PROPOSED TERMS OF REFERENCE FOR EIA STUDIES

The EIA shall cover the following:

Description of the proposed Expansion project: Description of the proposed expansion-cum-modification project forms a vital component of the Environmental Impact Assessment (EIA) as it provides the basis for evaluating the likely causes of Environmental Impacts.

For the existing units of M/s Jai Balaji Industries Limited (Unit IV) at Village - Banskopa, Dist - Paschim Bardhaman, P.S.- Coke Oven, Rajbandh, Durgapur – 713212, West Bengal, has obtained 1st EC from MoEF&CC, New Delhi on 28/08/2007 vide file no. J-11011/280/2007-IA(II)I and 2nd EC from MoEF&CC, New Delhi on 29/11/2010 vide file no. J-11011/496/2009-IA(II)I for ultimate production of 1,20,000 TPA sponge iron, 2x45 m3 MBF, 5x15 T Induction Furnaces, 73,596 TPA Ferro Alloys, 2,31,996 TPA Rolled Products, 3,50,000 TPA Coke Oven Plant, 3x3000 m3 PGP Plant and 85 MW captive power plant.

Now, M/s Jai Balaji Industries Limited (Unit IV) is proposing to expand its existing steel plant’s (Unit-IV) production capacity enhancement through modification / replacement / new addition of existing 2x45 M3 MBF to 2x75 M3 MBF to produce 1,33,650 TPA of hot metal, existing 5x15 T Induction Furnaces to 9x25 T Induction Furnaces with matching CCM to produce 8,91,000 TPA of Billets, existing Rolling Mill capacity from 2,31,996 TPA to 8,46,450 TPA of rolled products, existing Coke Oven Plant Capacity from 3,50,000 TPA to 3,90,000 TPA of Coke along with new installation of 2x16.5 MVA SAF to enhance SAF capacity from 3x16.5 MVA to 5x16.5 MVA to produce 1,81,500 TPA of Ferro Alloys, 1X45 MW new AFBC boiler based Captive Power Plant to enhance CPP capacity from 85 MW To 130 MW, 0.5 MTPA Iron Ore Beneficiation Plant to produce 5,00,000 TPA of iron ore concentrate, 1x21 M2 Sinter Plant to produce 2,31,500 TPA of Sinter, 1X25 T EAF & 2X25 T LRF with matching CCM to produce 1,81,500 TPA of Billets, PCI Plant to produce 13,200 TPA of pulverized coal.

The existing Steel Plant of M/s JBIL, Unit IV is situated at Village - Banskopa, P.S.- Coke Oven, Rajbandh, Durgapur - 713212, District Paschim Bardhaman, West Bengal. Its geo-graphical coordinates are Latitude 23°28’52.98"N to 23°29‘5.55"N and Longitude 87°20‘54.48"E to 87°21‘51.78"E with Above Mean Sea Level 228 ft (69.5m).

Proposed expansion-cum-modification project shall be installed on the available land, within the existing plant premises comprising of total 148.07 Acres (59.921 Ha) of land. The entire land is in possession of the Company. The land is already developed for the industrial use.

Existing Baseline Environmental Scenario: The baseline environmental data have been being generated for the period 1st December, 2020 to 28th February, 2021 for various environmental attributes such as Meteorology, Ambient air Quality, Surface and Ground Water Quality, Noise, Soil, Ecology, Demography and Socio-Economic Status etc.

The base line assessment is being carried out to identify potentially sensitive and critical areas that may be affected by the project in 10 km radius study area of the project site. The 10 km radius study area map is presented below:

Assessment of Environmental Impacts: Based upon the results from the review of existing information, field visits, site data collection and consultation, for each component of environment (physical, biological and socio economic) the positive, negative, direct and indirect, temporary and permanent impacts will be evaluated along with an indication of the degree of impact, i.e., whether the impact is significant, moderate, minor or negligible. The degree of impact shall also be quantified by using state of the art impact prediction models.

Monitoring Plan: Having identified the significant environmental impacts that are likely to arise as a result of the project, the project team shall specify what monitoring is required during the various phases of the project cycle.

The monitoring plan will identify parameters and frequency of monitoring and responsible organization.

Environment Management Plan and Mitigation Plan: For each significant negative impact identified, specialist shall work closely with the engineering team / technical consultants to suggest practicable measures to avoid or mitigate the impact. The mitigation of environmental impacts will be by three mechanisms.

 Introduction of mitigation features through the engineering practices.  Implementation of environmental controls during construction and operation.  Legislative control involving compliance with Indian environmental laws.

The Environmental management plan shall include an estimate of capital and recurring costs of mitigation measures and will identify the institutional framework for implementation.
