The regular meeting of the Board of Supervisors, held at the Township Municipal Building, was called to order by Chairman Greg Happ at 7:30 P.M. Present were Vice Chairman Duane Rape, Supervisors Brian Giles and Fritz Retsch. Also present were Manager Walter Beighey Jr., Secretary Patricia Pfaff, Treasurer Elois Nadzak, Chief Ronald Leindecker, Solicitor Alfred Steff, Engineer Jim Culler, Jim Scheck, Mark Carrier, Dave Bauman, Lisa Bauman, Tom Applequist, Albert E. Horn, Dave Yeck, Ryan Leindecker, Casey Bowers, John Hayes, Sandy Phipps, Mike Phipps, Buddy Meade, Larry Hough and Jack Harding

PLEDGE The Pledge of Allegiance was recited.

MINUTES Motion by Rape, seconded by Giles, to approve the minutes of the June 6, 2017, meeting as written. Vote of 4 to 0 in favor.

BILLS Motion by Rape, seconded by Retsch, to pay the bills from the General Account, June 7th through June 30th for $159,820.61 and as of July 11th for $202,053.33 with the signing of the checks following the meeting. Vote of 4 to 0 in favor.

PUBLIC Manager Beighey advised he received a draft from Land Studies for COMMENT the Township’s Pollutant Reduction Plan (PRP). The plan contains MS4/PRP areas of the Township that will collect sediment keeping it from running into Brush Creek. He said the plan is ready to be advertised and will be open for public comment for 30 days.

Motion by Rape, seconded by Giles, to approve the advertising of the proposed Pollutant Reduction Plan. Vote of 4 to 0 in favor.

YECK Resident Dave Yeck, 1321 Route 68, voiced his concern that the Board is considering applying for a second loan when the current one is not paid off. He said he is concerned that money is being spent that shouldn’t be spent.

Supervisor Rape offered to sit down with Dave and go over the budget and what projects were completed with the loan money.

ORD 209 Motion by Rape, seconded by Retsch, to adopt Ordinance No. 209 BURNING amending Burning Ordinance No. 196 that includes no burning of any recyclable material. Vote of 4 to 0 in favor.

HEARING Chairman Happ, reminded the Board of the Public Hearing on July 12th at 6:30 for the proposed Zoning Ordinance.

HEARING August 22, 2017, at 6:30 p.m., to hear comments on PennEnergy’s Conditional Use Request to construct an Impoundment Pond at, 264 Grange Road, the former Fritsch Farm. Vote of 4 to 0 in favor.

COUNTY Chairman Happ announced that County Convention will be held on CONVENTION August 10th at the Community College of Beaver County. Anyone planning on attending is to let the Township Secretary know as soon as possible.

GRANT Manager Beighey reported the Township was denied the Beaver County Community Development Grant to place the walkway in Green Valley Park.

EAGLE SCOUT Motion by Retsch, seconded by Giles, to send a congratulatory letter and certificate to Shane Everett, for receiving the prestigious honor of Eagle Scout. Vote of 4 to 0 in favor.

POLICE Chief Leindecker reported that the 2008 Ford Crown Victoria was 2008 VEH sold on Municibid for $1,100.00. He also advised the Board that 2017 VEH the new 2017 Dodge Charger has arrived and is being outfitted.

PENNDOT The Chief received a letter from PennDOT stating that after RTE 989/ completing a traffic study, PennDOT has determined that a four way LOVI stop sign at the intersection of Lovi Road and Route 989 is recommended. PennDOT will install the signs as scheduling and material availability permits.

MONTHLY Chief Leindecker read his department’s monthly report for June REPORT 2017, which included the number of police calls, vehicle maintenance, arrests and citations issued.

BKFD Jim Scheck, Big Knob Fire Department and Buddy Meade, Pine Run PRFD Fire Department read their monthly reports for June 2017, which included the number and type of calls they responded to.

ROAD DEPT Motion by Rape, seconded by Retsch, to authorize the selling of the 2002 Chevy 3500 truck to Conway Borough for $2,500.00. If Conway does not purchase it by the end of the week, the vehicle is to be placed on Municibid. Vote of 3-0 in favor. Supervisor Giles abstained.

TRUCK Road Foreman, Tom Milligan, reported that on May 16th the 2015 International was towed to Hunter’s again for the same mechanical problem as in the past. Three weeks ago he met with representatives from International and Hunter’s about the continuous problems. He said he still does not have the truck back and nothing has been resolved. He is upset about the length of time it has been out of service and is not satisfied with service we are receiving.

Motion by Rape, seconded by Giles, to authorize the solicitor to look into what the Townships options are with Hunter’s Truck Sales and International Sales. Vote of 4 to 0 in favor. Supervisor's Meeting July 11, 2017 Page 3

ROADS Tom advised that Brunner Road and Klein Road to Graham’s is on the schedule to be milled next week. The cost is approximately $9,000.00. He also said they will be working at the intersection of Klein & Route 989 and he plans on paving Spade Road and Willowmere Park.

LOAN Manager Beighey advised he received a quote of approximately $720,000.00 for the new road department building. The current interest rate for a loan through Pennsylvania Infrastructure is 2.125%.

SOLICITOR Solicitor Alfred Steff reported that the Township Municipal Authority has approved the Developer’s Agreement for Castlebrook and they are just waiting for the executed copy from Castlebrook’s attorney.

ENGINEER Township Engineer reported on the following:  He reviewed & provided comments to the solicitor on the tri- party developer’s agreement for Castlebrook.  Completed a first review on PennEnergy’s proposed road improvement project to Grange Road and submitted comments to both PennEnergy & the Township.  He is currently reviewing a revised supplemental plan submission of the same.  Reviewed PennEnergy’s Conditional Use Application and provided comments to both PennEnergy & the Township.  Provided demonstration to Township employees for the usage of the geodatabase app in gathering SW system field data for MS4 mapping purposes.

PLANNING Albert Horn, Chairman of the Planning Commission, advised the Planning Commission would be giving a presentation at the public hearing for the proposed zoning ordinance.

RECREATION Motion by Retsch, seconded by Giles, to authorize Dillan Well WELL Drilling to place a Water Treatment System in Green Valley Park at a cost of $2,171.81. Vote of 4 to 0 in favor.

TOILETS The Recreation Board requested the Township purchase two toilets PARKING at a cost of $45,022.85 each and assist with the cost to construct additional parking spaces in the grassy area on the right hand side going into the park as shown in the master plan.

Motion by Retsch, seconded by Giles, to purchase the two toilets and expand the upper softball parking lot at a cost of $2,300.00. Vote of 2 to 2. Rape and Happ voting NO, Retsch and Giles voting YES.

After the motion failed, there was more discussion about what account these projects would be paid from. It was the consensus to discuss it more in length prior to next month’s meeting.

ZONING The Supervisors received a copy of June’s monthly building permits and Zoning report. ADJOURN Motion by Rape, seconded by Giles, to adjourn. Meeting adjourned at 8:45 p.m. Vote of 4 to 0 in favor.
