Motion by Kalo, seconded by Kokoski, to adopt Resolution. Secretary called for discussion. Commissioner Williams questioned #567, 568 & 569 – 3 – 2013 Dodge Avengers for Adult Probation, these should be held because there are fleet vehicles that are under utilized and rather than get new Commissioners could transfer some vehicles to them. Commissioner Kokoski asked if there were any fleet vehicles available. County Administrator Cordes said he has had this conversation with Commissioner Williams previously and don’t believe there are extra vehicles. Commissioner Williams said there are 19 vehicles. Lisa Hobart, Budget Director said Adult Probation is purchasing 1 vehicle but this reflects 3 separate account numbers from grants. County Administrator Cordes said there is a policy in place that employees need to use the county vehicles for travel, if nothing is available can use their vehicle and get reimbursed but this is vary rare occurrence and a lot of cars are used for local travel and the usually Columbus trips. Commissioner Williams said state auditors use their own cars and get reimbursed for mileage and if there are trips to Columbus, maybe a rental car and don’t pay for insurance. Commissioner Williams said Domestic Relations needs a vehicle takes from fleet. County Administrator Cordes said it has been 7+ years since the county bought new cars and the last time anything was purchased it was Ford Focus and Janice Mokosh checks out vehicles. Commissioner Williams asked her how many, Ms. Mokosh said she would look into the reports but could not give a number. Commissioner Williams said there have been many times that vehicles have been parked at local restaurants, County Administrator Cordes said vehicles are not checked out for this purpose, Commissioner Williams said he took pictures and will forward for review. Commissioner Kokoski asked if this could be reviewed, County Administrator Cordes said yes, but he would still check into insurance for liability purposes, as well as workers comp, portal issues, etc. Motion carried. ______(discussion was held on the above)

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby approve a request from LCCC/Connect Lorain County, a non-profit organization, for Twenty five (25) refurbished computers every other month, through September of this year (to a maximum of 100) from the Lorain County Solid Waste Management District. Connect Lorain County will continue to focus on providing a bridge across the digital divide to residents who have no computer skills or access to the Internet.

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby instruct the Clerk to advertise for proposals for the Lorain County Engineer’s Office for the Whitney Road Bridge #0214 Replacement in Pittsfield Township as follows:

NOTICE TO CONTRACTORS Sealed proposals will be received until 2:00 P.M. on April 2, 2013 in the Lorain County Board of Commissioners, 4th floor, Purchasing Department, 226 Middle Avenue, Elyria, Ohio for the furnishing of all labor, material and equipment for replacing the Whitney Road Bridge #0214 Replacement in Pittsfield Township in accordance with plans and specifications prepared by the office of Ken Carney, Lorain County Engineer. The work consists of the removal of the existing sandstone structure and construction of a precast box culvert with roadway improvements. All interested parties are welcome to attend the bid opening to be held immediately following the deadline, in the Lorain County Commissioners Public Hearing Room-D. All materials and equipment must meet the specifications of the Ohio Department of Transportation and shall include all necessary barricades, signs, lights, watchmen, etc., and work performed shall be under the supervision of Lorain County Engineer. All contractors involved with this project will, to an extent practicable use Ohio products, materials, services and labor in implementation of this project. Additionally, contractor compliance with the equal employment opportunity requirements of Ohio Administrative Code Chapter 123 is required. Bidders must comply with the prevailing wage rates on Public Improvements in Lorain County, Ohio as determined by the Ohio Department of Commerce, Bureau of Wage and Hour Administration, (614) 644-2239. The project is being funded in part with the Ohio Public Works Commission funds. Official bid documents and specifications can be obtained at the office of the Lorain County Engineer, 247 Hadaway Street, Elyria, Ohio between the hours of 8:00 A.M. and 4:00 P.M., Monday through Friday. Only bids prepared on the official documents obtained by the County Engineer will be accepted. A $30.00 non-refundable deposit is required for each set of bidding documents. Bids must be accompanied by a Bid Guaranty and Contract Bond in accordance with Section 153.54 of the Ohio Revised Code. Bid security furnished in Bond form, shall

146 be issued by a Surety Company or Corporation licensed in the State of Ohio to provide said surety.

Each proposal shall contain the full name or names of persons and company submitting the proposal and shall be enclosed in a sealed envelope marked “Whitney Road Bridge #0214 Replacement”. A non-refundable deposit of $30.00 is required for each set of bidding documents. The Board of County Commissioners reserves the right to reject any and all proposals and to waive any informalities or irregularities if it is deemed in the best interest of Lorain County to do so. Any interpretation, correction or modification to the specifications desired shall be in writing to James R. Cordes, County Administrator, 226 Middle Avenue, Elyria, Ohio 44035, and must be received at least four (4) working days prior to the date of bid opening. In the matter of accepting and journalizing ) the 2012 Report on Bridges for Lorain ) March 13, 2013 County )

WHEREAS, Ken Carney, Lorain County Engineer by letter dated March 6, 2013 submitted the following: “ This report is intended to summarize the condition of bridges (structures over 10 feet in clear span) on County and Township roads. We are responsible for inspecting 228 bridges ranging in span from 10 feet to 305 feet. 3 bridges rated 2 indicating critical condition (2 are not in service) 13 bridges rated 3 indicating serious condition 19 bridges rated 4 including poor condition 38 bridges rated 5 indicating fair condition 59 bridges rated 6 indicating satisfactory condition 55 bridges rated 7 indicating good condition 25 bridges rated 8 indicating very good condition 16 bridges rated 9 indicating excellent condition

Last year we completed the following Bridge projects: Gore Orphanage Road Bridge #0510 – Replaced existing twin steel culverts with concrete box culvert. Oberlin Road Bridge #0044 – Replaced existing structure with concrete abutments and pre-stressed concrete box beam deck. Funded 2013 Bridge Projects: Whitney Road Bridge #0214 – ¼ mile east of State Route 58, Pittsfield Township  Complete structure replacement

Dean Road Bridge #0103 – 1.0 mile north of State Route 113, Henrietta Township (Joint Project with Erie County)  Structure rehabilitation

Chamberlain Road Bridge #0210 – ½ mile south of State Route 303, Grafton Township  Complete structure replacement

In addition to the above, we also will be performing maintenance and repair work on various bridges. The bridges are inspected thoroughly once per year and monitored for any additional maintenance work. Thank you for your cooperation in this work.”

NOW, THEREFORE BE IT RESOLVED, by the Lorain County Board of Commissioners based upon the letter dated March 6, 2013 from Ken Carney, Lorain County Engineer we hereby accept and journalize the 2012 Report on Bridges for Lorain County.

In the matter of authorizing the Lorain County Sheriff ) to apply for the DARE grant in the amount of $23,567.44) March 13, 2013 which represents 50% of the DARE officer base salary ) for the nine month school year )

BE IT RESOLVED, by the Lorain County Board of Commissioners that we hereby Authorize the Lorain County Sheriff to apply for the DARE grant in the amount of $23,567.44, which represents 50% of the DARE officer base salary for the nine month school year.

Said local match is $23,567.44 to be paid from Acct#(Sheriff’s salary). Application is due to Office of Attorney General by April 5, 2013.

B. COUNTY ADMINISTRATOR

James R. Cordes said with the state budget discussions and all the restrictions he has been looked at the county bond issues to refinance to lower the overall costs because the county could loose the ability for taxes and this would hurt the ratings with Moody’s & Fitch’s. D. COMMISSIONERS REPORT

Commissioner Kalo said last week the Commissioners met with Leadership Lorain County it was a great discussion and thanked them for allowing them the participation. Commissioner Kalo attended the ground breaking of the Sheffield/Sheffield Lake Schools; new high school will be 7-12 Commissioner Kalo and Commissioner Williams attended NOACA and discussed turnpike and thanked Senator Manning and Transportation Committee for adding the amendments regards to the 90% funding that would stay north of SR30. Commissioner Kalo attended Solid Waste policy meeting and hopefully everyone has turned in grants, there is $300,000 available based on formula and recycling. Keith Bailey, Director – LCSWMD said there about 6 communities that have not updated the numbers and grant amount is based upon previous recycling year and numbers need to be reported by April 1. Commissioner Kalo said if communities do not report, they receive no grant. Commissioner Kalo was invited to Fligners and Great Lakes Meat yesterday and Director Daniels, Ohio Dept of Ag and honored them for farm to table and Ron Pickworth, Farm Bureau and Lorain Mayor Ritenauer were also present, congrats to Fligners. County Administrator Cordes said Fligners employees 125 employees.

Commissioner Williams said Team Lorain County had a great event and Sorrento’s has a great facility as well. Commissioner Williams attended wild game at Rochester Gun Club and in May they will have a fundraiser for an individual in North Carolina in supporting the troops and have gun competitions. Commissioner Williams thanked Senator Gayle Manning on the discussion of load limits and she is support of changing the amendment and stay at 80,000 limit rather than 90,000 ______(discussion was held on the above)

G. PUBLIC COMMENT (Please limit your comments to three minutes)

David Ashenhurst, Oberlin was in Columbus on March 6 for a state wide education day on fracking and oil and gas interest. He met with Senator Manning staff and Representative Ramos and it was also public library day. He stated next Tuesday he is going to Columbus from Chicago for League of Women Voters lobby day which will include fracking and there are 33 league of women voters around the state. There was also a lobbying day for Mental Health and Environmental which he did not attend but he indicated he knows a lot more about County Commissioners Association then most of the other people that are around there and suggested that the governmental county affairs person from CCAO to show up at some of these things to mingle and tell them what CCAO is and what their priorities are. Commissioner Kalo said CCAO has 4 different people that do government relations based on certain subject criteria, Cheryl Stuber oversees entire department. He said he introduces legislations each year but the website is a good source since there are many groups. Mr. Ashenhurst said yes there are lots of groups but not all statewide and maybe there should be information supplied on the tables from CCAO to make these grassroots lobbyist aware of the priorities of county commissioners and the discussions that have been had. Commissioner Kalo said he would relay this information to CCAO. ______(discussion was held on the above)
