COUNCIL MEETING Steve Young, Region Chair, called the Council meeting to order at approximately 5:05 p.m. A motion to accept the minutes from the last meeting (January 22, 2007) was made. The motion was seconded and the minutes were approved.

TREASURER’S REPORT: Laura Nemetz distributed copies of the report to all members present. : January-February expenses - $5,110.73 February 26, 2007- $53,268.02 (Budget Report) Budget Account changes/corrections:  Christmas Event will come from account #510 – Special Events,  Account #414-balance shows $7,200, should be $3,700. o There was expenditure (delegate reimbursement) for $3,500. Laura stated that the Region has been paying for the entire cost for meals for the Council meetings. A suggested amount of $100 for food costs from the Region is the maximum. Costs over that amount would be absorbed by the local responsible for the meal. Also Scott Robowski suggested that one person be assigned for meal responsibilities for council meetings. No actions were taken on either suggestion.

REGION CHAIR’S REPORT – A written report was submitted and the following topics were discussed:  Raphael Daniels has been selected as the new UD for Regions 52 and 40. His primary duties will be the four (4) Oswego locals and some locals in 52 as needed.  Region 40 split needs budge approval at the Representative Assembly (RA) The division is as follows: o Batavia, Geneva, West Aurora, Waubonsee College (new). o Plano, Yorkville, Special Education Association of Kendall County (SEAKC), Oswego  Invest in Excellence (IIE-Contact Team forms are needed for every building. Tentative date for Capitol Action Day is Wednesday, May 2, 2007. IEA would like to have two (2) contacts in each building. Get emails or phone numbers of those who will serve as building contacts.  Invest in Excellence event is scheduled for April 19, 2007, “A Conversation with Mr. Martire”. Ralph Martire, Executive Director for Center for Tax and Budget Accountability (CTBA) and columnist for Chicago Sun-Times, is our scheduled guest. This will take place at the Courtyard Banquets, 3 South Route 59, (2 miles north of I-88), Warrenville IL 60555. Local Officers, Superintendents, Business Managers and School Board members are the targeted audience. Time slot is between 5-7:30 p.m. Mr. Martire will be up to speak at about 6:00 p.m.  IEA definitions for “accountability” and “pay for performance” expected to bring to the RA. Terminology “Enhanced Compensation” is pay for performance.  Morgan Campbell from Batavia has won the Bob Haisman Award. This award is given to first through fifth year teachers. Congratulations to Morgan!  March 19, 2007 is the deadline for recommendations for IEA committees. Forms are available.  The pilot program “Enhance Organizational Effectiveness is not in the budget. The purpose was to enhance relationships between IEA and IEASO (employees’ union)  Region rebate is how region council gets its budget. Dues are rebated to the Region. This will be discussed at the RA. The issue is fairness for regions with ESPs and Higher Eds.  March 8-10 RA-Thirty five (35) delegates are expected from our Region. Try to get representative to be present. Dues increase of $5 will be a major discussion. NEA dues will probably increase from $3 to $5. Region 40 will be in the Da Vinci Room (no suite)  The Presidents/Superintendents forum was a success. Ms. Audrey Soglin-Executive Director of CEC and Dr. Perry Soldwedel, Director of Continuous Improvement for CEC of were the featured guests. Thanks to Tony Malay, President, BEA and Dr. Barshinger, Superintendent, Batavia School District for hosting the event. This was a first for both.  A motion by Mae Smith was presented that all non-IEA guests to Region 40 Forums/Events be given a $50 honorarium. It was moved and seconded. A $50 honorarium will be given to Dr. Soldwedel.

2  REMINDER-March 14-Elections for NEA delegates, region chair and vice chair. Region Chair and Vice Chair terms are for three (3) years. Steve Young, current Region Chair and Terry Collette, current Vice Chair are candidates.  The June Planning Meeting has been moved to May 21, 2007. This will be during regular council meeting. Be sure to bring your calendars.

 NEA Directors reports are available. Take only as needed.

 NEA RA Nite in Philadelphia is a boat cruise. The cost is $100 per person.

 The Association of American Educators has no bargaining ability and no services. It does have liability insurance for the classroom.

 TRS Report – This has been a good year for investments. 62% up to 65.4% funded in one year. Trustee petition drive was successful for IEA candidates. No other candidates filed.

 A bill to reverse some of the No-Sudan divestiture requirements. This is due to amount of lost funds.

 The final cost to IEA for cancelled Winter Advocacy Conference (WAC) is down to $68,000. The conference was cancelled due to extremely bad weather statewide in early December.

COMMITTEE REPORTS:

 Social Committee – Terry Collette and Betsy Wycislak: o Riverview Banquets will hold the Leadership Dinner on May 3, 2007. Terry will welcome any ideas and feedback for this event.  Ethnic Minority - Alex Wallace: o April 20-22 – Honolulu HI o April 27-29– Black Conference in Milwaukee WI o May 18-20.-Hispanic Conference in San Jose CA o June 1-3-Portland OR o Alex will be running for ESP Northern Representative. This position includes a sea on the IEA Board. Vote for Alex.  Political Grassroots-Jill Snyder Zelizer o Pledge cards are available. Use these cards to get people involved in the political action process.  IEA-R-Mae Smith o A request for the annual contribution from Region 40 to the West Suburban Retired Chapter by Mae. o IEA-R will assist in helping with making calls or anything that can help Region 40 o Mae is requesting a copy of local retirees in Region 40 o AIM is now called “Continuous Membership”

UNISERV DIRECTORS’ REPORT – DONNA MAVROS o Bargaining with Waubonsee will begin mid-March 07 o Local congregations (religious) are asked to support the Invest in Excellence Campaign

ADJOURMENT A motion was made to adjourn the meeting. The motion was seconded and passed by majority. The meeting was adjourned at 6:40 p.m. Meeting adjourned.
