Application

1. Is there a need to submit an original CP application letter?

There is no statutory requirement for a "CP application letter" however as support to a district business practice, Districts may request an application letter for purposes of identifying priority applications and initiating internal district processes etc.

2. Is there a need to submit a FS581 for a Road Permit Application?

Yes, however, RTEB (Engineering Section) is currently reviewing the information requirements for the FS581 in light of the ESF submission requirements. It is expected that the same information can be captured in ESF submission. Through the transition period from the FPC to FRPA, the application form captures the 3 situations where Road Layout & Design is required to be submitted to the DM in paper form

Amendments

3. If an amendment has been submitted in ESF for a Road Permit, the tenure holder cannot submit a new amendment to the same Road Permit until the first is processed and cleared in the inbox. Is there a solution for this problem?

There is a release coming to FTA that will allow amendments to come in without the approval of the first submitted amendment. This solution does not extend to cut blocks. Stay tuned to FTA release information bulletins:

4. Are amendments to Road Permits signed by a District Manager?

Yes, a road permit only authorizes road(s) shown on the exhibit A map which is attached to the issued and signed road permit and the DM (or designate) also issues any subsequent amendments.

Submissions in ESF must be accompanied by Spatial (GML)

For Salvage Cutting Permits, where the DM does not require a spatial submission (usually less than one hectare) the submission may be submitted directly into FTA and not via ESF by Districts.

However, if the DM requires a spatial submission then spatial information must be submitted to ESF by the licensee. Please note that EFS allows for the optional submission of spatial information for a cutblock less than one hectare.

6. Can Forestry License to Cut be submitted in ESF with no spatial information? What about Professional Forestry Licence to Cut?

For Forestry License to Cut, where the DM does not require a spatial submission (usually less than one hectare) the submission is submitted directly into FTA and not via ESF by the districts. Same will apply to Professional Licence to Cut. All B07c will be submitted to FTA by districts

ESF allows the optional submission of spatial information for a cutblock less than one hectare.

7. When will you be able to do spatial retirements in FTA

Currently scheduled for January 31, 2006 release.

8. When does minor salvages (less than 1 ha) spatial information get placed in the database?

For an approved Cutting Permit where there is no spatial for Cutblocks less than one hectare is not required. The District Manager may request the spatial be submitted through FTA or RESULTS

General

9. There appears to be a conflict with the submission as it overlaps with a private lot. The licensee has verified and located the corner pins of the private lot has determined that there is no conflict on the ground. What is the procedure to ensuring that the area will receive clearance?

Licensee checks with Tenure Management System (TMS): http://extranet7.for.gov.bc.ca/tms (Security Authorization required)

10.Is there a place for Non-status roads?

There will be a home for them soon - they will be recorded in the Spatial Capture Tool (SCT) under non-revenue generating tenures and training is now underway.

11.Who will be responsible for submitting SUP and Occupation Licence to Cuts?

For major licensee, Woodlots, Community Forest Agreement and Community Salvage Licence, submissions for Special Use Permits and Occupation Licence to Cut’s will be the responsibilities of the licensees.

The District will be responsible for application by others (non-major licensees). See ESF Responsibility Matrix ( June 29)
