Subject:- MONSOON-2016: DAILY MONSOON / FLOOD SITUATION REPORT

1. CENTRAL WATER COMMISSION (DAILY WATER LEVELS AND FORECASTS FOR LEVEL FORECAST SITES)

According to the Central Water Commission (CWC) report dated 25/07/2016, 03 High and 22 Moderate flood sites have been reported in Arunachal Pradesh, Assam, Bihar, Uttar Pradesh & West Bengal.

HIGH FLOOD SITUATION i) River Beki at Beki Road bridge , District- Barpeta , Assam is flowing at 45.83 m against danger level 45.1 m with Rising Tread. ii) River Brahmaputra at Dibrugarh, District- Dibrugarh, Assam is flowing at 106.05 m against danger level 105.7m with Rising Trend. iii) River Sankosh at Golokgang, District- Dhubri,Assam is flowing at 30.58m against danger level 29.94 m with falling Trend.

MODERATE FLOOD SITUATION

i) River Siang at Passighat, Distt-East Siang, Arunachal Pradesh is flowing at 154.01 m against danger level 153.96 m with Steady Trend. ii) River Subansiri at Badatighat, Distt-Lakhimpur, Assam is flowing at 82.9 m against danger level 82.53 m with Rising Trend. iii) River Buridehing at Chenimari (Khoang), Distt -Dibrugarh, Assam is flowing at 103.44 m against danger level 102.11 m with Rising Trend. iv) River Brahmaputra at Dhubri, District- Dhubri, Assam is flowing at 29.4 m against danger level 28.62 m with Rising Trend. v) River Brahmaputra at Goalpara,Distt- Goalpara, Assam is flowing at 36.39 m against danger level 36.27 m with Rising trend. vi) River Brahmaputra at Guwahati, Distt- Kamrup, Assam is flowing at 49.83 m against danger level 49.68 m with Rising trend. vii) River Jiabharali at NT Road crossing Jiabharali, District-Sonitpur, Assam is flowing at 77.45m against danger level 77.0 m with Steady Trend. viii) River Brahmaputra at Neamatighat, District-Jorhat, Assam is flowing at 86.77 m against danger level 85.04 m with Steady Trend. ix) River Dhansiri(South) at Numaligarh, District-Golaghat, Assam is flowing at 78.15m against danger level 77.42 m with Rising Trend. x) River Puthimari at Puthimari NR RD Xiang, Kamrup, District-Kamrup, Assam is flowing at 53.03m against danger level 51.81 m with Steady Trend. xi) River Brahmaputra at Tezpur, District- Sonitpur, Assam is flowing at 65.97m against danger level 65.23 m with Rising Trend. xii) River Kosi at Baltara, District Khagaria, Bihar is flowing at 34.89 m against danger level 33.85 m with Steady Trend.

xiii) River Bagmati at Benibad, District-Muzzafarpur, Bihar is flowing 49.37 m against danger level 48.68 m with Steady Trend. xiv) River Mahananda at Dhengraghat, District-Purnia, Bihar is flowing at 36.99m against danger level 35.65 m with Rising Trend. -2-

xv) River Ghagra at Gangpur Siwan, Distt- Siwan, Bihar is flowing at 57.11 m against danger level 57.04 m with Steady trend. xvi) River Mahananda at Jhawa, District- Katihar, Bihar is flowing at 32.45 m against 31.4 m with Steady Trend. xvii) River Ghagra at Ayodhya, District-Faizabad, U.P is flowing at 92.83 m against danger level 92.73 m with Rising Trend. xviii) River Repti at Balrampur, District-Balrampur, U.P is flowing at 104.72 m against danger level 104.62m with Falling Trend. xix) River Ghagra at Elginbridge, District- Bara Banki, UP is flowing at 106.52 m against danger level 106.07m with Steady Trend. xx) River Ghagra at Tutipar , District- Ballia, UP is flowing at 64.02m against danger level 64.01 m with Falling Trend. xxi) River Ganga at Farakka, District- Murshidabad , West Bengal is flowing at 22.68 m against danger level 22.25 m with Steady Trend. xxii) River Torsa at Ghugumari, District- Coch Bihar, West Bengal is flowing at 40.43 m against danger level 40.41 m with Steady Trend.

2. IMD WARNING DURING NEXT 05 DAYS:-

25 July (Day 1 ): ♦ Heavy to very heavy rain very likely at a few places with extremely heavy falls at isolated places over Sub-Himalayan West Bengal & Sikkim. Heavy to very heavy rain very likely at isolated places over Bihar, Assam & Meghalaya, Arunachal Pradesh, Coastal Karnataka and Kerala; heavy at isolated places over Jammu & Kashmir, Himachal, Uttarakhand, Uttar Pradesh, East Rajasthan, West Madhya Pradesh, Vidarbha, Gangetic West Bengal, Bengal, Marathwada, South Interior Karnataka and Lakshadweep.

26 July (Day 2 ): ♦ Heavy to very heavy rain very likely at isolated places over Himachal Pradesh, Uttarakhand and West Uttar Pradesh; heavy at isolated places over Jammu & Kashmir, East Uttar Pradesh, East Rajasthan, West Madhya Pradesh, Gujarat region, Konkan & Goa, Madhya Maharashtra, Marathwada, Vidarbha, Bihar, Sub-Himalayan West Bengal & Sikkim, Assam & Meghalaya, Arunachal Pradesh, South Interior Karnataka, Kerala and Lakshadweep.

27 July (Day 3 ): ♦ Heavy to very heavy rain very likely at isolated places over Gujarat region, Konkan & Goa and Coastal Karnataka; heavy at isolated places over Himachal Pradesh, Uttarakhand, Rajasthan, Saurashtra & Kutch, Madhya Maharashtra, South Interior Karnataka and Kerala.

28 July (Day 4 ): ♦ Heavy to very heavy rain very likely at isolated places over Gujarat region, Konkan & Goa and Coastal Karnataka; heavy at isolated places over Himachal Pradesh, Uttarakhand, West Rajasth an, Bihar, Assam & Meghalaya, Arunachal Pradesh and Saurashtra & Kutch. 29 July (Day 5): ♦ Heavy to very heavy rain very likely at isolated places over SubHimalayan West Bengal & Sikkim; heavy at isolated places over Uttarakhand, Bihar, Assam & Meghalaya, Arunachal Prades, Konkan & Goa, Coastal Karnataka and Kerala.

3. WEATHER OUTLOOK FOR SUBSEQUENT TWO DAYS (27/07/16 TO 29/07/16):- ♦ Rain at most places very likely along west coast. ♦ Rain at many places very likely over west, central, east, northeast India and Andaman & Nicobar Islands.

4. NDRF OPERATIONAL DEPLOYMENT (41 Teams – 1616 personnel)  In (Silchar, Distt.- Cachar ) Assam, 01 team consisting of 36 personnel of 1st Bn NDRF has been deployed since 18-05-2016 for emergency response and team stationed at District Sports Association Stadium Silchar.  In (Distt-Jorhat), Assam, 01 team consisting of 36 personnel of 1st Bn, NDRF alongwith 04 boats left from BHQ at 090700 hrs to Jorhat, Assam in c/w prepositioning for monsoon and team reached Composite Trg Centre Lisubani, Distt-Jorhat (Assam) at 090100 hrs. On 24.07.2016, 15 rescuers carried out recce in flood affected areas of Vill-Huganpara & Varmathouri under Teok circle,Distt-Jorhat from 241315 hrs to 241645 hrs and returned to its loc at 242010 hrs  In ( Distt.-Berpata/Kokrajhar), Assam, 01 team consisting of 44 personnel of 1st Bn, NDRF alongwith 04 boats left from BHQ at 090800 hrs to Distt- Berpata, Assam in c/w prepositioning for Monsoon and team reached Barpeta (Assam) at 091400hrs. On 23.07.2016, 16 rescuers left along with 02 boats at 230930 hrs for Vill- Bangla Jhara Kokrajhar (Assam) in c/w flood like situation. Today team from already deployed loc at Distt-Kokrajhar,Assam left at 250600hrs for Vill-New Bangla Jhara, Distt-Kokrajhar for flood rescue operation and team reached at 250700hrs and started ops and continue.  In ( Tejpur, Distt- Sonitpur), Assam, 01 team consisting of 37 personnel of 1st Bn,NDRF alongwith 04 boats left from BHQ(By road) at 100700 hrs to Tejpur, Distt- Sonitpur, Assam in c/w prepositioning for Monsoon and remaining 26 rescuers moved at 101600 hrs by train No.15615 Kamakhya Dekargoan Exp. and reached Circuit house Tejpur at 102130 hrs.

 In (Distt-24 Pargana South,) W.B, 01 team consisting of 40 personnel of 2nd Bn, NDRF has been deployed since 22.06.2016 in connection with prepositioning deployment. Team reached at 1400 hrs.

 In ( Distt-24 Pargana North,) W.B, 01 team consisting of 38 personnel of 2nd Bn, NDRF has been deployed on 23.06.2016 in connection with prepositioning deployment alongwith 04 boats and flood related equipment. Team reached at 231730 hrs. Team on Standby.

 In (Distt-West Medinipur) W.B, 01 team consisting of 36 personnel of 2nd Bn, NDRF has been deployed on 25.06.2016 in connection with prepositioning deployment alongwith 04 boats and flood related equipment.  In ( Distt- Siliguri/Alipurduar) WB, 01 team consisting of 35 personnel of 2nd Bn, NDRF was at Siliguri , Darjeeling, WB for flood rescue ops. On 24.07.2016, 35 rescuers along with 04 boats left at 241800 hrs from already deployed at Siliguri (WB) in c/w Flood rescue operation at Distt-Alipurduar (WB) and team reached at 240045hrs.

 In (Siliguri, Distt- Darjeeling) WB, 01 team consisting of 35 personnel of 2nd Bn NDRF has been deployed on 24.07.2016 in c/w flood rescue ops and team enroute.

 In (Kerala Police Academy Thrissure) Kerala, 01 team consisting of 46 personnel of 04th Bn NDRF has been deployed since 14.06.2016 in c/w Prepositioning Deployment and reached on 151615 hrs. On 24.07.2016 (25 rescuers) already deployed at Distt-Thrissure (Kerala) left along with 02 boats at 240415 hrs for Vill-Valanchery, Distt –Malapuram in c/w drowning 01 person in Kundipuzha river. Team reached at 0730 hrs and ops start at 0810 hrs.01 dead body retrieved by local authority and ops called off at 1100 hrs, team preparing for move to coy location.

 In ( Allahabad) U.P, 01 team consisting of 40 personnel in which 03 rescuers of 4th Bn, NDRF alongwith 12 boats left BHQ at 130500 hrs for Allahabad (U.P) by road and remaining 37 rescuers left at 131330 hrs by train No. 12295 Sangmitra Express and team reached at Varansasi 150655 hrs and 03 persons by road are reached at 161245 hrs. On 17.07.2016, team alongwith 04 boats left Varanasi location at 0740 hrs for Allahabad by train and reached there at 171700 hrs.

 In ( Lucknow) U.P, 01 team consisting of 40 personnel of 4 Bn NDRF personnel left BHQ at 140830 hrs for Allahabad(U.P). Further team left at 141300 hrs from Chennai Railway Station by RMM MUV Express-15119 and team reached at 160630 hrs. On 17.07.2016, team along with 04 boats left Varanasi location at 0700 hrs for Lucknow and reached 171720 hrs.

 In (Distt.-Ghaziabad) UP, 02 teams consisting of 72 personnel of 05th Bn NDRF has been deployed wef. 04.07.2016 for further operational deployment and reached at 071830 hrs.

 In (Distt-Surat) Gujrat, 01 team consisting of 35 rescuers of 6 Bn NDRF alongwith 03 boats left BHQ at 071155 hrs for Distt-Surat, Gujarat in c/w prepositioning for Monsoon and team reached at 071615 hrs.  In (Distt-Amreli) Gujarat, 01 team consisting of 36 rescuers of 6 Bn NDRF alongwith 03 boats left BHQ at 071200 hrs for Distt-Amreli, Gujarat in c/w prepositioning for Monsoon and team reached at 071920 hrs.

 In ( Pehalgaon, Srinagar, J & K), 01 team consisting of 51 personnel of 7 th Bn NDRF has been deployed since 16.06.2016 in c/w Sh. Amarnath Yatra 2016. 01 Team reached Pehalgaon at 171700 hrs. Teams are on standby.

 In ( Baltal Srinagar, J & K), 01 team consisting of 40 personnel of 7th Bn NDRF has been deployed since 16.06.2016 in c/w Sh. Amarnath Yatra 2016. 01 Team reached Baltal at 171700 hrs. Teams are on standby.

 In (Sheshnag, Distt-Srinagar, J & K), 01 team consisting of 40 personnel of 7 th Bn NDRF has been deployed since 21.06.2016 in c/w Sh. Amarnath Yatra 2016. On 24.06.2016 team reached Shesnag on 241730 hrs. Team on standby.

 In (Panchtrani, Distt-Srinagar, J & K), 01 team consisting of 40 personnel of 7th Bn NDRF has been deployed since 22.06.2016 in c/w Sh. Amarnath Yatra 2016. On 25.06.2016 team reached Panchtrani. Team standby.

 In ( Shimla, H.P), 01 team consisting of 39 personnel of 07th Bn, NDRF alongwith 02 boats left from BHQ to Shimla (HP)in c/w pre-positioning of Monsoon 2016. Team reached at 021645 hrs.

 In ( Noorpur, H.P), 01 team consisting of 41 personnel of 07th Bn,NDRF alongwith 02 boats left to Noorpur (HP) in c/w pre-positioning of Monsoon 2016. Team reached at 022115 hrs.

 In ( Gaucher, Distt.- Chamoli ) Uttarakhand, 01 team consisting of 40 personnel of 8th Bn NDRF has been deployed since 30-05-16 in c/w pre-positioning of team in view of heavy rainfall high alert in Uttarakhand.  In (Almora) Uttarakhand, 01 team consisting of 42 personnel of 8th Bn NDRF has been deployed since 30-05-16 in c/w pre-positioning of team in view of heavy rainfall high alert in Uttarakhand. On 15.07.2016, team left for Bhaiswada, Almora at 1545 hrs from Pithoragarh and reached at 2205 hrs.  In (Distt- Uttarkashi) Uttarakhand, 01 team consisting of 40 personnel along with 04 boats of 8th BN NDRF has been deployed since 30-05-16 in c/w pre-positioning of team in view of heavy rainfall high alert in Uttarakhan and reached at 311500 hrs.  In ( Distt. Pithoragarh), Uttarakhand, 01 team consisting of 34 personnel of 8th BN NDRF has been deployed since 02.07.2016 in c/w pre-positioning of team in view of heavy rainfall high alert in Uttarakhand and team reached at 032145 hrs.  In ( Bhaiswada, Distt.- Almora) Uttarakhand , 01 team consisting of 31 personnel of 8th Bn NDRF has been deployed since 02.07.2016 in c/w prepositioning of team in view of heavy rainfall high alert in Uttarakhand and team reached at 031925.

-5-  In (Distt.- Ranchi ) Jharkhand, 01 team consisting of 33 personnel of 9th BN NDRF has been deployed since 16-05-16 for emergency response. Team stationed at Home Guard Training Centre, Dhurva Ranchi.  In (Distt.- Muzaffarpur ) Bihar, 01 team consisting of 37 personnel of 9 th BN NDRF has been deployed since 20-06-16 in c/w prepositioning deployment.  In (Distt.- Gopalganj ) Bihar, 01 team consisting of 40 personnel of 9th BN NDRF has been deployed since 20-06-16 for prepositioning deployment.

 In (Distt.- Darbhanga ) Bihar, 01 team consisting of 40 personnel of 9th BN NDRF has been deployed since 20-06-16 for prepositioning deployment.

 In (Distt-Gopalganj), Bihar, 01 team consisting of 42 personnel of 09th BN,NDRF alongwith DM equipment has been deployed since 05.07.2016 in c/w pre-monsoon deployment. On 18.07.2016 team deployed for Famex at Distt-Vaishali (Bihar) w.e.f. 18.07.2016 to 30.07.2016.

 In ( Distt-Purnia), Bihar, 01 team consisting of 40 personnel along with 04 boats and DM equipment left BHQ at 051140 hrs for Distt-Darbhanga for pre-monsoon deployment and reached there at 060032 hrs. On 23.07.2016 (16 rescuers) left along with 03 boats at 230850 hrs for Amor Block Distt Purnia in c/w flood like situation. Team reached at 220400 hrs . On 24.07.2016, 14 rescuers conducted SAR ops from 241730hrs to 241830hrs at Vill-Taran Panchayat Block-Jokihut, Distt-Purnia in c/w drowning of 01 Child in Nala,Ach- Nil. Team returned back to coy loc at 242015hrs.

 In (Distt-Deoghar) Jharkhand, 01 team consisting of 59 personnel along with 04 boats of 9 th BN NDRF has been deployed since 07-07-16 for in c/w Shravani Mela 2016 in which 38 rescuers left by train and 16 rescuers left by road and team reached at 071700 hrs. On 24.07.2016, team rescued a female while she was started drowning in Shiva Ganga Pond,Distt-Deoghar.

 In (Distt.- Gorakhpur) U.P. 01 team consisting of 66 personnel of 11th BN NDRF has been deployed since 22-01-16 at Gorakhpur (UP) and stationed at Govt. Agriculture College, Chargwan Block, District - Gorakhpur, UP for emergency response.

 In (Garh Muketeshwar, Distt. Hapur, UP/Distt-Udham Singh Nagar, UKD), 02 teams consisting of 75 personnel of 11 BN NDRF along with DM equipment left BHQ at 042030 hrs for 8 Bn NDRF Ghaziabad location for further operational deployment and by train party reached there at 051330 hrs and by road party reached at 060400 hrs. On 18.07.2016, 40 rescuers along with 04 boats left Gaziabad location at 180400 hrs for Distt Udahm Singh Nagar, Uttarakhand in c/w fold like situation due to heavy rainfall and team reached there at 181115 hrs. On 19.07.2016 one team (35 rescuers) along with left for Garh Muketeshwar, Hapur UP at 1845 hrs in c/w Sharawan Mela/Shivratri wef 20.07.2016 to 02.08.2016. Team reached at 2030 hrs.

 In (Distt- Sehore) Madhya Pradesh, 01 team consisting of 29 personnel of 11 th BN NDRF has been deployed from 10-07-16 for in connection with flood like situation. Further 26 rescuers left at 121430 hrs from Bhopal location to Teh- Buddhni, District- Sehore, MP and reached there at 121700 hrs.

 In (Varanasi) UP, 01 team consisting of 25 personnel of 11 Bn NDRF deployed wef 20.07.2016 . One team 25 rescuers) left BHQ at 200400 hrs for Raj Ghat, Varanasi, UP in c/w Sharawan Mela/Shivratri wef 20.07.2016 to 02.08.2016. Team reached at 200435 hrs.  In (Sadiya, Distt-Tinsukia) Assam, 01 team consisting of 43 personnel of 12th BN NDRF has been deployed from 08-07-16 for along with 03 boats in c/w prepositioning for Monsoon and Team reached Tinsukiya at 090150 hrs.  In (Distt-Namsai), AP, 01 team consisting of 43 personnel of 12th Bn NDRF along with 03 boats left BHQ at 120445 hrs for Distt-Namsai (AP) in c/w prepositioning for Monsoon deployment 2016 and team reached at 131200 hrs.

UTTARAKHAND As per DM Report of Uttarakhand dated 25.07.2016, following loss of lives and damages have been reported from 1st June 2016 to till date:-

Human lives lost 49 Injured 27 Missing 13 House damaged Fully -77, Severely -209, Partially-1147 Loss of livestock 594 Relief camps opened 11 Inmates in relief camp 850 NDRF, SDRF and Police are engaged in relief and rescue operation. MADHYA PRADESH

As per DM Division, Madhya Pradesh, report dated 24.07.2016,following loss of lives and damages have been reported:-

Loss of human lives 65 No. of Injured 15 Missing 06 Affected District 23 Population affected 3,52,840 Houses damaged 2617 Fully & 36913 Partially Loss of livestock 313 Relief camps opened 102 Inmates in relief camp 18706

 45 Persons of NDRF, 5000 persons of SDRF and 800 State Police/Fire are engaged in relief and rescue operation

ASSAM -

As per DM Division, Assam report dated 24.07.2016,following loss of lives and damages have been reported:- i. No. of Districts affected 14 ii. No. of revenue circle affected 42 iii. No. of village/localities affected 1206 iv. No. of Deaths 01 v. Population affected 6,41,043 vi. Houses damaged Fully- 151- Partially-490 vii. Loss of livestock Nil viii. No. of relief camp opened 81 Relief camps & 50 Relief distribution centre ix. Inmates in Relief Camps 21931 05 teams consisting of 187 personnel of NDRF alongwith 15 boats are deployed for rescue and relief.

MAHARASHTRA.

As per information received from DM division of Maharashtra on 25.07.2016, following reports on flood as under:-

Loss of human lives 17 Injured -- Missing -- Affected District 06 Houses damaged Fully:-98, Partially-2727 Loss of livestock 40 No. of persons evacuated 1414

i) Persons accommodated in the temporary relief shelters - 1000

ii) Landslide on Chiplun Karad State Highway:- Debris cleared, traffic normal.

BIHAR

As per report received from Deptt of Disaster Management Bihar on 25.07.2016, following loss/damages have been reported:- i. No. of Districts affected 08 ii. No. of revenue circle affected Nil iii. No. of village/localities affected 1020 iv. No. of Deaths 09 v. Population affected (in lakh) 2,92,000 vi. Houses damaged Partially -73 & Huts-531 vii. Loss of livestock 01 viii.
