The Regular Meeting of the St. Ignace City Council Was Held on Monday, August 17, 2015

Council Proceedings (Official) The Regular Meeting of the St. Ignace City Council was held on Monday, August 17, 2015, in the Council Chambers at City Hall.

The meeting was called to order at 7:00 p.m. by Mayor Grondin with the Pledge of Allegiance.

Councilmember Wyse gave the invocation.

Present: Councilmembers Clapperton, Fullerton, Mayor Pro-Tem LaLonde, Councilmembers Paquin, Tremble, Wyse, Mayor Grondin. Absent: None. Staff Present: Les Therrian, City Manager; Charles Brown, City Attorney; Renee Vonderwerth, City Clerk/Treasurer; Deb Evashevski, DDA Director; Mark Wilk, Police Chief.

Public Comment:

Mindy Rutgers, on behalf of the Truck Show, stated she is looking for 12 judges to judge the trucks, and asked if Council would pass the word on.

Consideration of minutes: Corrections of minutes for the Council Meeting of Aug 3, 2015. None. Council Meeting minutes of Aug 3, 2015, were approved as written.

Additions to the Agenda:

Mayor Grondin – Comments on the Gold Wings and Mayor Workshop.

1. INTRODUCTION OF FIREWORKS ORDINANCE NO. 641:

It was the consensus of Council to postpone this ordinance until the next meeting so the Saturday Fireworks display can be addressed in the ordinance.

2. POOL DISCUSSION:

After a lengthy discussion, it was the consensus of Council to refer this to the Recreation Advisory Board.

3. PAQUIN DISCUSSION:

City Attorney Brown recommended that Council call for a Closed Session if they would like to discuss this issue.

It was moved by Councilmember Fullerton, seconded by Mayor Grondin to call for a Closed Session.

Roll Call Vote: Yes: Councilmember Fullerton, Mayor Pro-Tem LaLonde.

1 No: Councilmembers Paquin, Tremble, Wyse, Mayor Grondin, Councilmember Clapperton. Motion failed for lack of 2/3 support.

4. FINANCIALS:

City Manager Therrian reviewed the July financials with Council.

At this time, Councilmember Tremble inquired on the status of hiring a Police Officer. Police Chief Wilk informed Council that he expects major progress by Friday and will update Council at the next meeting.

5. EXECUTIVE SESSION MCL 15,268 SEC 8 (d):

It was moved by Mayor Grondin, seconded by Councilmember Paquin to go into Executive Session. Motion carried unanimously.

After coming out of Executive Session, it was moved by Mayor Grondin, seconded by Councilmember Paquin to have City Attorney Brown negotiate a settlement on the Martineau property located on Grondin Street. Motion carried unanimously.

Additionally, it was moved by Councilmember Paquin, seconded by Mayor Pro-Tem LaLonde, to direct the City Manager and City Attorney to negotiate a price on the purchase of property on Chambers Street for a future Fire Department station. Motion carried. Councilmember Wyse abstained from the vote.

Additions to the Agenda:

Mayor Grondin informed Council that he attend the Gold Wing ride for Juvenile Diabetes and present a Mayor’s Choice award. He remarked that it is a great event.

In addition, Mayor Grondin informed Council that he attended the Mayor’s Workshop in Battle Creek and sat on a discussion panel regarding Council/Manager relationships. More will be shared at the next meeting.

Consideration of Bills:

There were no concerns at this time.
