code Section 54-59-19, the statewide information technology plan for the 2013-15 biennium, recommendations of the State Information Technology Advisory Committee regarding major software projects for the 2013-15 biennium, and a report on the status of the Statewide Longitudinal Data System Initiative; by a representative of the Educational Technology Council regarding elementary and secondary education information technology initiatives; by a representative of the North Dakota University System regarding higher education information technology; by a representative of the Health Information Technology Office regarding health information technology activities; by a representative of the State Auditor's office regarding vulnerability assessment and testing of the Information Technology Department; and other presentations, including presentation and consideration of a bill draft to implement the provisions included in Executive Order 2011-20 and presentations of large information technology project reports Special Note: Anyone who plans to attend the meeting and needs assistance because of a disability should contact the Legislative Council staff as soon as possible. 64th North Dakota Legislative Session Voter Scorecard on Education North Dakota Council of Educational Leaders (NDCEL) Table of Contents Summary of session 1 Education Bill Description 2 Legislative Districts 3 Legislator votes 4-15 Legend Golden apple award (voted for education 70-100% of the time) Silver apple award (voted for education 50-69% of the time) Scorecard Summary The 64th legislative has concluded. The NDCEL organization closely monitored and advocated for our schools, our school employees, and our students as we worked through bills and proposed laws that would impact us in education. The NDCEL office tracked approximately 80 bills. In this voter scorecard report, we are highlighting 7 bills that had some of the most tremendous impact on K12 education. One bill that was extremely challenging for us to work on together was bill 1461 known to educators as the “anti-standards bill” sponsored by Representatives Jim Kasper, Rick C. Becker, Dosch, Kempenich, Ruby Streyle, Thoreson and Vigesaa and Senators Bowman, Dever and Larsen that sought to remove our ND State Standards, remove us from the state assessment, and remove the ability of the state superintendent to execute the role of decision making regarding standards and assessment. At the end of the day, the bill in its total scope was not voted on in the House of Representatives. That bill was “divided” and the only pieces that were voted on were on the assessment and on the role of the state superintendent. Because the vote was so very different from the implication of the actual bill, adding that bill to the voter scorecard was rather misleading.

Vernon Laning I assume all of these states have to have reciprocal agreements and we are essentially adding North Dakota into that. What is required in this expediting? Rep. Meier They have to be licensed fully in another state in order to obtain the license. They would have to go before the board. The qualifications would have to be very close to NO. If the board felt a license could be denied, they can deny it. Rep. Vernon Laning What we are doing is extending the courtesy of getting a temporary license to allow them to continue or to find a job rather than wait? Rep. Meier Correct. They would have to go through continuing education. Senator Dick Dever appeared in support of this bill. I understand the board of nursing was involved in this bill. Later we discovered this bill applies to other professions. He pointed out that foreign means out of state. If there was reciprocity, then this wouldn't be an issue. This allows that. Rep. Scott Louser I am wondering if the other professions even have a provisional license or a temporary permit definition to practice whatever that profession? Is this creating a new licensure status in professions that don't exist now? Senator Dever I think not.

JAEGER In accordance with Section 54-03-03 of the North Dakota Century Code, I certify the enclosed list is a true and correct record of members of the House of Representatives elected in the General Election held on November 8, 2016. The State Canvassing Board certified the results of the election on November 18, 2016. As specified in Section 16.1-15-45 of the North Dakota Century Code, Certificates of Election were then prepared by the Secretary of State and signed by the Governor, the Clerk of the Supreme Court (as the designated representative of the State Canvassing Board), and the Secretary of State. Each newly elected member of the Legislative Assembly was then issued their Certificate of Election (copies enclosed), as specified in Section 16.1-15-46 of the North Dakota Century Code.
