Members Present: Jenny Green, Devin Guillory, Jim McGraw, Gregg Obren, Missey Sullivan- Pope Jack Wenzel, Mercia Wolf and Superintendent Deb Olson. Call to Order: Board President Obren called the meeting to order at 5:30 P.M. Preview of the Agenda : Deborah Olson, Superintendent, previewed the agenda for the Board, administration and audience. Approval of Agenda: Motion #773-3-4-13, McGraw moved, seconded by Wenzel, to approve the agenda as presented. The motion was adopted 7-0 by unanimous consent.

*RECOGNITIONS: Bluff 5th grade students, Zavion Moses, Justin Klinkhammer, Justin Brewer, Connor Schlunz, and Brynn Comstock talked about how they use collaboration within their classes to clarify their own opinions, talk about their thinking, and justify their own opinions. *VIDEOS: The board viewed the student videos over anti-bullying and harassment from all of the schools in the district. GOLD KEY: The Gold Key recipient for March is Nancy Saionz. Nancy is a special education teacher at Clinton High School. "We Are Prouds" -CHS River King Nick Heimbaugh was one of 17 bowlers who qualified for individual honors at the Iowa State Bowling Tournament.; On Saturday, February 16th, all of the 6th, 7th, and 8th grade band students performed a solo for a judge for a rating. There were 72 Superior ratings, 48 Excellent ratings, and 5 Good ratings; Two teacher District teams will be presenting at the Iowa Association for Curriculum and Supervision during April of 2013. Terri Parker, Darcy Thornton, Erica Felkey, Carrie Luett, and Brenda Bentley, will be presenting, “Real Teachers, Real Problems, Real Solutions-A Real Professional Learning Community in Action"; and Terri Parker, along with Monica Swanstrom, Cindy Hufford, and Carla Hilgendorf, will be presenting, “Creating Iowa Core Literacy Units Through PLC Collaboration ”; On February 16th, our Clinton High School Special Olympics athletes competed in Basketball Skills at North Scott High School. 1st place winners who advanced to state competition were Ranae Reinhart, Kayli Maher, and Darrian Balk. 2nd place awards went to Tiffany Sims, Donald Hinz, and EJ Layne.; CHS Musical, South Pacific which was performed last weekend included over 65 performers from elementary school through high school; The American Red Cross bestowed its highest national award, the National Certificate of Merit, to Josh Hill. Josh is a Clinton High School student, who saved his father’s life administering life-saving CPR this past fall; CHS River Queen Erin Wenzel was named 2nd team All-MAC Conference in Basketball; The Second Annual Purple Valentines Campaign, sponsored by the Clinton School District’s Student Adventures Afterschool Program, in honor of the National Salute to Hospitalized Veterans Week, February 10 -16, produced nearly 400 valentines from students at WMS, LMS, and Whittier, Jefferson, Bluff, and Eagle Heights Elementary schools that were distributed to veterans at the Iowa City VA Hospital and the State of Iowa Veteran’s Home; As of February 25, 2013, over 14,000 Accelerated Reading Tests have been taken by students at Bluff Elementary; Lyons Middle School is proud of the ‘good citizens’ identified by a citizenship grade point average of 3.0 or better. There were 335 of the 391 north campus students who achieved this outstanding accomplishment; LMS Special Olympians participated at the district basketball competition held at North Scott High School on Saturday February 16. Winning 1st place honors for the middle school team and qualifying for the state competition at the University of Iowa in March were Brant Wiesner, John Smith, and Kylee Eldrenkamp. Earning 2nd place honors were Jordon Orr, Brandon Messmer, and Riley Gerber. Finishing with 3rd place honors was Kaleb Williams; LMS participated in the Pennies for Patients campaign.The LMS students and staff raised $633.22 to support Pennies for Patients; This is the first year for the CMS Swim team. This co-ed team was represented by 29 total swimmers – 14 boys and 15 girls. Each school was well represented with nearly equal numbers from both campuses. Elizabeth Drewelow was the head coach. Thanks to the support of Steve Erling and Ross Burns who supported the team at practices and meets as well many of the CHS swimmers who helped with life guarding; The district was recently notified that it will be honored with an Energy Efficiency Award at the 2013 Energy Summit in Cedar Rapids on April 30th. The Energy Summit is sponsored by Alliant Energy. The district is being recognized for the new CHS Fitness Addition/Renovation and its design that has resulted in less natural gas consumption; Whittier 5th grade students recently participated in an essay contest over what the American Flag meant to them. The first place winner was Erika Farwell. Other noted essays were done by Noah Hayton and Jenna Spencer. This essay contest was sponsored by the American Legion Post in Camanche; On February 27, 2013, Nurse Emily Randolph and EH staff came to the assistance of Pat Schwartz, head custodian who had suffered a major heart attack. Emily administered CPR and then utilized the school's AED. She and other staff members , provided care for Pat until emergency services arrived. Consent Agenda: Motion #774-3-4-13, Guillory moved, seconded by Wolf, to approve the consent agenda as presented. The motion was adopted 7-0 by unanimous consent. Items found in the consent agenda : - Minutes from the regular February 11, 2013 school board meeting. the February 25, 2013 Committee of the Whole meeting and the Board Budget Workshop on February 27, 2013. -Classified Employee Changes: Accepted the resignations of: Nicole Baker, bus driver, effective February 1, 2013; Cynthia Bechtel, Jefferson site coordinator, effective March 1, 2013; Douglas Witt, bus driver, effective March 5, 2013; and the termination of Helen Weeks, para-educator at LMS, effective March 4, 2013. -Certified Employee Changes include: Approved the retirement of Barbara Russell, 5th grade teacher at Whittier, at the end of the 2012-2013 school year.

Financial Report for November: Motion #775-3-4-13, Moved by Green and seconded by Sullivan-Pope. The motion carried 7-0. CFO, Jan Culbertson reviewed the monthly budget reports. Motion #776-3-4-13, Moved by Wenzel and seconded by Guillory. The motion carried 7-0. This motion was to approve discontinuing collection of bill payments to the district prior to July 1, 2010 due to unsubstantiated documentation. Motion #777-3-4-13, Moved by Wolf and seconded by McGraw for the district to purchase a Data Compromise Insurance Policy which will protect the district from Identify Theft from Employees. Cost of the policy is $670 per year.

Communications from the Public: Arica Jansen gave concerns about the middle school reductions. Dan McEleney spoke in favor of the Auto Trades Program. Margo Bousman spoke in favor of the Lincoln Campus. Linda Coppess spoke in favor of the Lincoln Campus and the Auto Trades Program.

New Business: 1. Approval of Budget 13-14 Publication: Motion #778-3-4-13, Moved by Sullivan-Pope and seconded by Wolf. The motion carried 6-1, Wenzel dissenting. This motion was to publish the Clinton Community Schools FY14 budget on March 14 and to set the public hearing date for March 25, 2013 at 5:35 P.M. This proposal includes setting: a $.33/PPEL; $629,816 for Management Fund; 9% for Instructional Support Income Surtax; Cash Reserve of $2,683,219, and SBRC cash reserve of $893,843. 2. Eagle Heights Turn lane Project - Motion #779-3-4-13, Moved by Green and seconded by Wenzel. The motion carried 7-0. This motion approved the engineering documents and put this project with a public hearing date on March 25, 2013. 3. 28E Agreement with the City - Motion #780-3-4-13, Moved by McGraw and seconded by Guillory. The motion carried 6-0 vote, Obren recused. This is a more formal agreement with the City that allows them to assist the district in facilitating the use of school facilities. 4. Staff Position Reductions - Motion #7793-4-13, Moved by Wenzel and seconded by Sullivan- Pope. The motion was defeated 0-7. This motion would have reduced: 4- 7/8 grade positions; 1-6th grade position; 6-K-5 positions; 1-HS World Language; 1-5-12 Instrumental Music; 1-Preschool; 1/2 Business Teacher; and 1 HS Auto Trades position. 5. Administrator Position Reduction - Motion #781-3-4-13, Moved by Guillory and seconded by Wolf. The motion was defeated 1-6 (Wenzel, Sullivan-Pope, McGraw, Guillory, Green, and Obren dissenting) This reduction was a change in duties from having an Associate Middle School Principal to a "Dean" of students position. 6. Tier III HS Program Motion #782-3-4-13, Moved by Green and seconded by McGraw. The motion was defeated 2-5 (McGraw, Guillory, Green, Sullivan-Pope and Wenzel dissenting). This motion would have supported the Tier III, RTI high school program in providing greater learning supports and opportunities for students by moving the program from the Lincoln campus. 7. Board Policy 603.4 Modification- Motion #783-3-4-13, Moved by Wolf and seconded by Guillory. The motion carried 7-0. The modification shows the additional language of making sure that Multicultural and Gender Fair Education is included in the district's C-Plan. 8. Early Retirement Plan Application - Motion #784-3-4-13, Moved by Sullivan-Pope and seconded by Wenzel. The motion carried 6-1 (McGraw dissenting). This motion approved waived the strict compliance for an early retirement application from Barb Russell due to a change in circumstances to Mrs. Russell. 9. Appointment of Chief Financial Officer and Secretary/Treasurer of the Board - Motion #785-3-4-13, Moved by McGraw and seconded by Wolf. The motion carried 7-0. This motion names Cindy McAleer as the Chief Financial Officer and Secretary/Treasurer of the Board effective April 1, 2013. This is necessary for state requirements. 10. Donations - Motion #786-3-4-13, Moved by Wenzel and seconded by Sullivan-Pope. The motion carried 7-0. The board approved $100 donations to Whittier, Jefferson, Eagle Heights, and Bluff Elementary LRCs from Vivi and Craig Smith; the CHS Engineering Club received $100 from Custom-Pak; Jefferson Elementary received 6 Nook tablets from Office Max, and the CHS Special Education Department received $600 from the Knights of Columbus.
