REGULAR MEETING – MAY 16, 2017
The members of City Council convened for a Regular Meeting of the City of Bayou Vista City Council on Monday, May 16, 2017, at 6:30 p.m., at the Community Center, located at 783 ”C” Marlin Bayou Vista, Texas, (corner of Neptune and Marlin) concerning the following items:
A quorum of the City Council was present and included the following:
Mayor: Daniel Konyha Present Position 1: Bob Althaus Present Position 2: Mark Johnstone Present Position 3: Carlos Price Present Position 4: Louis Wortham Present Position 5: James L. Cook, III Present Legal Counsel was present. 1. Call Meeting To Order
Mayor Daniel Konyha called the meeting to order at 6:30 p.m. 2. First Order of Business
A. Announcement by the Mayor of the presence of a quorum that the meeting had been duly called, and the notice of the meeting had been posted in the manner prescribed by law.
3. Statement of Elected Officer and Oath of Office
A. Administer the Statement of Elected Officer and Oath of Office to Carlos Price – Alderman Position 3, and Louis Wortham - Alderman Position 4, declared as duly elected and certified as unopposed in the General Election Order approved by City Council, at the Regular Meeting February 28, 2017.
The Oath of Office was administered by Mayor Konyha to both Alderman Carlos Price Position 3 and Alderman Louis Wortham Position 4.
4. Roll Call
Roll call was taken as reflected above. 4. Pledge of Allegiance
The Pledge of Allegiance was led by Mayor Konyha.
6. Citizen’s Comments on Agenda Items Only 7. SPECIAL REPORTS AND PRESENTATIONS
A. Presentation of plaque to Mark Johnstone for his service to the City of Bayou Vista.
Mayor Konyha presented Mayor Pro Tem Mark Johnstone with a plaque of appreciation for his many years of service to the City.
B. Special Reports by Aldermen – if any.
Mayor Pro Tem Mark Johnstone gave report of the next Galveston County Transit Board meeting will be held in July, the Galveston County Health Department – Animal Control next regular meeting will be in August, and he will continue on the committee to work with Texas City, LaMarque and Commissioner Holmes to work on the upcoming budget for the Galveston County Health Department – Animal Control.

8. ACTION ITEMS A. Consider and take possible action to declare a vacancy in Position 2 of the City Council.
A motion was made by Alderman Carlos Price to declare a vacancy in Position 2 of the City Council.
The motion was seconded by Alderman James Cook.
Motion carried all in favor. B. Consider and take possible action to request resumes for those interested and make an appointment to fill Position 2 at the next Regular Meeting of May 30, 2017, or thereafter, with the appointment expiring in May of 2018.
A motion was made by Alderman Carlos Price to approve the Mayor’s recommendation to request resumes for those interested and make an appointment to fill the Position 2 at the next Regular Meeting.
The motion was seconded by Alderman Bob Althaus.
Motion carried all in favor.

Aldermen Comments
The Aldermen expressed the thanks to Mark Johnstone for his many years of service to the City.
Mayor’s Comments
Mayor Konyha thanked Mr. Johnstone not only for his service on Council but for the many committees he has served on behalf of the City of Bayou Vista. He also expressed that he will be truly missed and his shoes will not be filled easily.
10. ADJOURNMENT
A motion was made by Alderman Bob Althaus, seconded by Alderman Lou Wortham, duly put and unanimously carried, the Council adjourned at 6:43 p.m.
