Minutes of meeting held at the LINZ Offices, L7, 155 The Terrace, Wellington, on 15 March 2012 from 10am – 12pm.

Discussion
Agenda Item 1: Agree minutes from last meetings; review action points 1.1 Minutes from 19 January 2012 meeting agreed with an addition to paragraph 6.1 – add “further discussion required before decision being made”. 1.2 Review action points:
Item # 190112/1 - Advise on agency NZGOAL training needs to support the Declaration uptake. Training to be mid-late April, group members to discuss this within their agencies and come back with numbers.
Item # 021211/4 – Update next meeting on Open Government Partnership. CEs have only discussed it in general. Further discussions with all parties required.
Item # 021211/1 - Hold workshop in early 2012 to look at areas of confidentiality and metadata. DIA and Statistics NZ to pick this up if feedback from the Declaration adoption report indicates a need.
Item # 131011/2 Follow up on the Privacy Commissioner’s decision on the baby names database & 131011/2 Discuss further advice re non-personal information with Crown Law. Secretariat to email Crown Law advice to members.
Item # 030211/6 – Report back on agency’s or sector’s uptake of NZGOAL. Ongoing
Item # 030211/1 – Release the work programme papers online as a series called “Working Papers. Statistics NZ and Archives NZ to combine barriers papers and provide to Secretariat for release on ict.govt.nz 1 Item # 251110/3 – Next NZGOAL adoption report to include any agency cultural change issues. Ongoing.
Item #1410/4 - Invite the Department of Conservation and the Ministry of Transport to join the Working Group. Ongoing.
Agenda Item 2: Report back from 13 March CEs Steering Group Strategic meeting – oral report 2.1 Keitha updated the group on the CEs Steering Group meeting. Action: The Secretariat to circulate the final presentation to the CEs to the working group.
Agenda Item 3: Work Programme status report, including discussion on projects not yet commenced 3.1 Keitha talked the group through the tabled status reports. - Keitha asked the group if the diagrammatic format is still useful and relevant to the group. All agreed that both report status report formats are relevant and serve different purposes. It was suggested to perhaps align the colour schemes in both reports, using the traffic light approach, maybe in an additional column. 3.2 Reviewing and evaluating NZGOAL’s effectiveness was discussed. It was suggested this would be the Secretariat’s responsibility. Action: Statistics NZ to give a brief on their internal centralised data dissemination platform 3.3 It was agreed that the four projects which has never been started were still important; and that developing competencies and metadata advice were key enablers. Agenda Item 4: Declaration Guidance and Advice work programme update 4.1 Alison spoke to the tabled work programme update paper. Action: each member of this working group to prepare a case study by 1 July 2012, Alison and Keitha to assist where needed. 4.2 Keitha updated the group on agencies’ progress reports on adoption of the Declaration on Open and Transparent Government. The deadline for report backs was 12 March, 20 have been received so far. Keitha is pleased with this result and optimistic that reports will continue to come through. The aggregated report back will go to the CE Steering Group, then later to the Ministerial Committee on Government ICT 4.3 Analysis of the reports will inform next steps for the programme and assist with identifying a resourcing model beyond the Secretariat. Agenda Item 5: DIA Data Prioritisation pilot update
5.1 Nadia updated the group on the DIA Data Prioritisation pilot. She explained that there have been some issues around stewardship and ownership of data. Learnings so far include:
DIA Branch Data Champions identified the need for an internal policy on metadata required when creating new datasets. 2 there is confusion around applying NZGOAL. In some cases the owners of the data, in others the stewards, have been charged with this licensing. there is no clear weighting of high value outcomes; advice on aggregation is needed.
5.2 Richard Best offered to assist with NZGOAL matters.
5.3 It was suggested that there is a need for an Information Centre of Excellence to assist agencies.
5.4 Keitha acknowledged the helpfulness of this pilot.
Agenda Item 6: Framework for eResearch adoption 6.1 Rachael gave a verbal update.
Agenda Item 7: Mix and Mash competition update 7.1 Fiona Rigby was introduced. She spoke to the tabled paper.
Action: Keitha and Alison to follow up with Fran regarding a mini Mix and Mash in conjunction with the Digital Earth Summit in September.
7.2 Members advised that this paper was most helpful.
Agenda Item 8: Review of applicability of CC Public Mark for NZGOAL
8.1 Richard spoke to the tabled paper. He highlighted the recommendations in the tabled paper. Richard and Keitha are seeking feedback ahead of the paper being presented to the Office of the GCIO.
8.2 It was asked why Creative Commons Zero (CC0) wasn’t covered in this paper. Richard said the decision against its use was due to legal issues relating to copyright, which need to be considered in a wider range review of the Copyright Act which would be led by the Ministry of Economic Development. Richard will add a section on CC0 to the final report (taking this from the initial NZGOAL analysis).
8.3 Keitha to follow up on the wider range review of the Copyright Act.
8.4 Richard also advised that NZGOAL Guidance Notes would be issued when appropriate.
Agenda Item 9: Other Business
9.1 There was no other business.
Next meeting: The next workshop will be held on 26 April at 11am. The next full meeting will be held on 31 May at 10am
