MULTINATIONAL (TANZANIA/RWANDA) FEASIBLITY STUDY FOR THE ISAKA-KIGALI RAILWAY PROJECT

GENERAL PROCUREMENT NOTICE (GPN)

1. The Governments of Tanzania and Rwanda have received a grant from the African Development Fund (ADF) to finance part of the cost of the feasibility study for the Isaka Kigali Railway Project and intend to use the proceeds of this grant for procurement of services under the study. The study will be jointly financed by ADF and the two Governments.

2. The specific objective of the study is to determine the optimal solution for the construction of a railway line between Isaka in Tanzania and Kigali in Rwanda along the Central Corridor with a view to providing Rwanda with access to the sea.

3. The feasibility study will be carried out in one phase and will comprise:

A. Binding Part a.1) a review of the existing rail infrastructure of the Tanzania Railways Corporation (TRC) and in particular the Dar es Salaam – Isaka link; a.2) the engineering design of the different alignment options for the rail link between Isaka and Kigali and their cost estimates; a preliminary study on the environmental and social impact of the project; an examination of the economic and financial feasibility of the project; an analysis of the institutional and operational framework of the existing railway; an analysis of the possible involvement of the private sector in financing works and in the management of railway infrastructure in the form of concessions (BOT, management contracts etc.); and a.3) a review of the general service levels of the Central Corridor (Rwanda-Tanzania) and the Northern Corridor (Rwanda-Kenya); an analysis of the current capacities in terms of traffic of the two corridors and recommendations for their optimal operation; a comparative cost-benefit analysis of (i) the existing modes of transport (Kigali to Isaka by road/rail from Isaka to Dar es Salaam and the all road route from Kigali to Dar es Salaam via Isaka) on the Central Corridor; and (ii) the proposed rail transport mode of all rail from Kigali to Dar es Salaam via Isaka.

The results of the study will be used by the consultant to determine the feasibility or otherwise of the Isaka – Kigali Railway Project and shall make appropriate recommendations on the optimum technical solution.

B. Conditional Part

The services necessary for the execution of the study shall be procured as follows: a) Prequalification of firms of consultants will be required; b) Requests for proposals shall be issued to firms short listed once prequalification; and c) Requests for proposals shall be issued to audit firms for the project audit services on the basis of a short list limited to firms from regional member countries.

5. The procurement of services financed from the grant shall be done in accordance with the Bank’s relevant rules of procedure. Only firms meeting the eligibility criteria as defined in the rules of procedure are allowed to participate in the procurement. Consultant firms shall be pre-selected in accordance with the rules of procedure for the use of consultants. Prequalification documents should be available by September 2005.
