POSITION: Director

The primary purpose of this position is to manage, supervise, direct, plan, organize, coordinate, implement, fiscal planning, budget, staffing, and program development for the STARBASE program. This position reports X

QUALIFICATIONS:

The STARBASE Director is required to have a variety of education, skills, aptitudes, knowledge, and experiences:  Minimum of a Bachelors Degree combined with at least 5 years of experience as an administrator or deputy administrator  Experience in creating, developing and implementing training workshops  Experience understanding Science, Technology, Engineering and Math Methods  A talent for working with children and the ability to create an effective learning environment  Excellent organizational, administrative, problem-solving, conflict-resolving and record-keeping abilities  Research, communication, leadership and motivational skills are essential as is the power to influence, motivate, and train others  Ability to recognize and evaluate effective teaching practices and classroom management skills  Knowledge of Science, Technology, Engineering, and Math Education lessons  Knowledge of and/or experience in budget preparation, implementation and evaluation  Knowledge of and experience in education, supervision, and management  Skill and experience in applying knowledge where changing or new circumstances affect specific situations and require approaches or adjustments in methods from those in existence  Ability and willingness to devote time as needed for quality communication and effective relationships with military commanders, school superintendents and principals, community leaders, teachers, students, parents, and volunteers  Commitment to work actively toward the continuous improvement of education at STARBASE  Skill in providing advice, guidance and authoritative consultant services throughout the organization on matters pertaining to education

DUTIES: A. Manages

Plan, organize, coordinate, direct, implement, and create all contracts, hiring/firing of STARBASE staff members (administrator of positions ranging from a pay scale based on GS-6, step one to GS12, Step 10 pay range). This includes the development and standardization of the process, coordination, supervises, and participates in the instructional orientation program for new Staff Members. Develop and distribute an Employee Manual for all full-time and part-time employees.

Supervise STARBASE personnel having at minimum full-time staff of: one Deputy Director, one Instructor, one Administration Officer.

Provide staff with technical and administrative guidance as well as guidelines, policies, and procedures for the STARBASE program. Coordinate and review work, assuring that all requirements for effective program delivery are met. Plan work to be accomplished by subordinates, setting priorities and assigning work based on priorities, selective consideration of difficulty of assignments and the capabilities of employees.

Conduct teacher observations, evaluations, and hold conferences with teachers relative to effectiveness of their performance. Decide which staff to retain or dismiss keeping the (contractor’s name or Board’s name) informed.

Develop performance standards, observes and evaluates/rates instructor performance, and discusses problems and proposed solutions with personnel. Give advice, counsel or instruction to employees on both operational and administrative matters.

Evaluate the quality and cost-effectiveness of the program elements. Determine the need for staff improvement and in-service training if necessary. Assist instructors in identifying opportunities provided by universities, professional education associations, local school systems and other outside organizations etc, that will meet their unique and changing needs.

Provide an opportunity for CPR and First Aid certification for any STARBASE staff.

B. Directs program operations

Will comply to the DoD requied SOA and implement approved lesson plans.

Assist DoD and provide expertise when requested.

Provide written documents to the assigned federal evaluation agency.

Develop schedules, and coordinate with partnering schools.

Authorize and approve all equipment and supply purchases.

Develop and maintain a State Plan for the (State of X). Site specific: Develop and maintain a Resource Center with a check-out process for visitors, educators, and parents.

Develop and maintain an evaluation system to determine the effectiveness of the MI STARBASE program.

Plan, organize, supervise, and/or conduct in-service training and development for STARBASE personnel.

C. Manages the Program

The director promotes the success of the students by ensuring management of the organization, operations, and resources for a safe and orderly learning environment.

Utilize command-developed procedures adding local procedures as necessary. Establish and/or implement laws, policies, regulations, and procedures that promote effective program operations.

Create FY budgets for (X) as well as budgets for X.

Make decisions about buildings, equipment and supplies. Manage fiscal resources responsibly, efficiently and effectively and monitor whether others do so as well.

Use available technology effectively to manage operations.

Over-site of schedules, financial reports and audits, inventory of equipment, and program statistic information

Provide classes, workshops, and other training programs required to meet the learning objectives of the STARBASE program. Monitor and evaluate program operations and use feedback appropriately to enhance effectiveness. Supervise staff records of students, teachers, class attendance, attitude changes, pre and posttest scores, and DoD records. Implement MOAs with host base and ensure they are reviewed periodically. Develop and implement partnerships with participating school districts.

Maintain a safe, secure, clean and aesthetically pleasing physical site. Maintain a positive program environment where cooperation and good student discipline is the norm. Use shared decision making effectively in the management of the program. Manage time and delegate appropriate administrative tasks to maximize attainment of the program goals. D. Directs Program Improvement

The director works with the STARBASE site and community to review data from multiple sources to establish challenging standards, monitor progress and foster the continuous growth of the students.

Encourage use and development of more technology within the program when it can better serve the students.

Provide ongoing opportunities for staff to reflect on their roles and practices in light of student standards and program goals. Grow professionally by engaging in professional development activities and making such activities available to others.

Facilitate program-based research and use these and other research findings to plan program improvement initiatives, pace the implementation of these changes, and evaluate their impact on teaching and learning.

Foster a genuine continuous involvement and commitment of the community in promoting the progress of all students toward attaining high standards.

Enhance program effectiveness by appropriately integrating the processes of teacher selection/evaluation and professional development within program improvement.

Communicate and cooperate with other STARBASE sites in the sharing of best practices and lessons that fit the DoDI core, SOA and approved lessons.

Provide a one-week summer STARBASE program for children of personnel at Selfridge ANGB’s, when feasible.

Attend all DoD conferences.

E. Coordinates Professional Development

The director works collaboratively with the staff to plan and implement professional development activities that promote both individual and the DoD SOA and approved lessons.

Participate in local, state, and national professional organizations to promote professional improvement and render greater service when approved by DoD.

Assess the overall impact of professional development activities on the improvement of teaching and student learning. F. Coordinates with the Community

Supervise the organization of and participation of volunteers.

Make requests for donations of equipment, materials, money and/or services to benefit the program through STARBASE, Inc. or non- profit according to the DoDI.

Speak to community organizations on behalf of the nonprofit organization to develop partnerships for the success of the program.

Represent STARBASE at military and community meetings, Base Community Council, conferences, daytime and evening functions when appropriate.

Provide VIP briefings and tours to official guests of the military facitility.

Provide expertise to local boards of education when requested. Visits school district administrators and schools. Provide professional input to educational advisors. Ensure that the STARBASE program is being fully implemented. Coordinate schedules with districts.
