Minutes of the meeting held in the Parish Hall on Tuesday 7th October 2014 at 7.30pm Present Cllrs G. Brown (Chairman), D. Speed, J. Culverwell, T. Day, Mrs J Parsonson, D. Fielden, Mrs J. Nops, S. Perkins , G. Stogdon, Mrs Sarah White (Clerk to the Council) and 8 Parishioners also present. Apologies Cllr Chris Graham Declaration of Interests Cllr Stogdon declared and interest in a planning application on Dunsells Lane and Gilbert Street. His dispensation still applies. Minutes of the last meeting The minutes of the PC meeting held on 2nd September were confirmed and signed as a true record of the meeting. Matters Arising The clerk asked whether there had been any progress on installing the nets on the recreation ground. The posts have been installed, but the promised nets were found to have been eaten by a mouse. Any matches will be played on the main recreation ground. Cllr Speed has obtained quotes for the cycle rack. These had been passed to the Councillors for their consideration. It was agreed to proceed with the installation of 5 stainless steel hoops. Preparation work £ 1163.80, cycle hoops £389.65 each. The cost should be covered by the developers Contribution Transport pot. This was proposed by Cllr Fielden and seconded by Cllr Nops and agreed by the council. Matters raised by members of the Parish A parishioner reported that the door to the telephone box on Darville Road has been repaired. He also asks that any rise in the precept is kept low. It was reported that the parish hall car park boundary with Vicarage lane has sunk and will require maintenance before too long. The Parish hall committee will monitor the problem. Another pot hole has been filled by the gate way. Lengthsman The council agreed that a new agreement could be signed for 2015. The schedule for 13th will include removing a shrub at The Ropey prior to the installation of the cycle rack and clearing the ditch by the pond. AGM and Election dates Elections in 2015 will be on 7th May this will mean the PC AGM will be on 12th May. The council agreed to move the meeting to 12th. Review of risk assessment and Financial regulations Cllrs Nops and Perkins met with the clerk to review the Risk Assessment and the Financial Regulations. There was one change to the risk assessment, the removal of “purchase revised books” most information is now on the web. Both documents were approved by the council. Proposed by Cllr Speed and seconded by Cllr Fielden. Those involved were thanked for their time. The Standing Orders will also need to be reviewed. PCSO Nops reported that there had been a spate of out building burglaries in Cheriton and East Tisted. He advised the meeting to insure that their property, particularly sheds, was secure. Recreation ground The play area inspection has been carried out. The report has just arrived, any items mentioned are of low or very low risk. E J Services are due to carry out the repairs left over from last year. Repairs are due on the fences and posts. The verti drainage has just been carried out. There has been some turf lift which Cllr Stogdon has spent sometime replacing, but there are more areas with a problem. This may impact on the football club. The next round of verti draining may need to be delayed as this visit was late, due to the very dry September. A mention was made re the possibility of the mini tennis court being large enough for netball. This is not possible as there is not enough space. The tennis club have been asked to remove the felled tree. SE Electric wants to cut down a lime tree which is hindering some wires by the courts. They have been asked to prune not cut it down.
There will be a wedding reception in the Village Hall on December 13th. The family have asked if they can let off some fireworks at about 7.30pm on the recreation ground. The council have agreed providing: - the recreation ground is cleaned up after the fireworks, a risk assessment is carried out, public liability insurance is obtained and the local neighbours / pet owners are informed that a firework display is taking place.

7 new dwellings (to include 3 affordable dwellings) (amended description) Land West of Oak Leigh, Park Lane, Ropley, Alresford Case No: 55567 Object This application site is located on Park Lane a narrow country lane which has a junction with the C18 Petersfield Road. This lane has previously, in a planning application 36094, been deemed by EHDC 'to have a sub standard junction with C18 which is inadequate to accommodate the additional traffic that the proposal would generate'. The proposed application, in question, was for an additional 3
2 houses to that which is there now. This application is for a further 7 houses. The junction has poor sight lines and vehicles have to move out into the Petersfield Road to have sight of traffic. These sight lines cannot be improved due to other properties. Whilst the C18 has a speed limit of 30mph, reviews over the summer by Speedwatch have indicated an average vehicle speed of 40mph, in addition the Park Lane junction is on a straight section of the road causing drivers to speed up. When looking West from the junction vehicles travelling East along the Petersfield Road pass through a very dark area, as a result of high tree density, and therefore are frequently very difficult to see causing further potential danger to both vehicles. Subsequently it would appear that this development cannot be accommodated in a manner that would not cause increased danger and inconvenience to other highway users contrary to policy. We acknowledge the good mix of house types and sizes including the level of affordable houses with the identified local need for smaller affordable units being recognised. Whilst the proposed design reflects the linear nature of the existing development on Park Lane the density of the application is 3 times greater than that already on Park Lane and would be thus detrimental to the established character and appearance of the lane. We support the use of the existing access into the site and the maintenance of the current hedgerow. Finally no provision has been made for public open spaces contrary to policy.
Removal of condition 10 of 29611/006 to allow permitted development rights to be re-instated Bluebell Barn, The Dene, Ropley, Alresford, SO24 0BG Case No: 29611/007 This condition was applied when the barn was converted into a residential property in an area outside the settlement boundary where development would not normally have been allowed. The condition was applied to protect the amenity of the neighbouring properties and local area in accordance with local policy. It would appear the original permission would not have been granted without the condition and therefore we feel it should remain.

Gladman House, Petersfield Road, Ropley, Alresford, SO24 0EE Case No: 21360/004 No objection subject to car and storage use only The planning committee chaired by Cllr brown met with Cllr Stogdon to discuss his planning application and the concerns of the Parish council namely drainage, density and the removal of hedges. It is hoped that a new application would address these concerns. An email had been received from the agent for the proposed development at Church Street Farmhouse. Following a meeting with EHDC they are revising their plans. The plan now is to build a terrace of three cottages on the frontage, a cottage will no longer be built at the back and the scout hut site will be developed to provide a dwelling. The agent and owner attended the meeting and the council again stressed that the vehicular access from the scout hut would need to be closed. Permissive access could be given for a pedestrian access onto the top car park. Finance Requests for payment: - NATT have requested a grant from the council towards the running costs of the Alresford Town bus. Cllr Day suggested the usual grant of £100 is increased to £150. The council agreed to this with 2 abstentions providing the council could have more information re the use Ropley residents make of the bus. Payments authorised by the Council Balance at 22. 9 .14 £18004.62 + precept of £15,000 = £33004.62 £20,562.65 in community account. Cheques written

Councillors were asked for their budget requirements before the November meeting. £10,000 is ring fenced for the village hall and £1500 for staging for the Youth theatre. Other costs could include :- work on the pond – this could be a Sparshott College project; support for the tennis clubs mini court and provision of Broadband to Ropley. Report of District Councillor no report Report of committees. Highways – Cllr Speed reported that he has toured the village with the highways engineers. Pot holes have been “white lined” prior to filling. Areas of Gascoigne Lane will be dressed and jet patched. The ditch on Dunsells Lane will be cleared and the debris used to create a bund. It is hoped this will eleviate some of the parking problems in the area. Cllr Speed had reported that the disabled bays in Hale Close (for school use) should be in place by end of September. They have been marked out but not painted. There have been issues with Amey Footpaths – Cllr Day reported that the fencing in the field has been replaced and is now in the correct place for the footpath from Smugglers Lane to Soames Lane . Report of representatives: Communications Cllr Parsonson spoke about the meeting between the planning committee and the Ropley Society. The Society feels it is their role to represent the villagers, to provide a lobby group to work closely with the Parish Council Ropley Society has an antiques valuation afternoon and a photographic competition planned Friends of St Peters A recent fund raiser was an evening with the Charnwood Trio. A Wine Tasing evening is planned for November. The bells are now down and forensics have finished. The Revd Royston Such will be leaving earlier than planned. His last service will be at Christmas. The Revd Phil Collins will now remain in the Arle Valley Benefice until 2016. Hampshire Association of Local Councils (HALC) Topics covered at the last meeting included EHDC Website – new website planned for next year. Will Parsons at EHDC would welcome parish experts, critics and “dinosaurs” to be involved with user testing. Partners Magazine – Will Parsons has circulated information to parishes inviting 50 word articles to be submitted by 26th September for inclusion in the November edition of Partners. This is an opportunity to flag up your local Winter and Spring events. “Use it or Loose it. EHDC Community Forums – EHDC Review will go to Cabinet 25th September, following which local councils will be informed and consulted on new proposals. Parish Hall Management Committee The leaking roof over the kitchen has been patched. The hall committee have agreed to spend £200 for someone to look at the roof and any alterations will be carried out next spring. There is a wasps’ nest in the boiler room. Cllr Day reported that residents are using the hall bin for their personal rubbish. Cllr Stogdon asked if the gulley in the car park could be cleared out. Cllr Speed will investigate. The recent film night made £98. Next film “ Belle” is on 1st November. Correspondence up to September 30 th as per the agenda Information has been sent re a rural mobile signal programme from Vodafone. Cllr Perkins will investigate as to whether it is suitable for Ropley.
