ENVIRONMENTAL COMMITTEE MEETING

MINUTES

MARCH 4, 2003 - 2:00 P.M.

FACILITIES MEETING ROOM, LOWER LEVEL BUILDING 900, ROOM 926

The meeting was called to order at 2:09 p.m. by Matt Loper, chair.

PRESENT:

Connie Buren, Facilities Department Carialta Glen-Schieber, Student Government Justin Hogrefe, Student Government Al Linden, Facilities Department Matt Loper, Science Department Marci Melvin, Music Department

ABSENT:

Greg Angus, Facilities Department Gloria Anderson, Health Occupations Department Edmund Metheny, Workfirst Department Bob Petersen, Science Department Randy Stegmeier, Facilities Department

MINUTES:

A motion was made by Justin Hogrefe to approve the February 4, 2003 minutes. The motion was seconded by Al Linden and the motion was approved.

OLD BUSINESS:

CAMPUS SMOKING:

Matt Loper reported that Carialta Glen-Schieber and he went to Bellevue Community College to look at their smoking shelter locations. Greg Angus and Al Linden also took a separate visit to Bellevue Community College.

He distributed a location map showing the smoking shelter locations at their college. He said that their smoking shelters are 25 feet from buildings, not located at any main entrance, they are at the perimeter of the parking lots, they have no lighting, but they are near a light post. Matt Loper mentioned that there is no official enforcement of the campus smoking policy at Bellevue Community College however, they have campus policy signs, “butt stops” and signage all over their campus.

Al Linden commented that he and Greg Angus talked with the facilities department at Bellevue Community College and they were informed that they have no enforcement for smoking on their campus except for the students.

Matt Loper reported there has been a delay in receiving the bus shelters from Metro Transit. It will be the end of March, 2003 before the college receives any of them. They will need to be installed on concrete pads, not gravel.

He said that the Environmental Committee needed to identify nine locations for smoking shelters. He felt that if they were not within close proximity of the campus they would not be used.

He will contact Beverly Brandt, Vice President for Administrative Services, to get some clarification from her to see if the smoking shelter locations are explicitly to be excluded from the center of campus.

Matt Loper will contact the sub-committee members: Greg Angus, Carialta Glen- Schieber and Al Linden regarding the date and time to view potential smoking shelter locations once he has received this clarification from Beverly Brandt.

He said that Beverly Brandt had informed him that there is a bill in legislation to ban all smoking in public places.

RECYCLING PROGRAM:

The latest billing from West Seattle Recycling, Inc. was distributed and discussions followed.

Matt Loper said the recycling survey was sent to all the members for their review and additions/corrections have been made from the draft survey.

He mentioned that he had talked with Judy Yu, Director, Public Information Office, regarding having the recycling survey posted on the Day at a Glance and she was in agreeance. It will be posted for one week. There will also be notices posted on the faculty and staff list serves as a reminder to fill out the recycling survey on the Day at a Glance. Matt Loper will contact the Student Body President and Student Advocate to see if the Student Body Officers and Student Advocate would be willing to go to classes and announce the recycling survey and remind the students to fill out the surveys in the P.U.B. building.

He said that at our next meeting we would go over all the recycling survey results.

Matt Loper reminded the members to make a list for updating the recycling program and bring it to the next meeting for discussions. He commented that perhaps there could be two alternatives for the range of the recycling bid. For instance, what we would like to see for our recycling program, and the number of mixed bins that we would like to have.

He reported that the bids for the recycling program would be done in April, 2003.

Matt Loper distributed an e-mail regarding plastic mugs that he received from Rika Cecil who is involved in environmental education and waste recycling for the City of Shoreline.

Discussions were held regarding the use of plastic coffee cups/mugs at our college. He will talk with the Whidbey Coffee Company regarding offering a discount to those who use their own cups.

It was mentioned that at the paint shed cans are not being picked up regularly, they overflow the container and it looks bad.

ENERGY CONSERVATION:

Matt Loper stated that Energy Conservation would be deferred until our next meeting.

BUILDING 2900 REMODEL:

Matt Loper stated that Building 2900 Remodel would be deferred until our next meeting.

He mentioned that the building 2900 remodel is over the budget and there will need to be cuts reducing certain items. The administration is reviewing the entire project. Matt said that some of the cabinetry would not be installed because it was too expensive. The fish tanks are being kept.

He reported that the building will be more energy efficient and would be air-conditioned. Environmental Committee Meeting Page 4 March 4, 2003

MASTER PLAN:

Matt Loper reported that the public meeting held Wednesday, February 5, 2003 was lead by Beverly Brandt, Vice President for Administrative Services, and Kae Peterson, Director, Foundation and Interim Executive Director of Extended Learning. LMN Architects, the Master Plan architects, and various consultants were in attendance for this meeting.

The purpose of the meeting was to identify what the community wanted us to review for the Master Plan Environmental Impact Statement (E.I. S.).

He mentioned that most comments concerned parking.

He said there were concerns about the ball fields and the amphitheater. It was mentioned that this was not necessarily a priority for the City of Shoreline to become a joint college project venture.

Matt Loper said that Beverly Brandt, Vice President for Administrative Services, has asked him if the students majoring in environmental science would be willing to become involved in doing a study for the tree survey and streams that are fish bearing (such as salmon, cutthroat and trout) for the Environmental Impact Statement (E.I.S.) in order to save costs on this project.

He mentioned that he did not know if the students could get this done because there is a spring quarter break and the turn-around time frame for this survey is extremely short.

Next meeting will be determined at a later date.

Discussions were held about our next meeting date and time. Connie Buren will send an e-mail to all the members to see which date works best for the majority of the members for our next meeting.
