TEM/HEEP AREA V ANNUAL MEETING TRIESTE, ITALY, 6 - 8 MAY, 2002

R E P O R T

1. The TEM/HEEP 2002 Area V Annual Meeting was held in Trieste on 6 – 8 May 2002.

2. The meeting was opened by Mr. E. Sammartino, representative of the Directorate General of ANAS (National Road Authority) Rome and the Italian TEM National Coordinator.

3. Mr. R. Di Piazza, Mayor of the City of Trieste welcomed the participants in the city and introduced it to them, stressing its rich history, multicultural character and its strategic position as the terminal of the Pan-European Transport Corridor V.

4. Mr. L. del Caro, Dean of the University of Trieste extended to the participants his wishes of full success of the meeting.

5. On behalf of the Italian Government, Mr. F. Cempella, the representative of the Minister of Infrastructure and Transport in the Friuli-Venezia Giulia Region, expressed his conviction that the meeting, considered as synthesis of the fruitful collaboration within the UN family will also further strengthen ties between the participating countries of Central and Eastern Europe and North America.

1 6. Mr. D. Fees, the HEEP International President introduced the US and Canadian representatives and on their behalf thanked the Italian and HEEP Area V organizers for hosting the meeting.

7. The HEEP Area V Director, Mr. P. Pospisil acted as the Chairman of the meeting.

8. Following the introduction of the remaining participants, the agenda of the meeting was approved.

9. Mr. D. Fees presented the information about the forthcoming HEEP 2002 International Conference to be held in St. Louis, Missouri in September 2002 and in this connection drew the attention of the participants to more details available on the HEEP website. After the short HEEP Mission statement, he summarized the HEEP draft Strategic Plan scope and elements, pointing out that after receiving the comments from the Areas the draft would be submitted to the Board of Directors for review in August 2002 and then approved at the International Conference.

10.Mr. M. Stan of the Texas Department of Transportation presented his document on Pump Station Design for Highway Drainage.

11.Mr. M. Watters of the Wyoming Department of Transportation, the HEEP Vice President, introduced the Overweight Permitting Solution developed by ESRI, which drastically expedites permit issuance and the BRASS family of computer programs for bridge design, analysis and rating.

12.Ms. B. Barnard, Systems Programmer of the Missouri DOT, presented its statewide ITS program, developed in multistate partnership with Illinois and Kansas with the FHWA support and covering inter alia the traffic management, traveller information system, weather information system, commercial vehicle operation system and automated vehicle safety inspection.

13.Mr. K. Connell of the TransGlobal Consulting informed about the New Brunswick DOT’s Highway Inventory Infrastructure Integration System, collecting all highway features and integrating them into GIS, providing thus accurate and timely information easy to be accessed by users.

14.Mr. R. Halperin of the Maine Department of Transportation summarized the development results and achievements of the HEEP Educator and Student Participation Program, from which also Area V students have been benefiting since 1999. In this context, he recognized the contributions of vendors, especially of the ESRI, to its positive results.

15.Mr. G. Gingras, HEEP’92 Past President briefed the meeting and handed out the information and catalogue on AASHTO products and on Bridge Management System AASHTOware software products. He also introduced the New Jersey DOT’s 2001 edition of the Straight Line Diagrams.

16.Mr. Mr. Hantak, the TEM Project Manager, presented a PowerPoint introduction to the TEM Project, its objectives and activities.

2 17.The Croatian representatives informed the meeting about the institutional framework of the public road sector, motorway and road construction, rehabilitation and maintenance programme and its financing with a special respect to the Rijeka area.

18.Mr. E. Sammartino introduced the network of Italian concessionary companies and the respective management and administration system, accompanied by the multimedia presentation of the MERCURIO Project, delivered by Mr. M. Baldazzi to be made also available at the 2002 HEEP International Conference.

19.The Lithuanian road and motorway network development and its road data bank was briefly described by Mr. V. Puodziukas, Director General of the Lithuanian Road Administration.

20.The Polish representatives, Ms. A. Hutnik and Mr. P. Wiech presented the new inventory data in the Polish road management system and the traffic forecast for the Polish national interurban network in the period 2000 – 2020.

21.Following the concise presentation of the Slovak representative, Ms. A. Szebenyiova or her country’s road data bank (Annex 12), the Turkish representatives, Ms. A. Ertay and Mr. M. Barut delivered two presentations on the achievements of the General Directorate of Turkish Highways and on the ITS Applications in Turkey.

22.In the framework of the HEEP Educator and Student Participation Program, students of the University of Trieste presented their research and development results on “The Proper Length of the Transition Curve on Two-Lane Rural Roads”, on “Freight Transport Flows: A Comparison between Two Transportation Models” and on “The Traffic Flow Behaviour in Merging Areas”.

23.The judging panel selected Messrs. P. Paolo and M. Dall’Acqua the Area V 2002 winners to be awarded a HEEP scholarship to attend the HEEP 2002 International Conference.

24.The International HEEP President, Mr. D. Fees officially invited the participants to take part in the 44th Annual International HEEP Conference to take place in St. Louis, Missouri, on 15 – 19 September 2002.

25.The decision was taken to hold the HEEP Area V 2003 Annual Meeting in the first half of April next year, most probably in Croatia. The HEEP Area V Director after contacting the member countries will present the information as to its exact date and venue at the 44th International HEEP Conference.

26.The Meeting elected Mr. M. Hantak HEEP Area V Director and Mrs. J. Florian (Hungary) HEEP Area V Secretary for the period 2002 – 2003.

27.In the framework of conclusions of the meeting, Mr. M. Hantak promised to communicate the Area V comments on the HEEP draft Strategic Plan to the HEEP International President by 15 July 2002 at the latest.

3 28.The HEEP International President and HEEP Area V Director extended their thanks to the Italian Government, Provveditorato Regionale alle Opere Pubbliche for Friuli- Venezia Giulia region, ANAS Rome and the University of Trieste for preparing the meeting and the hospitality displayed as well as to the organizing team for its excellent performance.

29.The meting was closed by Mr. E. Sammartino and Mr. F. Cempella, who expressed their pleasure in its hosting and promised to continue supporting the TEM project and the HEEP Area V inter alia by making available the future Transport Centre in the premises of the Provveditorato Regionale in Trieste for their activities.
