CRICKHOWELL TOWN COUNCIL

The following are the minutes of the Council Meeting that was held on Tuesday, 15 th April 2014 in the Crickhowell Resource and Information Centre, Beaufort Street, Crickhowell, commencing at 7.15 pm.

PRESENT: Councillors: V P Games, G J Jackson, P Williams, I Kovaleva, D Williams, S Roach, C M Dietz, A Hughes and the Mayor, A Jeremiah.

APOLOGIES FOR ABSENCE: Cllr A M D'Anna & Cllr R Dykes.

IN ATTENDANCE: 2 members of the public and Mrs J Pritchard, Clerk.

PREVIOUS MEETING 4669 On a proposal by Cllr Hughes, seconded by Cllr Kovaleva it was agreed by all those who had been present at that meeting, that the minutes of the 18th March 2014 be signed as a true record of that which took place.

MATTERS ARISING from the previous meeting (for information only). 4670

(4659) Traffic Lights at Glangrwyney - it was noted that these traffic lights have finally gone.

(4659) Ty Canol Flats - Cllr Jeremiah reported that work to these flats will be done this September, she said a big well done to Council especially Cllr Hughes for bringing it to this Councils attention and said that the letters from Council helped to move the maintenance forward.

(4659) Closure of the Layby near Elvicta - Cllr Jackson said that he has failed to contact Dean Williams direct to ask him about the closure of the layby but will keep trying.

(4661) Correspondence Item 9 - Cllr Jackson said that he has not received a reply to his letter regarding the badly spelt red signs at the bottom of Llanbedr Road but he will follow this up.

(4664) Signage Rationalisation Study - Cllr Jeremiah asked for this to be on next months agenda.

197 COUNTY COUNCIL MATTERS 4671 As County Cllr Morris was not present there was nothing to report.

1. PCSO Stephen Legg - Report February 2014. Noted 2. Mr Roger White, copy of letter to PCC regarding the Layby adjacent to the bowling green. Previously Circulated. 3. BBNPA, acknowledgement of CTC letter re Local List. On a proposal from Cllr Jackson, seconded by Cllr D Williams it was agreed to write to the BBNPA asking for confirmation regarding the Local List for Crickhowell and whether or not they intend to drop it. 4. Llangynidr Community Council, 5 Councils Report. Previously Circulated. 5. Bronwen Bermingham - Internal Auditors Report. Noted. 5a. Bronwen Bermingham - Addendum to Auditors Report. Noted. 6. Paul Egan, One Voice Wales re Pensions Auto Enrolment Guide. It was noted that the Pensions for both employees need looking at 18 months prior to the staging date of 1st July 2016. 7. Local SLCC Branch - Pension Enrolment. Noted. 8. Cllr A Jeremiah - Report on BBNPA Meeting 29th March 2014. Previously Circulated. 9. Cllr D Williams re PCC & Car Parking Ideas for Crickhowell. Cllr D Williams apologised for the misunderstanding at last months meeting and proposed that a team be put together to look at the Parking Problems in Crickhowell, Cllr Kovaleva, Cllr D Williams, Cllr Jeremiah, Cllr Dietz and Cllr Roach volunteered for this. 10. PCC - Consultation on PCC Common Housing Allocations Policy. Noted. 11. Cllr A Jeremiah - Report on Maesyffynnon Meeting 3rd April 2014. Previously Circulated. 12. Cllr D Williams re Speed Indication Sign Recall. Cllr D Williams reported that the SID sign is due to be returned on the 23 rd April following its recall by the manufacturer and said that Alan Davies, PCC is ready to do a test installation probably at Llanbedr Road which will be followed by the other 3 locations. 13. One Voice Wales Area Meeting Agenda 11th April 2014. Cllr V P Games attended 14. Powys County Council re Outdoor Recreation Inspection. Agreed. 15. Roger Williams MP re Nominate local good cause in Brecon & Radnorshire for grant from Lloyds Banking Group. Cllr D Williams had applied to this for £3000 towards the Youth Shelter. 16. One Voice Wales re Membership for 2014-15. Noted. 17. PCSO Stephen Legg - Report March. Previously Circulated. 18. Michael Richards email re Litter Increase. Previously Circulated. 19. One Voice Wales re Area Committee Meetings 2014/15. This would be agreed at the Annual Meeting in May. 20. Local Government Finance & Performance re The Legislative Reform. Noted. 21. One Voice Wales re Code of Conduct Training 23rd April. Previously Circulated. 22. Cllr D Williams re Bin at Rest and Refresh. Agenda Item.

198 23. Cllr D Williams re Newport Outdoor Group Walk. It was agreed to send a letter to this organisation asking them to park responsibly at their forthcoming event on the 26 April. 24. Cllr D Williams re Crickhowell Litter and Graffiti Issues.

PC Andy Pole and PCSO Stephen Legg arrived at the meeting and Cllr Games proposed that Council go out of session for 5 minutes to ask them some questions on the Graffiti problems around the town, this was seconded by Cllr D Williams and unanimously agreed. PC Pole said that the only graffiti that he was aware of was on the side of the CRiC building, he said that he would look at the other locations retrospectively but asked members to ring in any fresh incidents on the 101 number.

ACCOUNTS 4673 On a proposal by Cllr Games, seconded by Cllr Jackson, Council approved the finances for April. For 7, Abstentions 2.

CO-OPTION OF ELSA JONES TO COUNCIL 4674 The completed application form had been circulated to all members prior to last months meeting, following a brief discussion Cllr Jackson proposed that Elsa Jones be co-opted to Crickhowell Town Council, this was seconded by Cllr Hughes, For 8, Abstentions 1.

199 NEW LAWNMOWER FOR THE CEMETERY 4675 The groundsman had obtained a quote from Webbs for a new Honda lawnmower HRX476 for £925 including VAT, the Clerk explained that there was £100 cashback from Honda Directly and Webbs were giving £50 part exchange for the old one, therefore the basic cost was £629.17. Cllr Games proposed that Council approve this deal, this was seconded by Cllr Roach, For 2, Abstentions 7.

RURAL HOUSING ENABLER REPORT 4676 Cllr P Williams said these figures were not accurate as the report states that Crickhowell has seen no change in the number of households since the 2001 census but since 2008 Crickhowell has had 24 low cost houses plus the odd self build and flat conversion amounting to a total of around 30, so there should have been an increase in the number of households. Cllr P Williams proposed that this Council ask for more information regarding the static number of households mentioned in the report such as - are there more empty houses or second homes in Crickhowell or is there a flaw in the way the statistics are collected? It was also agreed to ask for a breakdown of those on the waiting list to find out where these people are now and whether they are currently living within a 6 mile radius of Crickhowell or not.

ONE VOICE WALES - DEVOLUTION OF SERVICES TRAINING 4677 It was noted that One Voice Wales were offering to run Training on the Devolution of Services to groups of up to 20 people at a cost of £400 similar to the Planning Training undertaken last year. Following a brief discussion the Clerk agreed to contact the 4 Community Councils to find out if they had any members interested in attending this training.

CRICKHOWELL OPEN GARDENS 4678 Cllr Dietz informed Council that there were now 25 homes opening their gardens on Sunday 22nd June, she said that they were hoping to produce a 1 sided leaflet with a programme of all the open gardens to be left at Tourists Information Centres and CRiC and they would like to incorporate the towns businesses by inviting them to have a special offer or promotion on the day which can be advertised on a flyer or in the brochure, Cllr Jeremiah read out a drafted letter to the traders and asked for permission to send this out, this was proposed by Cllr Games, seconded by Cllr Jackson and unanimoulsy agreed. Cllr Dietz then went on to explain that free parking has been secured at the Football Ground, Elvicta, the High School and the Manor Hotel and there will be stewards selling the programmes at these sites. Funding is needed for the printing of the leaflets at £60-£100, the programme ticket and map of between £225 and £315 depending on numbers printed and a shuttle bus available for the day at around £150. Cllr Jackson proposed that Council approve a budget of up to £650 for this project, this was seconded by Cllr D Williams and unanimously agreed. 200 LITTER BIN AT THE BEVAN MEMORIAL (REST & REFESH) 4679 Cllr D Williams informed Council that staff from the Red Indigo are cleaning the Rest and Refresh and the pavement all the way through to the White Hart, during a discussion with the owners, Cllr Williams thanked them for doing this and they suggested putting a litter bin near the Rest and Refresh which they would take responsibility for emptying on an as needed basis. Cllr D Williams had previously obtained and circulated a quote for a 50 Litres, lockable and heavy duty wall mountable bin which could be attached to the Lamp post or the wall at a cost of £107.14 plus VAT, members discussed whether or not this bin was fire proof, Cllr D Williams said that he would check and proposed that Council approve a budget of up to £200 for the purchase of a bin, this was seconded by Cllr Dietz, For 10, Abstentions 1. Cllr Jackson said that Red Indigo were making themselves very welcome in the town and suggested writing a letter of thanks, Cllr D Williams also mentioned that they are now employing local bar staff as opposed to the original staff from Hay on Wye and it was agreed to write a letter of thanks following the installation of the bin.

MEMORIAL TREES 4680 Cllr P Williams reported that with the help of Mr Gwyn Dix they have planted 10 Fruit Trees, 5 in the Oakfield Drive Jubilee Park, consisting of 4 apple trees and 1 pear and 5 on the Green between Llanbedr Road and Day y Grug, 1 pear, 1 cherry , 1 plum plus 2 apple trees. Cllr P Williams continued saying that permission has been given for 10 trees at Dan y Grug and suggested that instead of a Memorial Bench residents could plant a Memorial Tree with this Councils permission and advice. Cllr Jeremiah thought that this was a lovely idea, the new trees look really nice and a plaque could be added dedicating it to a loved one which would be cheaper than a bench. On a proposal from Cllr Williams, seconded by Cllr Dietz, Council unanimously agreed to this idea.

TOWN COUNCIL WEBSITE 4681 The draft website was shown on an overhead projector for Councillors to view and it was agreed that the site was relatively easy to navigate. Cllr Dietz said that for a one off fee of £25 Council could have a slideshow type header containing more photographs, this was proposed by Cllr Dietz, seconded by Cllr Jackson and unanimously agreed. Cllr Dietz also suggested that the website go live so that the Clerk and/or Councillors can add to it, it was agreed that the site was currently a bit empty and if it were to go live there should be a banner stating "Still under construction" or similar. Cllr Dietz also said that all Councillors need to decide whether or not to have a photograph with their details and not half and half as on the current CRiC website. Cllr Dietz asked to keep this on the agenda again for next month.

201 RECREATION MEETING & FINANCE MEETING 4682 The reports of the Recreation Ground Committee Meeting and the Finance Committee meeting which were held on the 11th March 2014, previously circulated, were received, proposed by Cllr Games, seconded by Cllr Jackson and accepted as a true record.
