This resolution may be cited as the “South Carolina 24 Junior Reserve Officer Training Corps Initiative.” 25 26 SECTION 2. (A) There is created a Junior Reserve Officer 27 Training Corps Study Committee composed of nine members 28 charged with the duty and responsibility of studying the state and 29 federal laws and procedures relating to establishing Junior Reserve 30 Officer Training Corps programs in high schools and the 31 feasibility of establishing at least one unit of the Junior Reserve 32 Officer Training Corps at each high school in this State. 33 (B) One member of the committee must be a person with a 34 background in education appointed by the Governor from the State 35 at large. The member appointed by the Governor is the Chairman 36 of the committee. One member of the committee is the Chairman 37 of the Education Committee of the Senate, or his designee. One 38 member of the committee is the Chairman of the Education and 39 Public Works Committee of the House of Representatives, or his 40 designee. One member of the committee is the President of The 41 Citadel, The Military College of South Carolina, or his designee, 42 who must be a member of the faculty or staff of the college. One

1 [3942] 1 1 member of the committee is the Adjutant General of South 2 Carolina, or his designee, who must be a member of the Military 3 Department of South Carolina. One member of the committee is 4 the State Superintendent of Education, or her designee, who must 5 be appointed from among the full-time employees of the 6 Department of Education. 7 The State Superintendent of Education shall appoint three 8 additional members of the committee from the state at large. Of 9 these three appointees, one must be a commissioned Junior 10 Reserve Officer Training Corps instructor at a high school in South 11 Carolina that has a successful Junior Reserve Officer Training 12 Corps program, one must be the Superintendent of Education of a 13 local school district, and one must be the principal of a high 14 school. 15 Terms of committee members expire upon a change in the 16 member’s status that would have rendered the member ineligible 17 for appointment to the committee at the time of his appointment or 18 upon dissolution of the committee. Vacancies to the committee 19 must be filled in the same manner as the original appointment. All 20 members of the committee must be residents of South Carolina and 21 shall serve until their successors are appointed. 22 (C) The members of the committee are allowed mileage, per 23 diem, and subsistence at the rates provided by law for members of 24 committees and commissions and must be paid from funds 25 appropriated to the Department of Education for mileage, per 26 diem, and subsistence. 27 (D) The committee or any subcommittee thereof appointed by 28 the chairman may hold hearings, sit, and act at times and places 29 within the State as the chairman designates. The committee shall 30 report to the General Assembly by November 1, 2001, as to the 31 feasibility of requiring the Department of Education, county 32 boards of education, school districts, boards of trustees, and high 33 schools in this State to apply to the Department of Defense or the 34 Secretary of each of the branches of the Armed Forces of the 35 United States, as appropriate, for the establishment of at least one 36 unit of the Junior Reserve Officer Training Corps at each high 37 school in South Carolina. The committee shall make 38 recommendations concerning military training in high schools and 39 may report on any special matters. 40 (E) The Department of Education must provide the committee 41 with the necessary staff, secretarial support, legal counsel, and 42 material support from personnel employed by the department and 43 supplies on hand without additional compensation or expense.

1 [3942] 2 1 (F) The committee is dissolved on January 31, 2002, unless 2 reauthorized or continued by law. 3 4 SECTION 3. This joint resolution takes effect upon approval by 5 the Governor. 6 ----XX----
