Minutes

Minutes of the Meeting of Buckden Parish Council held on Monday 14th July at 8.00pm in Buckden Parish Institute.

1. In Attendance: Mr. g. Schofield, Ms. A. Peters, Mr. P. Breen, Mr. C. Clark, Mr. T. Berry (Clerk) CC Mrs. S. Marshall. & 3 Parishioners. Apologies were heard from: DC Mr. J. Roberts & Ms. H. Rogerson.

2. Minutes of the previous Meeting. There needs to be some amendment prior to their acceptance. Clerk to attend.

3. Declaration of Interests. Mr. Schofield stated he had an interest in item 7.1 as the proposed work was on his land therefore would not take place in discussion on this item. No other Councillors expressed any pecuniary or personal interest in any item on the Agenda when invited. The result of which may have made a difference as decisions or recommendations are being made.

4. Matters arising.

4.1 Mrs. A. Vetch – Proposed federation at Kettlewell and Upper Wharfedale School. (ref: 9051) Ms. Nicola Howells, NYCC, copy of above. (ref: 9052) Mr. Schofield introduced and welcomed Mrs. Vetch. He invited her to inform the Meeting of the meaning and consequences of ‘federation’ and how it would effect Kettlewell School and its pupils. The Consultation paper issued by NYCC which is included as an attachment summarises what Mrs. Vetch said. See attachment.

4.2 Ms. H. Rogerson - ? Resignation. (ref: 8918) – Defer.

4.3 Mr. T. Berry – Clerk, replacement. As no suitable candidate had come forward, Mr. P. Breen offered to carry the work out until one was found. Mr. Berry was given a card of thanks and the promise of a gourmet meal for 2 delivered to his door. Mr. Schofield offered to store the hard copy documents held by Mr. Berry.

4.4 Review of Buckden post TdeF. There were mixed feelings here. Mr. Schofield thanked all that had helped with its success but Mrs Marshall was asked when attending Meetings when the TdeF was discussed to report that there had been problems experienced by some traders in the Upper Dale. The atmosphere for visitors had been 100%. All visitors had had a memorable visit. Some of the criticisms included: Access road to the Upper Dale from Skipton closed too early, and restricted visitors. Numbers of visitors anticipated and ‘promised’ by Welcome to Yorkshire had not been realised. Traders who had employed staff to help deal with these visitors had to pay the staff but had not received the revenue due to the low numbers of visitors. Premises that provide refreshments and food had employed additional staff plus bought additional supplies. All this now had to be paid for but again their revenue could not cover the overheads. CC Mrs Marshall said there was a ‘Tour of Yorkshire planned for next year but this would not be coming into the Dales. Due to anticipated visitors Parishioners had had to lay on facilities for visitors that never materialised. This misinformation had cost parishioners quite a lot of money so were naturally disgruntled. Projected visitors were down 20 times from those forecasted. A member of Bradford Met had spoken to one Parishioner as their waste disposal wagon had not been able to access Buckden House due to the plastic chains across their entrance. This interaction had become very heated and the parishioner had been very upset. Mr. Schofield to resolve

4.5 Hubberholme signage. (ref: 8734) – Mr Schofield informed the Meeting he had the repaired sign and would make arrangements with Mr. M. Falshaw to erect it shortly.

4.6 Display of ‘Extract of 1850 Inclosure Award.) – deferred from June Meeting. Defer to August Meeting.

4.7 Mr. D. Lusted – requesting BPC do something about vegetation around junction between Stubbings Lane and Cray Rd. (ref: 8924) – deferred from June Meeting. BPC’s response. (re: 8951) This problem is to assessed by a Councillor prior to action being taken.

4.8 Thank you letter to Mr. J. Davies for organising and paying for marking posts around Village Green to be re-painted. (ref: 8950) – noted.

4.9 BPC thanks to PBS, contractors, for work done on Buckden Bridge. (ref: 8952) PBS’s acknowledgment. (ref: 8953) – noted.

4.10Mr. J. Roberts informing BPC, Mrs. S. Marshall has been awarded the OBE in Birthday Honours List. (ref: 8963) – Councillors offered their congratulations.

4.11Yorkshire Water – Reinstatement of outstanding work adjacent to water main. (ref: 8992) – The grassed area at the top of Stubbin Lane which was removed at the commencement of this work by Morrison’s on behalf of Yorkshire Water had been promised it re-instated. Residents of Cray and Hubberholme opinion to be sought prior to a request being made. Clerk to ask that the seeded areas be re-seeded next year should this be necessary.

4.12Receipt of ‘pick-up sticks, polythene bags and yellow flash jackets. (ref: 9046) Clerk to contact CDC to arrange their collection. Councillor to arrange the return of the water bottles (emergency supply) as these had not been needed.

5. Councillors Report.

Mr. Scofield invited CC Mrs Marshall for her report. Mrs. Marshall thanked Mr Schofield.  Had the Council received a letter from CDC highlighting that they were to stop cutting amenity areas, this was part of the cost cutting exercise. They would however cut areas where there was a ‘highway safety issue.’  There will be no cuts in bus services until 2016 although there is a review of bus services.  Concessionary Fares & bus passes – although central Government ‘give out’ £5 million, the Review Support Grant somehow camouflages how this is spent.  Grassington has received a ‘Community Bus’ at present it is not being used as there are problems sorting out insurance. This was being sorted out by County Hall but as there is such a delay, The Hub are now going to sort it. This may come to Buckden, no decision as yet has been made. Owing to the problems with buses, a 78 year old female parishioner had cycled from Gargrave to Airedale Hospital to keep an appointment. When asked how she’d managed she replied ‘she’d dismounted at roundabouts and walked round.’

Mr. Schofield thanked Mrs Marshall.

Mr. Berry then read out additional points highlighted by DC Mr. Roberts.  There was an on going problem with cars parking on the B6160 just south of Kettlewell in order to take photographs of the yellow flock of sheep.  CDC is currently looking at the proposed move of the custody-suite (cells) from Skipton to Harrogate, the development of a county wide Community Safety Partnership and we are examining car parking enforcement of CDC’s car parks, currently done by Harrogate!  The Council is looking at the feasibility of building houses to let in order to improve the Council’s income stream.  The National Park is working within its financial constraints. We will await news concerning the expansion to the North West.  The Brightenber Wind turbine farm (a site near Gargrave) has lost its appeal.

9.7 A Councillor informed the meeting that coaches were parking alongside the wall at the side of Buckden House between the main road and the access road round the back of Buckden House. This caused a problem of access as cars also parked adjacent to the grassed area in front of the Buck Inn. It was suggested that the Authorities could paint white lines in this area to make it a no parking area. A parishioner informed the Meeting that the Authority may elect to paint blue lines which has the same effect but is sometimes used in country areas. Clerk asked to see if could be arranged – Mr. J. Roberts asked for guidance.

As all business was concluded the chairman closed the meeting at 10.05pm.
