1Amend Section 412 – Paving Fabric to read as follows: 2 3 “SECTION 412 - PAVING FABRIC 4 5412.01 Description. This work includes furnishing and placing paving fabric 6and asphalt cement between pavement layers.over an existing pavement before 7the laying of resurfacing materials according to the contract. 8 9412.02 Materials. Materials shall meet the following: 10 11Asphalt Cement (PG 64-16) 702.01 12 13Paving Fabric 716.04 14 15412.03 Construction Requirements. 16 17 (A) Weather Limitations. Application of asphalt cement will not be 18 allowed under the following conditions: 19 20 (1) On wet surfaces, as determined by the Engineer. 21 22 (2) When air temperature is below 60 degrees F and falling. 23 Asphalt cement may be applied when air temperature is above 50 24 degrees and rising. Air temperature will be measured in shade 25 and away from artificial heat. 26 27 (3) When weather conditions prevent proper method of 28 construction. 29 30 (B) Equipment. Provide equipment for heating and distributing asphalt 31 cement according to Subsection 407.03(B) - Equipment. 32 33 (CA) Surface Preparation. of Roadway Surface. Immediately before 34 applying the asphalt cement, binder, clean the Contractor shall sweep 35 the surface in accordance with Section 310 – Brooming Off.clean of loose 36 material, water, dirt, excess dust or other objectionable matter. 37 38 Clean cracks and joints with compressed air. Seal cracks and 39 joints wider than 3/8 inch with sand slurry consisting of 20 percent CSS-1 40 emulsified asphalt, approximately 2 percent portland cement, water, and 41 blending sand. 42 43 Clean potholes and other surface defects and fill with Hot Mix 44 Asphalt Pavement, Mix V. 45 46 (B) Cracks and Depressions. The Contractor shall fill the cracks 47 and depressions with asphalt concrete pavement Mix No. V, and as 48 ordered by the Engineer. 49 50 (DC) Application of Asphalt Cement Binder. Protect all structures, 1 (Project No.) 2 412-1a 11/02/04 51 including guardrails, guardrail post, and other appurtenances, from asphalt 52 cement splatter.Before applying the asphalt cement binder, the 53 Contractor shall clean the area according to the contract. 54 55 Apply asphalt cement to cover area of paving fabric plus 3 inches 56 on each side. 57 58 Limit asphalt cement application only to areas that can be 59 immediately covered with paving fabric and that can be paved on same 60 day. Do not allow asphalt cement to chill, set up, dry, or otherwise 61 impair placement of paving fabric. 62 63 The Contractor shall apply Apply the asphalt cement binder at the 64 rate of 0.25 0.20 to 0.30 gallons asphalt per square yard or as 65 recommended by the paving fabric manufacturer., and accepted by the 66 Engineer. Temperature of asphalt cement at time of spraying shall be 67 between 290 degrees F and 325 degrees F.The Contractor shall spray the 68 asphalt with a suitably metered mobile bituminous distributor conforming 69 with Subsection 405.03(B) - Equipment and a compatible equipment for 70 heating bituminous material. The temperature of the asphalt cement at 71 the time of spraying shall be greater than two hundred ninety degrees 72 Fahrenheit (290O F.) but shall not exceed three hundred twenty degrees 73 Fahrenheit (320O F.) 74 75 The width of the asphalt cement binder shall be the fabric width 76 plus six (6) inches. The Contractor shall apply the asphalt cement 77 binder no further in advance of the fabric placement than the Contractor 78 can keep traffic free. 79 80 (D) Paving Fabric Placement. Before asphalt cement has cooled 81 and lost its tackiness, place fabric onto asphalt cement, with heat-bonded 82 side up and with minimum wrinkling or folding.When the asphalt cement 83 binder has cooled to a temperature of two hundred fifty degrees 84 Fahrenheit (250O F.), the method of fabric placement shall be such that 85 wrinkles and/or folds shall not be excessive. The Contractor shall place 86 the fabric, with the heat bonded side facing up, onto the asphalt cement 87 binder as soon as possible before the asphalt cools and loses tackiness. 88 The Engineer will require miscellaneous equipment such as brooms and 89 knives. 90 91 Slit, lay flat, and tack all wrinkles or folds 1/2 inch or more in height. 92 Broom or roll paving fabric to remove air bubbles and maximize fabric 93 contact with pavement surface. 94 95 Overlap fabric 6 inches at joints. Do not lap joint with more than 96 two layers of fabric. Shingle transverse joints in direction of paving. Apply 97 asphalt cement to fabric joints at rate of 0.2 gallons per square yard, or as 98 recommended by paving fabric manufacturer. 99 100 Construction equipment or vehicular traffic will not be allowed 3 (Project No.) 4 412-2a 11/02/04 101 directly on paving fabric. 102 103 Remove and replace damaged paving fabric at no additional cost to 104 the State. 105 106 If the fabric folds exist or wrinkles half (1/2) inch in height or greater 107 exist, the Contractor shall slit the fabric and allow the fabric to lay flat. 108 The Engineer may require additional brooming to maximize fabric 109 contact with the pavement. The Contractor shall remove the air bubbles 110 to assure complete contact with the roadway surface. The Engineer will 111 permit the seating of the fabric with rolling equipment after placing. 112 Turning of the paving machine and other vehicles shall be gradual. The 113 Contractor shall keep them to a minimum to avoid damage. The fabric 114 shall overlap four (4) to six (6) inches at joints. The Contractor shall not 115 lap the joint with more than two (2) layers of fabric. The Contractor shall 116 shingle the transverse joints in the direction of the paving to prevent edge 117 pick-up by the paver. The Contractor shall apply the asphalt cement 118 binder to the fabric joints at the rate of 0.2 gallons per square yard when 119 ordered by the Engineer. 120 121 Fabrics that are damaged after being placed is the responsibility of 122 the Contractor. The Contractor shall remove and replace them before 123 the resurfacing. 124 125 The Contractor shall not place more fabric than the Contractor can 126 cover with hot mix on that day. The Contractor shall pave the fabric 127 except for overlap length with hot mix before the lanes are opened to 128 traffic. 129 130 (F) Paving Operation. Construct hot mix asphalt overlay indicated 131 in the contract documents in areas where fabric has been placed during 132 same day as fabric placement.The paving operation shall closely follow 133 the fabric placement. If the asphalt cement binder bleeds through the 134 paving fabric prior to placement of hot mix asphalt overly, before the hot 135 mix is placed, the Contractor shall blot asphalt cement the binder by 136 spreading same type of hot mix asphalt mixture on affected those areas. 137 so affected to prevent pick-up by traffic driving on the fabric. Limit hot 138 mix asphalt laydown temperature to a maximum of 325 degrees F. If 139 paving fabric is composed of polypropoylene material, limit laydown 140 temperature to a maximum of 300 degrees F. 141 142412.04 Method of Measurement. The Engineer will measure the paving 143fabric per by the square yard of fabric finished surface, not including overlaps. 144 145 The Engineer will measure hot mix asphalt overlay under Section 401 – 146Asphalt Concrete Pavement 147 148412.05 Basis of Payment. The Engineer will pay for the accepted 149quantities of paving fabric at the contract unit price per square yard., complete in 150place.Payment will be full compensation for the work prescribed in this section 5 (Project No.) 6 412-3a 11/02/04 151and the contract documents 152 153 The price shall be full compensation for cleaning, furnishing and applying 154of the asphalt cement binder, preparing the surface, filling of cracks and 155depressions, overlapping of the paving fabric, furnishing labor, tools, materials, 156equipment, and incidentals necessary to complete the work. 157 158 The Engineer will pay for the following pay item when included in the 159proposal schedule:make payment under: 160 161 Pay Item Pay Unit 162 163Paving Fabric Square Yard” 164 165 The Engineer will pay for: 166 167 (1) 20% of the contract bid price upon completion of preparing 168 the surface; 169 170 (2) 30% of the contract bid price upon completion of furnishing 171 and applying the asphalt cement binder; 172 173 (3) 40% of the contract bid price upon completion of furnishing 174 and placing of the paving fabric; 175 176 (4) 10% of the contract bid price upon completion of cleaning 177 up; 178 179 The Engineer will pay for the accepted hot mix asphalt overlay under 180Section 401 – Asphalt Concrete Pavement. 181 182 183 184 185 186 END OF SECTION 412
