CROOKED RIVER RANCH SPECIAL ROAD DISTRICT MEETING July 14th, 2012 MINUTES

The July 14th, 2012 regular meeting was held in the Juniper Room, Ranch Administration building, 5195 SW Club House Road, Crooked River Ranch. Chairman Pelly called the meeting to order at 10:00 am. The flag salute was conducted and roll call taken. Present were Chairman Vince Pelly, Director Clarence Palm, and Director John Williams. Also in attendance were the CRR&MC Road Supervisor George Gregory, and member of the public Brian Dillavou.

CONSENT ITEMS: Minutes for the SRD meeting of June 23rd, 2012 were reviewed and discussed.

Treasures report for July was presented by Treasure Palm. The beginning balance in the General Fund was $168,717.32. Deposits were $137.27 interest, $3.22 UTA interest, $823.67 prior year taxes, and $1,494.38 current year taxes, making a total of deposits of $2,458.54. Bills to be paid were $500.00 to All Points Engineering and Survey Inc for the Badger Road hill Engineering study, and $9.00 to Director Palm for postage reimbursement, resulting in total of $509.00 in bills. There is an ending balance of $170,666.86 in the General Fund.

Written Correspondence: NAR indicates No Action Required, information only. Response from SDAO on training videos. Chairman Pelly requested one copy each of the available CD’s.

Bill from All Points Engineering for the report for $500.00. Being paid.

Amended LB50 for the 2012-2013 budget. One rate number was not filled in at one location on the original that Jefferson County Assessor wanted added. Completed.

Monthly ledger from the Jefferson County Treasure. NAR

Renewed Department of Administrative services Form regarding surplus property. Confirmation that the SRD is current until June 29th, 2015

Jefferson County Treasure annual fiscal year form to insure the officer’s information is current. Form being Completed and an attempt to convert it to an electronic copy for the future.

Director Palm motioned to authorize the bills mentioned above to be paid. Director Williams 2nd . Motion passed unanimously. Director Palm motioned to accept the consent items as discussed. Director Williams made the 2nd. The motion passed unanimously.

Committee Reports: Road Maintenance Manager George Gregory reported that: The JD 770 motor grader – oil & filter changed & cutting edge replaced. The Case 590 backhoe - replaced a blown axle seal. The water truck drive shaft of the water pump had a coupler come apart again. The truck was taken to Omco in Prineville, and parts were ordered and installed.

Assisted the water Company with the damage that resulted from a broken water main at the corner of Basalt and Cinder. Rebuilt the shoulder, redefined the ditches and re-graded Canyon Drive and hauled away mud. A bill has been submitted to the water company. Cleaned out ditches and culverts on River Road just past Cascade View Place, and hauled away excess material.

Old Business: Road projects update: The Clubhouse Road (near the admin building) repair and the Badger and Chinook Kiosk areas will be going out for paving bids. Have 1 bid, need another one or two.

Update on Chinook and Quail Roads rework. Anticipate the work being done mid August, then they will have the stripping done.

New Business: The CRR&MC Road Supervisor, George Gregory reported that his department will place temporary center line tabs in the center line of Badger Road from Bullhead Road to just east of Steelhead Road to define the lanes. A discussion was held and it was suggested that the contractor that will be doing the striping work on Quail and Chinook be approached to re-stripe that segment as well. Director Palm motioned to approve Chairman Pelly to investigate. Director Williams made the second. The vote was unanimous.

Announcements: The SRD meeting reschedule for July, August, September and October to the second Saturday at 10 am. All are in the Juniper Room at the Administration building. The November meeting will be the first to return to Wednesday.

A flier was received about the Special Districts Association of Oregon (SDAO) award program.

NOTICE: Chairman Pelly was informed that the Water Company has plans to close Peninsula Road East (near fire station) from Shad to prairie on July 24th from 8 am to 12 pm to repair a water pipe. A detour on Prairie Road will be in place at that time.

Public comments / Community input: George Gregory thanked Brian Dillavou for his efforts on the bag drop area at the recent ladies golf tournament. A discussion was then held that perhaps some safety vests be purchased for such events in the future. Chairman Pelly said he will explore some possibilities. Brian Dillavou requested information about the kiosk, and inquired about the possibility of having some paving at the cluster mail box location at Maverick and Shad, as he reported the area is torn up with people making u turns at that location. A discussion followed about looking at the location of all the cluster box locations and possible improvements to them in the future. Brian also inquired about having Maverick Road improved. There was a discussion about how to approach it, but that the funds were going to be limited until the flex lease is paid off in 2017. There was also local improvement district, and possible contributions for matching funds briefly discussed.
